For the purpose of this vacancy, internal and internal-equivalent candidates as well as external women candidates are considered as first-tier candidates.</p><p>Organizational Context and Scope Under the Peace, Recovery and Solutions Division (PRSD), IOM Iraq implements an integrated Rehabilitation, Reconciliation, and Reintegration (RRR) Durable Solutions (DS) approach to support internally displaced persons (IDPs) and returnees in achieving safe, dignified, and sustainable solutions. PRSD seeks to expand its social cohesion and tribal engagement portfolio; case management; Information, Counseling and Referral Services (ICRS); and reconciliation, community-based dialogue, rehabilitation, and reintegration efforts, as well as Preventing Violent Extremism (PVE) and other related initiatives and activities. Through context-specific and individualized interventions, IOM aims to contribute to sustainable reintegration outcomes while consistently upholding the principles of do no harm and conflict sensitivity.</p><p>Under the overall supervision of the Head, Peace, Recovery and Solutions Division (PRSD) and direct supervision of Programme Officer (Return and Reintegration), the National Program Officer will be responsible and accountable for the following:</p><p>Coordinate the overall implementation of Rehabilitation, Reconciliation, and Reintegration (RRR) and Durable Solutions (DS) initiatives and Projects, including the coordination of the financial, administrative and technical aspects, in line with IOM s policies and procedures, as well as donor requirements. Provide operational guidance, and technical supervision to RRR-DS staff across Iraq, assisting on programmatic implementation. Monitor RRR projects progress specifically aimed at increasing effectiveness and recommending appropriate action. Monitor the progress against the project s strategic objectives, benchmarks, and provide recommendations with respect to improvements and corrections; coordinate the internal reporting tools in close coordination with M&E and IM team Identify the priorities arose during the implementation of the Programme and contribute to the development of the new projects under the Programme and activities based on solid results framework and in response to emerging trends, priorities and analysing the local context in area of returns for new project proposals, as well as donor interests and requirements Supervise the field staff assigned to implement RRR-DS projects, as well as Implementing Partners (IPs) recruited to support and/or undertake specific activities. Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors. Supervise, train, and guide project staff and consultants Monitor the compliance with project partners and implementing entities; liaise with Government entities, Implementing Partners (IP), United Nations (UN) agencies and other stakeholders in the Project. Support the building of synergies within the different thematic teams within the RRR portfolio and with other active programmes in Iraq, in order to synchronise all the activities carried out across different service areas. Monitor and evaluate all delivered assistance in Al-Amal center and area of return and ensure timely reporting; identify problems in implementation and propose solutions to speed up the delivery of services Participate in the development and adjustment of methodologies, approaches, and standard operating procedures to respond to emerging challenges through a consultative process with relevant parties Ensure that IOM standard procurement, logistic and financial procedures are duly applied by RRR projects staff. Coordinate with other units and departments within IOM Iraq for a smooth implementation of all project activities. Contribute to adequate information management on project related activities including visibility by providing regular updates, summaries, press releases and other relevant materials, in coordination with MCU and relevant thematic team Coordinate the elaboration and dissemination of financial, narrative, and other reports related to the Project activities. Oversee the elaboration and dissemination of reports by ensuring timely submission and compliance with donor and IOM requirements. Identify potential areas for project development and contribute to resource mobilization efforts for IOM Iraq s RRR portfolio including social cohesion and tribal engagement portfolio; Information, Counseling and Referral Services (ICRS); strategic communications, Preventing Violent Extremism (PVE), and Durable Solutions (DS). Undertake duty travel as required to oversee, monitor and support the implementation of different projects and activities under the portfolio Perform such other duties as may be assigned.</p><p><strong>Desired Candidate Profile</strong></p><h2>Required Qualifications and Experience</h2><ul><li>Master's degree in in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with two years of relevant professional experience, or University degree in the above fields with four years of relevant professional experience. The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:</p>

<li>Site development and non-process facilities.</li>
<li>Ancillaries and buildings.</li>
<li>Seawater intake and outfall structures.</li>
<li>Material off-loading facility.</li>
<li>Seawater clarification, filtration and deoxygenating processes.</li>
<li>Chemical addition systems.</li>
<li>Shipping pumps.</li>
<li>Power generation.</li>
<li>Utilities.</li>
</ul>
<p>FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.</p>
<p>In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.</p>
<h4>Accountabilities</h4>
<p>Accountable for the interfaces and management of change (MoC), being internal (between units, disciplines, PMT, One Tech and specialists) or external (between other CSSP projects, contractors, company, etc.). The job holder coordinates all interface and MoC matters, protecting the WI Project and company’s position with regards to all external interfaces and to internal interfaces between contractors, and ensuring that changes are evaluated and executed for the overall benefit of the project.</p>
<p>Accordingly, the job holder shall make the necessary coordination between all involved contractors/parties and company teams and implement an agreed interface management procedure and methodology. He/she shall ensure the proper and timely follow-up and resolution of interface issues between the various involved parties documents. He/she must support the Interface Manager to ensure full control of the Management of Change process, and shall document all the changes, taking care to perform a full review with various disciplines with project aspects to justify or reject the change.</p>
<p>A key aspect of interface coordination is the ability to effectively communicate, across all involved parties, all details related to an interface, including requirements, technical specifications, and potential issues.
