<p>SEED is seeking a dynamic, strategic, and experienced professional to serve as the Manager of the Community Development and Service Delivery Department. This role ensures effective integration and coordination of holistic, rights-based, and community-driven programming that meets the diverse needs of vulnerable populations. The ideal candidate will provide vision and leadership that foster a culture of excellence and collaboration, and strong and empowering management of the portfolio and staff to effectively implement the department's goals and activities. <p>The FP&A Manager leads financial planning, budgeting, forecasting, variance analysis, and management reporting for the organization. Beyond routine reporting, a highly qualified FP&A Manager acts as a strategic partner to senior leadership, translating complex financial data into clear insights, challenging assumptions, and shaping decisions on investment, growth, and resource allocation. <p> The Consultant will provide time-bound specialized technical expertise to support the implementation of specific Intelligence-Led Policing (ILP) capacity-building activities under the project Supporting Community Engagement and Policing in Iraq Phase II , led by the Community Engagement and Policing (CEP) unit of IOM Iraq. The objective of this project is to strengthen public trust and confidence in Iraq s security institutions by enhancing accountable, inclusive, and community-responsive policing practices in areas of return and border regions. The project focuses on two primary pillars: i) increase Iraq s security agencies legitimacy and accountability in areas of return and border areas through an increased professionalization of police and border guards and mainstream of CEP approaches across different Directorates within the MoI; and ii) strengthen the CP community outreach, especially amongst women, through the CP Women Empowerment and Protection (WEP) Action Plan, to ensure rights-based stabilization interventions that respond to the needs of communities. The required expertise in prevention-oriented Intelligence-Led Policing (ILP), intelligence development frameworks, police analytical systems, and operationalization of risk analysis methodologies is not currently available within IOM Iraq. The engagement of an external consultant is therefore required to provide specialized technical knowledge, support the development of practical tools and procedures, and strengthen the capacity of the Community Policing Directorate and relevant Ministry of Interior counterparts to establish sustainable prevention-oriented ILP approaches. The project was built on lessons learned from the first phase, implemented between 2025 and 2026, in coordination with the CP Directorate, who identified further need of capacity building on prevention-oriented ILP principles to increase their ability to identify and respond to their communities major security threats. The project will target areas with significant numbers of returnees from northeast Syria as well as border areas, particularly focusing on the governorates of Ninewa, Anbar, Salah al Din, Basra, and Missan, and will be implemented jointly with the Integrated Border Governance (IBG) team and the Prevention of Violent Extremism (PVE) teams of IOM Iraq. Provide expert support for the development of an operational PSEAH Work Plan, in line with IOM and United Nations (UN) strategic frameworks, and in coordination with the global PSEAH Unit, Regional PSEAH Officer, and senior management in IOM Iraq.</p><p>2. The selection for this assignment will be carried out through the Pathways Pool process.</p><p>Under the overall supervision of the Chief of Mission (CoM) or Head of Office (HoO) and direct supervision of the Head of Resources Management, and in close collaboration with the Regional Office in Cairo, and in coordination with the Supply Chain Division at Headquarters (HQ), the Supply Chain Officer will be responsible and accountable for overseeing the supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at optimal price and in a timely manner.</p><p>Conduct strategic planning for supply chain related activities of the Country Office (CO) in close collaboration, with internal and external stakeholders in the country, as well as relevant units at HQ. Conduct logistics capacity assessment and market research to keep abreast decisionmakers about local market trends and developments; analyze statistical data and market reports on the commodity situation, production patterns and availability of good and services. Supervise and manage and provide first-line support and guidance for all supply chain management related tasks and activities, including planning, budgeting, scheduling and provision of goods and services needed by the CO.
