For every child, the right to a future The UNICEF Iraq Country Office five-year Country Programme (CPD 2PHONE_NUMBER) focuses on five priority areas aimed at improving outcomes for all children by advancing child-related national priorities, guided by the principles of children s rights, equity, gender equality, resilience, national ownership, and innovative programming. UNICEF has a long-standing partnership with the Government of Iraq at national and governorate level, civil society and other partners to advance the rights and well-being of children, in line with national development priorities and the Sustainable Development Goals. Child outcomes in Iraq continue to be affected by geographic, socio-economic and institutional disparities. Significant security concerns (both internal and regional) remain a hindrance to steady progress across social sectors. Yet, Iraq is an upper-middle income country, and the government is expected to lead and fund its development. In that regard, the UNSDCF and the UNICEF Country Programme places a strong emphasis on systems strengthening, public finance for children, and support to national and subnational institutions to deliver services on scale. UNICEF works closely with national government agencies to strengthen policies, systems, financing and service delivery across programme sectors. UNICEF Iraq has three offices: the Country Office in Baghdad and two field offices in Basra (south) and Erbil (north). The Baghdad Office is within the UN Compound where all UN agencies work, and all international staff are housed.
UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential, from early childhood through adolescence.

At UNICEF, we are committed, passionate, and proud of what we do for as long as we are needed. Promoting the rights of every child is not just a job – it is a calling.

UNICEF is a place where careers are built: we offer our staff diverse opportunities for professional and personal development that will help them reinforce a sense of purpose while serving children and communities across the world. We welcome everyone who wants to belong and grow in a diverse and passionate culture, coupled with an attractive compensation and benefits package.

For every child, the right to a future

The UNICEF Iraq Country Office five-year Country Programme (CPD 2025–2029) focuses on five priority areas aimed at improving outcomes for all children by advancing child-related national priorities, guided by the principles of children’s rights, equity, gender equality, resilience, national ownership, and innovative programming.

The work of UNICEF, other UN agencies and most development actors has moved away from a humanitarian focus to one around longer-term development.

The inter-agency work on operations is a significant responsibility for UNICEF, including as Chair of the Operations Management Team (OMT).

How can you make a difference?

As a Strategic Business Partner and Deputy to the Representative, the incumbent will be responsible for leading the operations functions to achieve results, drive change, provide risk informed, solution-focused analysis, advice and services and contribute to programme and management decisions for delivering results for children in all operational contexts.

A large portion of these programmes consist of responses to large humanitarian emergencies (Yemen, Ukraine, Türkiye, OPT and Syria). We also work in countries facing other humanitarian and development challenges (Lebanon, Iraq, Kosovo and others).

Save the Children’s Iraq Country Office continues to operate in a complex environment shaped by a fragile recovery from years of conflict, ongoing humanitarian needs, and the fragile security situation in the region. Iraq is navigating a complex transition from a humanitarian context toward a humanitarian-development-peace (HDP) Nexus approach. While some progress has been made in stabilization and recovery, humanitarian needs remain acute. An estimated 1.1 million internally displaced persons (IDPs) remain in protracted displacement, children and families in camp settings, refugee returnees, and those in underserved rural and peri-urban areas continue to require urgent support across multiple sectors, including education, protection, health, WASH, and livelihoods. In recent years, Iraq has contended with the aftermath of conflict with ISIS, mass displacement, rising poverty, a fragile economy, and increasingly complex protection risks for children. These challenges are compounded by a tightening global funding environment, which is placing increasing pressure on the Country Office abilities to reach the most vulnerable children and families across the country.

Save the Children has been active in Iraq since 1991, delivering humanitarian, recovery, and development programs in Federal Iraq (FI) and the Kurdistan Region of Iraq (KRI) with sectors of intervention focusing on Education, Child Protection, Climate Resilience and Equality & Social Inclusion.
