The project focuses on three key objectives: 1. Water Management: Improve water availability and increase irrigation efficiency to ensure sustainable water supply for agricultural production in the targeted governorates. 2. Climate Change Adaptation: Reduce the impacts of climate change, particularly declining rainfall and increasing water scarcity, by supporting more resilient and efficient irrigated agriculture systems. 3. Agricultural Development: Enhance the productivity and profitability of smallholder farmers and agri-businesses, contributing to improved livelihoods and economic opportunities for vulnerable rural communities. As part of its implementation responsibilities, OUR CLIENT will oversee the design and rehabilitation of irrigation infrastructure, including the lining of water canals, installation of closed irrigation systems, and rehabilitation of pumping stations. The project is expected to be implemented by a team of approximately five personnel and has an estimated budget of USD 12 million. 2. Purpose and Scope of Assignment The HSSE Field Monitor will report directly to the HSSE Senior Analyst / Project Manager and will work in close coordination with Site Engineers and other project team members. The primary function of the HSSE Field Monitor is to support the implementation and monitoring of health, safety, social and environmental measures at project field sites, ensuring that all activities are conducted in compliance with applicable HSSE standards, OUR CLIENT policies, and international best practices. The HSSE Field Monitor shall carry out routine field-level inspections, observation of work activities, reporting of hazards and incidents, and support to awareness-raising efforts among workers and contractors on construction or development project sites. Specific Duties and Responsibilities More specifically, the HSSE Field Monitor will be responsible for the following tasks: Conduct daily site inspections to monitor compliance with HSSE requirements and identify hazards or non-conformities. Observe and report unsafe acts or conditions to the HSSE Analyst or Project Manager and follow up on corrective actions. Support the implementation of Contractor Health and Safety Plans as well as Social and Environmental Management Plans at the field level. Assist in the identification, documentation, and reporting and investigation of incidents, accidents, and near-misses, including gathering witness statements and photographic evidence. Maintain accurate and up-to-date records of HSSE inspections, checklists, and field monitoring reports. Conduct regular field inspections to verify that the contractor is distributing appropriate PPE to all workers in accordance with the project's HSSE requirements and ESMP provisions, and monitor workers' correct and consistent use of PPE on site at all times, documenting any non-compliance and issuing corrective action requests to the contractor accordingly. <p> ASSIGNMENT OBJECTIVES</p><p>The objectives are to:</p><p>1) Strengthen the existing draft evidence base on how social security entitlements are interpreted, applied and enforced, and extend it to the mechanisms through which workers raise and resolve complaints and appeals.</p><p>2) Secure tripartite and institutional validation of that consolidated evidence base.</p><p>3) Build the capacity of those who decide, administer and support social security claims, through curricula national training institutions can keep running after this agreement ends.</p><p>4) Place before decision-makers a prioritised set of options, with order-of-magnitude resource implications, for strengthening the legal framework and the routes by which workers pursue their entitlements.</p><p>4. SCOPE OF WORK AND METHODOLOGY</p><p>This agreement is the sole arrangement for this work stream and all activities are delivered within the agreed value. Bidders shall not assume that any event, expert engagement, expert fee, translation, printing, transport, entry permit, participant payment or venue requirement is met separately. Requirements outside the priced scope must be raised in the Technical and Financial Proposal and, if necessary, at the Inception Report stage.</p><p>Activity numbers, sizes, sequencing, locations and participant numbers are indicative and adjustable within the agreed value and period by written agreement. The deliverables in Section 6 are the binding outputs.</p><p>Component A. Strengthening the analytical report</p><p>1) Starting material. The ILO's draft report is the base text of the deliverable, not background material; proposals set out how they would appraise the full draft at inception and what they expect to remain, and the Inception Report fixes the remaining scope with the ILO on the basis of the draft as received. The ILO holds the rights in the draft, grants the Implementing Partner the right to use and modify it for this agreement, and determines authorship and acknowledgement in any publication.</p><p>2) Higher court analysis. Strengthen the analysis of how the higher courts interpret and enforce the framework, against a sample frame agreed at inception, bounded to the Court of Cassation and, for constitutionality challenges only, the Federal Supreme Court, and including first-instance and appellate decisions held in the same cassation file. Test, rather than assume, the premise that decided case law rests predominantly on Law No. 39 of 1971, Law No. 18 of 2023 having entered into force only on 26 November 2023. Establish which settled principles carry over to Law No. 18 of 2023, which are displaced and which the transitional provisions leave uncertain, and where liability falls when contributions were never paid or the worker never registered. Identify the procedural requirements that operate as barriers to claimants, including limitation periods, time limits for objecting to an administrative decision, and the medical assessment of invalidity and employment injury.</p><p>3) Enforcement. Provide a qualitative chapter on enforcing judicial decisions, drawing on the case sample and key informants and identifying the principal obstacles to executing judgments. A separate empirical study of execution files is not required and shall not be priced.</p><p>4) Legal framework. The review covers Law No. 18 of 2023, Law No. 39 of 1971, labour court and cassation procedure, and the constitutional provisions on social security entitlement. Labour Law No. 37 of 2015 is reviewed only where it governs social security claims: proof of the employment relationship, labour court jurisdiction and procedure, and labour inspection and the sanctions on employer registration and contribution compliance. No general review of that Law, or of constitutional labour protections, is in scope.</p><p><br></p><p>REQUIRED EXPERTISE OF THE IMPLEMENTING PARTNER</p><p>The Implementing Partner shall be a legally registered non-profit entity, such as a non-governmental organisation, research institution, university, legal institute or intergovernmental organisation, operating or able to operate in Iraq. It may be an ILO constituent organisation or affiliated member, or a non-constituent organisation meeting all other criteria. It shall practise non-discrimination in selecting participants. It shall not appear on any United Nations ineligibility or debarment list, be subject to European Union restrictive measures or appear in the EU Financial Sanctions Database, and shall have no history of failed obligations or prohibited conduct. Before award the ILO screens the proposed partner, its governing body and its senior management against these lists, under the Terms and Conditions applicable to Implementation Agreements, incorporated by reference under Section 16.</p><p>Bidders shall meet the following criteria. Each criterion specifies the documentary evidence required.</p><p>1) Organisational capacity and legal status. Established governance and internal financial controls, and at least three years of operational experience in Iraq or the Middle East region. Evidence: registration certificate; organisational profile; governance charter or by-laws; two years of audited financial statements.</p><p>2) Financial administration capacity. Capacity to manage donor funds at the scale of this agreement and to administer multiple expert engagements and event budgets transparently. C Conduct regular tripartite plus roundtable discussions on key policies and strategic constraints. A CTIPs Auditor protects assets by completing audits, employee trainings and implementing other management methods as assigned to ensure compliance with regulations and internal controls. A key component of the EDF grant which requires further strengthening is the implementation and management of Environmental & Social Action Plans (ESAP), which aim to mitigate environmental and social risks in the SMEs funded by the EDF, as well as improving staff safety and wellbeing. Under the direct supervision of the Project Officer (Livelihoods), and in close collaboration with the Senior Livelihoods Technical Assistant, the Consultant (Environmental and Social Risk Management) will support the operationalisation and strengthening of the ESAP within EDF through a combination of: a) Impact assessment of existing ESAP implementation under the EDF b) Desk review and refinement of ESAP technical processes c) Development of sector-specific and item specific minimum standards and tools d) Capacity building of both EDF Technical and Operational Teams</p><p>The consultant will ensure that ESAP is implemented within the EDF in a feasible, practical, and effective manner, aligned with ESMF guidelines and Iraqi legislation in both the Kurdistan Region of Iraq (KRI) and Federal Iraq (FI). In light of the above, the Joint Programme (JP) seeks to engage a Knowledge and Learning Management Consultant to support the development of knowledge products related to both the Joint Programme and WFP s social protection activities in Iraq.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>Advanced university degree (Master s or equivalent) in Communications, Journalism, Media and Communications, Graphic Design, Knowledge Management, Public Relations, Development Communications, International Development, Social Sciences, or a related field.</p><p>Minimum of 5 years of progressively responsible professional experience in knowledge management, communications, learning, research, public information, programme documentation, or content development within international development, humanitarian, or public sector contexts.</p><p>Demonstrated experience developing high-quality knowledge and learning products, including policy briefs, case studies, analytical reports, evidence syntheses, advocacy products, human-interest stories, newsletters, fact sheets, and other dissemination materials for technical and non-technical audiences.</p><p>Proven experience in publication design and visual communication, including the production of dissemination-ready reports, booklets, presentations, infographics, social media products, and other communication materials.</p><p>Strong analytical and synthesis skills, with demonstrated ability to review complex evidence, identify trends and lessons learned, and translate technical information into clear, engaging, and accessible products for strategic engagement and advocacy.</p><p>Experience supporting communications and visibility efforts, including development of social media content, website/blog articles, fact sheets, and public-facing advocacy materials.</p><p>Demonstrated experience coordinating across multiple stakeholders and institutions, including government counterparts, UN agencies, donors, and technical teams.</p><p>Experience designing and managing knowledge repositories, databases, classification systems, or digital knowledge-sharing platforms is highly desirable.</p><p>Demonstrated ability to integrate storytelling and human-interest approaches into technical knowledge products, including coordination of interviews, photography, and beneficiary-focused content.</p><p>Previous experience supporting social protection, poverty reduction, livelihoods, food security, resilience, governance, or public policy programmes is strongly preferred.</p><p>Familiarity with concepts related to social protection, economic empowerment, digital transformation, school feeding, nutrition-sensitive programming, and shock-responsive approaches is considered an asset.</p><p>Demonstrated ability to independently manage multiple deliverables under tight timelines while maintaining high quality standards and responsiveness to feedback.</p><p>Proficiency in graphic design and layout software (e.g. Adobe InDesign, Illustrator, Photoshop, Canva or equivalent) is required.</p><p>Strong computer skills, including proficiency in Microsoft Office Suite and collaborative digital platforms.</p><p>Excellent written and verbal communication skills in English are required.</p><p>Working knowledge of Arabic and/or Kurdish is highly desirable.</p><p></p></section>
