<p><h4>Duties</h4>
<p>Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.<br>
Ensure Property Department compliance with Property Management and Control Procedures.<br>
Conduct random compliance audits on all sites and departments in Iraq.<br>
Develop and execute corrective action plans for audit deficiencies and inventory accountable property.<br>
Mentor lower-level Property Staff and custodians in proper process and procedures as they relate to Government Property.<br>

Perform physical inventories of Government Furnished Property (GFP) and Contractor Acquired Property (CAP), as directed by the Property Management and Control Procedures and/or the Logistics and Property Manager.<br>
Ensure Government Property Identification numbers (GP) are properly assigned, prepare required schedule, and assist with identifying lost, damaged, and destroyed property as well as excessive consumption.<br>

Track and record movement of all types of Government property. This includes movement from one point to another within a contractor’s facility, movement between facilities for any purpose, and protection during movement.<br>
Conduct country-wide Property Training on a yearly basis as well as establish training plans for new hire employees and refresher training.<br>
Ensure compliance with Federal Acquisition Regulation (FAR), Statement of Work (SOW), and Standard Operating Procedures (SOP).<br>
Develop processes and desktop procedures to maintain continuity of job performance.<br>

<p>This position may be in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environments. Temperatures can reach 120 to 130 degrees Fahrenheit (50 to 55 degrees Celsius) during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy for extended periods. Work schedules are a minimum of six days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. <p>The quality construction inspector will support the U.S. Department of State contract in Iraq. Under specific direction, the inspector will apply knowledge and experience of facility systems in the construction and modification of horizontal and vertical applications and support services for LCC department. They will demonstrate knowledge of setting and meeting key performance indicators, to include the verification of compliance metrics in preliminary laydown, during construction phases and then final and acceptance inspections, utilizing the framework Amentum standards, OBO and DoS policies and regulations, local and international construction codes and standards (ICCS).</p>
<p>This position will be responsible for providing oversight and collaboration of standards at construction sites, with the monitoring of construction teams, providing oversight in mechanical, electrical and plumbing functions, directing inspections and managing work requirements, utilizing skills and knowledge requiring flexibility, adaptability, and responsiveness. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.</p>

<p> The Consultant will provide time-bound specialized technical expertise to support the implementation of specific Intelligence-Led Policing (ILP) capacity-building activities under the project Supporting Community Engagement and Policing in Iraq Phase II , led by the Community Engagement and Policing (CEP) unit of IOM Iraq. The objective of this project is to strengthen public trust and confidence in Iraq s security institutions by enhancing accountable, inclusive, and community-responsive policing practices in areas of return and border regions. The project focuses on two primary pillars: i) increase Iraq s security agencies legitimacy and accountability in areas of return and border areas through an increased professionalization of police and border guards and mainstream of CEP approaches across different Directorates within the MoI; and ii) strengthen the CP community outreach, especially amongst women, through the CP Women Empowerment and Protection (WEP) Action Plan, to ensure rights-based stabilization interventions that respond to the needs of communities. The required expertise in prevention-oriented Intelligence-Led Policing (ILP), intelligence development frameworks, police analytical systems, and operationalization of risk analysis methodologies is not currently available within IOM Iraq. The engagement of an external consultant is therefore required to provide specialized technical knowledge, support the development of practical tools and procedures, and strengthen the capacity of the Community Policing Directorate and relevant Ministry of Interior counterparts to establish sustainable prevention-oriented ILP approaches. The project was built on lessons learned from the first phase, implemented between 2025 and 2026, in coordination with the CP Directorate, who identified further need of capacity building on prevention-oriented ILP principles to increase their ability to identify and respond to their communities major security threats. The project will target areas with significant numbers of returnees from northeast Syria as well as border areas, particularly focusing on the governorates of Ninewa, Anbar, Salah al Din, Basra, and Missan, and will be implemented jointly with the Integrated Border Governance (IBG) team and the Prevention of Violent Extremism (PVE) teams of IOM Iraq. Within this framework, the ILP consultant will design and deliver three activities contributing to the first pillar of the project: Deliver ToT and core training for MoI officers on data management and risk analysis; Develop an initial assessment to set-up a structured data-management and community risk analysis framework to support the CP Directorate and relevant MoI units in strengthening preventive, evidence-based policing. <br><p>Supervise the team in processing, tracking and recording of separation like, Resignation, Termination in various conditions as advised by Labor Operations Manager.</p><br>
<p>Support the team in arranging tickets and exit permits from Head Office/Immigration and coordinating with Camps, PMV for deportation of separated workers.</p><br>
<p>Ensure prompt preparation of separation documents like resignation, termination for various reason, as per instruction by Operations Manager.</p><br>
<p>Process, tracks and records various types of leaves (Annual, Unpaid, Emergency and Sick Leaves) of Staff and Labors including their tickets and exit permits from Head Office and implement through Camps.</p><br>
<p>Prepares Worker’s duty resumption related to Annual Leave, Emergency Leave, Sick Leave and arranging all the signatory and information provide to Data Entry Operators for updating the system.</p><br>
<p>Confirms through Recruitment Department regarding New Arrivals, actual and accurate recording and reporting the same within Departments like, HR, Operations, Camps and PMV.</p><br>
<p>Processes visa requirement like, Blood Group Test, Medical and Fingerprints in coordination with Head Office and Camps.</p><br>
<p>Updates master sheet for department records with information of Active Manpower, Leave, Separation and other additional required data on daily basis and distributing among colleagues for routine work.</p><br>
<p>Follow up with HR and Payroll Departments regarding Staff related HR issues.</p><br>
<p>Receives Employment Contracts for Employee’s Signature and dispatching to HR.</p><br>
<p>Process renewal of Worker’s RP, Passport and other related issues.</p><br>
<p>Coordinates with HR Department (Head Office) for urgent issues like passport undertaking, RP renewal and healthcare Renewal.</p><br>
<p>Prepares reimbursement documents like medical expense related to site accident cases.</p><br>

<p>Proficiency in communication and interpersonal skills enables effective communication with employees, union representatives, and management to build consensus and resolve conflicts.</p><br>
<p>Experience in conducting investigations, mediating disputes, and interpreting labor contracts enhances the ability to address employee grievances and ensure compliance with labor agreements.</p><br>
<p>Leadership and strategic planning skills are vital for developing and implementing labor relations strategies that promote positive employee relations and support organizational goals.</p><br>
