<p>JOB PURPOSE</p><p><br></p><p>The Programme Director will lead, direct, and manage all aspects of World Vision Iraq’s program and operations in the Kurdistan Region of Iraq (KRI) and Government of Iraq (GOI). This includes ensuring a robust strategic alignment and seamless integration between resource acquisition, program quality, field operations, and organizational objectives. The Programme Director will also lead the design and implementation of WV Iraq’s nexus programming, integrating humanitarian, development, and peacebuilding efforts. In addition, he/she will drive innovative programming ideas to enhance WV Iraq's impact, focusing on partnerships with local, national, and international stakeholders. The ultimate goal is to achieve a significant, sustainable impact on child well-being, focusing on the most vulnerable children in the region.</p><p><br></p><p>KEY RESPONSIBILITES:</p><p><br></p><p>Strategic Leadership and Coordination</p><p><br></p><p>As a member of the Senior Leadership Team, contribute to the overall success of WV Iraq’s country strategy and business planning.</p><p>Identify strategically aligned programming opportunities within the national context and mandate, including accessing funding and partnering effectively with stakeholders.</p><p>Approve and ensure the implementation of Resource Development and Acquisition strategies and plans.</p><p>Forge strong relationships with peers in the WV partnership, advocating the position of WV Iraq, contributing to strategic meetings, and translating strategic insights into contextually appropriate approaches.</p><p>Promote strong and rigorous coordination and collaboration between field operations, grant acquisition, sector, and evaluation teams to ensure high-quality program implementation and field impact.</p><p>Ensure field needs, assessment and analysis data, local context, and internal and external funding and donor priorities are properly integrated into WV Iraq’s strategic planning.</p><p>Ensure that strategies are aligned with the priorities of World Vision International while also adapting to the Iraqi context.</p><p>Resource Mobilization and Donor Engagement</p><p><br></p><p>Lead the development of the Resource Development strategy, ensuring alignment with the organizational strategy and maximizing funding opportunities.</p><p>Establish and maintain strong relationships with institutional, private, and philanthropic donors to secure financial resources and long-term partnerships.</p><p>Work closely with the finance and program teams to ensure that funding needs are met and resources are effectively allocated to high-priority programs.</p><p> Oversee the development of high-quality proposals and reports that align with donor expectations and organizational goals.</p><p> Ensure that donor compliance and reporting standards are met, and that all funding is utilized efficiently.</p><p> Explore new opportunities for funding and partnerships, particularly in key sectors such as education, protection, and climate resilience.</p><p>Program Quality and Field Operations</p><p><br></p><p> Oversee the implementation of high-quality programs on the ground, ensuring that all operations are child-focused and aligned with the organization's mission.</p><p>Lead the integration of RLEAM (Rapid Learning and Evaluation Management) systems to digitally monitor and evaluate program performance in real time.</p><p> Ensure the implementation of robust systems for monitoring, evaluation, accountability, and learning (MEAL) across all programs.</p><p> Drive program quality by overseeing assessments, program design, and implementation, ensuring that programs meet internal and external standards.</p><p> Ensure effective and efficient program management, addressing operational challenges and optimizing the use of resources.</p><p>Ensure that operational and programmatic activities comply with World Vision’s policies, donor requirements, and regulatory standards.</p><p>Develop and implement systems that optimize operational efficiency and cost-effectiveness across all programs.</p><p>Innovative Programmes Initiation</p><p><br></p><p>KNOWLEDGE, SKILL AND EXPERIENCE:</p><p><br></p><p>Required Education, training, license, registration, and/or Certification:</p><p><br></p><p>Master’s degree in humanitarian aid, international development, economics, rural development, social sciences or related field.</p><p>Required Professional Experience:</p><p><br></p><p>Minimum of 6–7 years of experience in senior leadership roles, with previous experience serving at Director level or in a comparable senior management position, in humanitarian organizations.</p><p>Proven senior leadership experience across humanitarian and development programming, preferably in fragile, conflict-affected, or complex operating environments, with demonstrated ability to provide strategic direction and navigate changing contexts.</p><p>Demonstrated experience in programme management and programme quality, including oversight of complex, multi-sector portfolios and ensuring effective implementation, quality, accountability, compliance, and achievement of results.</p><p>Strong track record in resource mobilization and business development, including identifying funding opportunities, leading or contributing to high-value proposals, developing strategic partnerships, and securing and managing multi-million-dollar grants and funding portfolios.</p><p>Significant experience in donor and external engagement, with the ability to represent the organization effectively and build strong relationships with institutional donors, UN agencies, government authorities, international and national organizations, private sector actors, and other strategic partners.</p><p>Proven ability to lead, manage, and develop diverse and experienced teams, including senior managers and technical specialists, fostering collaboration, accountability, high performance, and an inclusive organizational culture.</p><p>Strong understanding of Humanitarian–Development–Peace (HDP) nexus programming, with experience integrating humanitarian response, Term)</p><p>Job Description:</p><p>Key Responsibilities</p><p>55% Protection Activties :</p><ul><li>Coordinate and communicate with other departments internally.</li><li>Consult technical issues with We help children of all backgrounds, even in the most dangerous places, inspired by our Christian faith.<br>Come join our 31,000+ staff working in nearly 100 countries and share the joy of transforming vulnerable children’s life stories!</p><br><p><u>Employee Contract Type:</u></p><br>Local - Fixed Term Employee (Fixed Term)<p><u>Job Description:</u></p><br><p><b>Key Responsibilities</b></p><br><p><b>55% Protection Activties :</b></p><br><ul><li><p>Coordinate and communicate with other departments internally.</p><br></li><li><p>Consult technical issues with Technical Adviser(s) in and seek appropriate support whenever necessary.</p><br></li><li><p>Work closely with MEAL team.</p><br></li><li><p>Coordinate with P&C to recruit field staff ( Casuals) when necessary and follow up any issues according to P&C policy and Procedure.</p><br></li><li><p>In coordination with the Project Coordinator to work with S&C and Finance for procurement as necessary.</p><br></li><li><p>Supervise Casuals in supporting cases, case planning, case conferences and closures.</p><br></li><li><p>Attend and represent WVI at the inter-agency and coordination meetings (prottection working groups and others) as agreed with Project manager / Project Coordinator and Technical Advisor.</p><br></li><li><p>Develop monthly and weekly activity and procurement plans and implement as well as monitor to achieve expected results as planned.</p><br></li><li><p>Under the supervision of Project manager/ Project Coordinator , ensure that all planned activities are implemented on time, within the budget according to quality standards.</p><br></li><li><p>Ensures timely update the progress and any issues of field activities to Project manager / Project Coordinator and Protection and education technical adviser.</p><br></li><li><p>Support in preparation of all procurement and administrative documents required for program implementation.</p><br></li><li><p>Provide different trainings to community mobilizer, casuals and project participants in education and protection sectors.</p><br></li><li><p>Support the development and use of training materials (IEC materials, session plans, guidance tools) and ensure quality delivery and follow-up of training.</p><br></li><li><p>Ensure a context-based mechanism to be in place to hear the voices of the community for WVI project interventions.</p><br></li><li><p>Strengthen meaningful child/youth participation at the community level.</p><br></li><li><p>Assist in identifying, reporting and responding to existing and potential child protection threats at the community level.</p><br></li><li><p>Create an environment of open communication, creative thinking, and cohesive team effort.</p><br></li><li><p>Facilitate beneficiary training and coordinate with line directorates or private sector to conduct training to project beneficiaries.</p><br></li><li><p>Support Project coordinator / Manager in managing budget</p><br></li><li><p>Support in Mainstreaming and integrating GESI across all the project activities</p><br></li></ul><p><b>10% Project Management (Quality Implementation, Financial & Risk Management):</b></p><br><ul><li><p>Assist in establishing and overseeing systems to efficiently control the quality of protection initiatives, ensuring activities meet donor and community expectations.</p><br></li><li><p>Apply quality benchmarks to the project in coordination with the MEAL team to monitor and improve project performance.</p><br></li><li><p>Maintain project budgets to ensure the efficient use of resources</p><br></li><li><p>Coordinate with finance and procurement teams to ensure timely delivery of materials and resources necessary for project implementation.</p><br></li><li><p>Manage day-to-day grant activities, ensuring that project activities comply with the grant agreement and expenditures align with grant guidelines.</p><br></li><li><p>Ensure local partners fulfil their roles as per the Memorandum of Understanding (MoU), maintaining accountability and performance standards.</p><br></li><li><p>Identify potential risks in project implementation and work with relevant teams to develop mitigation strategies</p><br></li></ul><p><b>10% Coordination with local community groups/ Government Departments/ Other stake holders (Internal and External):</b></p><br><ul><li><p>When required, collaborate with the Operations Manager, Project Coordinator and Technical Advisor to represent World Vision at interagency coordination meetings. Actively participate in Protection Working Gorup, and coordination Meetings and attend relevant state-level meetings.</p><br></li><li><p>Represent WVI projects on internal World Vision Communities of Practice (CoPs) and working groups and other relevant forums.</p><br></li><li><p>Coordinate day-to-day operations and financial management of protection activities, ensuring all implemented activities align with approved project work plans. Liaise with the Project Coordinator, Project Manager and Technical Advisor to ensure smooth project execution.</p><br></li><li><p>Community and Authority Engagement:</p><br></li><li><p>Liaise with beneficiary communities, protection technical working groups, and local authorities to ensure project sites are selected according to project design requirements and community needs.</p><br></li><li><p>Coordinate with school management and the Directorate of Education to ensure smooth implementation of school-based activities</p><br></li><li><p>Assist in obtaining necessary approvals for protection activities from local authorities and relevant government departments.</p><br></li><li><p>Foster strong relationships with community groups and government departments to facilitate effective project implementation and ensure alignment with local policies and regulations.</p><br></li><li><p>Support collaboration with local partners and stakeholders to ensure the successful implementation of protection initiatives. Ensure all stakeholders are informed and engaged throughout the project lifecycle.</p><br></li></ul><p><b>10% Monitoring, Reporting and Administration:</b></p><br><ul><li><p>Draft monthly report including all required information of the updates of the activities and make sure of submitting on time.</p><br></li><li><p>Ensure project documentation is up to date and project records, photos and contracts, correspondences are filed.</p><br></li><li><p>Assist with monitoring the indicators and quality benchmarks to achieve the targets.</p><br></li><li><p>Contribute to the preparation of internal and external reports.</p><br></li><li><p>Support Project Manager/ Project Coordinator in compiling the reports through managing all the project data to be provided at any time necessary. </p><br></li><li><p>Provide inputs and/or actions to address the issue of Accountability shared by MEAL team.</p><br></li><li><p>Support project manager/ Project Coordinator to administer project budget to ensure accurate and timely budget spending.</p><br></li></ul><p><b>10% Staff Management (Learning and capacity building):</b></p><br><ul><li><p>With the support of the Manager/ Project Coordinator, develop staff planning and provide guidance and support to the field staff/ Casuals in their role/tasks.</p><br></li><li><p>Assist the Manager in recruiting of casuals as needed.</p><br></li><li><p>Keep a positive, flexible and dynamic work environment.</p><br></li><li><p>Maintain regular coordination meetings (or other if needed) to ensure good coordination within the team.</p><br></li><li><p>Ensure that the field staff clearly understand their daily tasks, project goal and expected results in short/long term</p><br></li><li><p>Build capacity of casuals through coaching, mentoring, and on-the-job training, particularly in child protection, education, facilitation, and community engagement.</p><br></li></ul><p><b>5% Others:</b></p><br><ul><li><p> Ensure that organizational security measures and directives are integrated into project.</p><br></li><li><p>Any other duties relating to the nature of the job</p><br></li><li><p>Other tasks as requested by the Line Manager and/or Response Manager.</p><br></li></ul><p><u>Applicant Types Accepted:</u></p><br>Local Applicants Only </div>
