The Iraq Country Director will provide strategic direction to the programme; is responsible for identifying needs and resources, and elaborating programme recommendations in line with Save the Children national and global priorities. Scope of work</p><p><br></p><p>This consultancy is to support the effective implementation of project activities in Ninawa for better labour market integration and transition of marginalized populations including youth, women, refugees, internally displaced persons, and host communities (Target group) into decent jobs through strengthened employment services, work-based learning, and skills development, with a focus on green jobs and green enterprise development. The consultancy is to build capacities and coordinate and partner with key stakeholder institutions including employer’s and worker’s organisations, MSMEs and potential entrepreneurs, government departments, vocational skills training centres, public employment service centers and the target group and ensure smooth execution of interventions.</p><p>The consultant will oversee field activities, including organizing meetings, FGDs, workshops, training sessions, and events while updating and managing monitoring tools to track progress and The selected consultant will support the effective implementation, coordination, and monitoring of project activities in Ninawa as outlined in background sections, by engaging stakeholders, implementing partners, partner businesses, consulting firms, non-governmental organisations (NGO), overseeing field operations, and maintaining quality control.</p><p>.</p><p><br></p><p>III. Detailed tasks</p><p>He/ She will be responsible to:</p><p>1. Experience in working in the field of vocational skills training and in youth programming would be a major advantage. Experience in working in the targeted governorate of Ninawa would also be considered an asset. Proven experience in program planning, design, implementation, monitoring, and evaluation of projects. Strong communication and coordination skills, particularly in engaging with ILO's social partners. Professional experience in development programming, with expertise in liaising with government authorities, national/international technical counterparts, NGOs, and building effective partnerships. <p>Overview ***This position will be physically located in Iraq in support of LOGCAP.*** Under the supervision of the PMO Quality Senior Manager, the Quality Manager is responsible to provide a Total Quality Management System that anticipates & resolves potential quality problems & provides continuous oversight necessary to perform throughout the LOGCAP AOR. Oversee all quality-related functions, including Program-level Quality Surveillance/Audit, Customer Feedback Program, process Improvements, Document Control. This position also coordinates activities with various intermediate managers throughout the program. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Provides expert knowledge and experience in running a comprehensive Quality Management system for the program. + Possess the technical ability to develop executive Corrective Action Plan in response to third party nonconformance reports (NCR). + Coordinates the correction of minor problems with the functional area managers and acts as liaison with the Government Contract Officer Representatives (CORs) and Quality Assurance Representatives (QARs). + Evaluate how overall work center performance is meeting Performance Work Statement (PWS) requirements. + Implements ISO 9001:2015 Standards. + Ensures processes and procedures required are executed in compliance with project specifications, standards and safety and security requirements. + Review Work-center Plans, Standard Operating Procedures (SOP), Internal Operating Procedures (IOP) and Work Instructions (WI), to ensure they provide proper operational information and direction for performing all tasks. + Ensures QA Audit plans, and corrective actions are identified where any non-conformities or process deviations are identified and follow up these to conclusion. What's On Your Plate? Perform data entry for financial transactions and maintain databases. Prepare and distribute financial reports as required. Assist in the preparation of financial documents such as contracts, agreements, and purchase orders. Coordinate with internal and external stakeholders regarding financial matters. Communicate with customers regarding billing inquiries, payment issues, and other finance-related concerns. Work to resolve customer issues promptly and effectively, providing exceptional service and maintaining positive relationships. Monitor financial transactions for compliance with organizational policies and procedures. Provide administrative support to the finance team, including scheduling meetings, managing calendars, and making travel arrangements. Handle correspondence and inquiries related to finance. Maintain accurate and up-to-date financial records. Process invoices and ensure timely payments to vendors. Maintain customer confidence and protect operations by keeping financial information confidential. Perform month-end account closing activities and reconciliations. Collection of receivables from customers Manage the cash and cheque payment details for bank deposit. Assist with accounts payable and receivable functions, including reconciling accounts and resolving discrepancies. Assist with audit preparations and provide necessary documentation as required. Maintain confidentiality of financial information and adhere to data protection regulations.
