<h4>Job purpose</h4>
<p>Responsible for personnel involved in the organization’s physical security function, which includes monitoring systems related to the flow of personnel and vehicular traffic, personnel/visitor security clearances, loss prevention and detection services management, and security inspections. Under broad supervision, applies specialist knowledge or skills to solve complicated and unique challenges, or directs the daily activities of a business, technical, or functional support team. Establishes priority for completing prescribed tasks. Uses judgment to interpret internal and external concerns and create best practices. May direct resources, prioritize work, and guide less experienced team members. Relies on experience, interpersonal skills, and a thorough knowledge of the industry to complete tasks in accordance with policies, processes, and corporate strategy.</p>
<h4>Responsibilities</h4>
<ul>
<li>Principal advisor to the program director (projects) / project director on all security related matters and information.</li>
<li>Development of the overall security strategy to mitigate security risks.</li>
<li>Lead the project crisis management team.</li>
<li>Creating emergency response plans.</li>
<li>Develop, implement, and test emergency evacuation procedures.</li>
<li>Maintain personnel on board, ISOS evacuation manifest lists, and Iraq plans database.</li>
<li>Create reports for management of country specific security status.</li>
<li>Manage all aspects of contracted private security companies in line with contracted services.</li>
<li>Implement security compliance of sub-contractors.</li>
<li>Conduct security audits.</li>
<li>Security coordination of daily movements for contracted private security companies and fleet of soft skin vehicles.</li>
<li>Monitor sub-contractor IVMS system, reporting biweekly data output.</li>
<li>Maintain sub-contractor annual security training program.</li>
<li>Security consultant and focal point of contact for all other KBR projects within Iraq.</li>
<li>Provide and maintain security / hotel risk assessments.</li>
<li>Liaise with other KBR projects point of contact based at and outside Rumaila oil field on security-related matters.</li>
<li>Ensure regular security toolbox talks are conducted.</li>
<li>Maintain a professional, courteous and strong relationship with client security management.</li>
<li>Provide input to KBR security management documentation and plans.</li>
<li>Undertake interdepartmental liaison to ensure effective communication between staff on matters of EPCM security standards.</li>
<li>Assist with assurance audits of EPCM security projects both on Rumaila oilfield and outside to ensure that EPCM security standards are implemented and maintained.</li>

<h4>Experience</h4>

<p>Overview **This position will be physically located in Iraq in support of LOGCAP** Under the supervision of the Senior Materials Manager and/or Task Order Manager, the Materials Manager manages a staff of employees in the performance of all aspect of LOGCAP V Materiel Management and Accounting at the assigned location in accordance with DFARS 252.242-7004. Maintains records and logs of materiel received, transferred, allocated, held and disposed; coordinates materiel transfers throughout the AOR, conducts periodic materiel inventories, and prepares report of materiel status. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Provide assistance to the Site Manager and or Task Order Manager, in order to effectively manage all Government Furnished Materiel (GFM) to help develop and coordinate the implementation of Property policies and procedures. + Responsible for ordering and tracking materiel request and perform clerical and manual duties in program areas including receiving, storing, issuing, and delivering materiel in support of LOGCAP V Iraq Task Order. + Identifies, plans and coordinates workload assignments to optimize use of resources to include personnel and equipment management in support of materiel management functional area requirements. + Utilizes a good working knowledge of governing materiel management systems, programs, policies, procedures, and established guidelines, to take appropriate control and action based upon application or interpretation of established guidelines. + Must have a thorough and working knowledge of the Government Regulations to include FAR, DFARS, AR710-2 D.A. A key component of the EDF grant which requires further strengthening is the implementation and management of Environmental & Social Action Plans (ESAP), which aim to mitigate environmental and social risks in the SMEs funded by the EDF, as well as improving staff safety and wellbeing. Under the direct supervision of the Project Officer (Livelihoods), and in close collaboration with the Senior Livelihoods Technical Assistant, the Consultant (Environmental and Social Risk Management) will support the operationalisation and strengthening of the ESAP within EDF through a combination of: a) Impact assessment of existing ESAP implementation under the EDF b) Desk review and refinement of ESAP technical processes c) Development of sector-specific and item specific minimum standards and tools d) Capacity building of both EDF Technical and Operational Teams</p><p>The consultant will ensure that ESAP is implemented within the EDF in a feasible, practical, and effective manner, aligned with ESMF guidelines and Iraqi legislation in both the Kurdistan Region of Iraq (KRI) and Federal Iraq (FI). <p> The Consultant will provide time-bound specialized technical expertise to support the implementation of specific Intelligence-Led Policing (ILP) capacity-building activities under the project Supporting Community Engagement and Policing in Iraq Phase II , led by the Community Engagement and Policing (CEP) unit of IOM Iraq. The objective of this project is to strengthen public trust and confidence in Iraq s security institutions by enhancing accountable, inclusive, and community-responsive policing practices in areas of return and border regions. The project focuses on two primary pillars: i) increase Iraq s security agencies legitimacy and accountability in areas of return and border areas through an increased professionalization of police and border guards and mainstream of CEP approaches across different Directorates within the MoI; and ii) strengthen the CP community outreach, especially amongst women, through the CP Women Empowerment and Protection (WEP) Action Plan, to ensure rights-based stabilization interventions that respond to the needs of communities. The required expertise in prevention-oriented Intelligence-Led Policing (ILP), intelligence development frameworks, police analytical systems, and operationalization of risk analysis methodologies is not currently available within IOM Iraq. The engagement of an external consultant is therefore required to provide specialized technical knowledge, support the development of practical tools and procedures, and strengthen the capacity of the Community Policing Directorate and relevant Ministry of Interior counterparts to establish sustainable prevention-oriented ILP approaches. The project was built on lessons learned from the first phase, implemented between 2025 and 2026, in coordination with the CP Directorate, who identified further need of capacity building on prevention-oriented ILP principles to increase their ability to identify and respond to their communities major security threats. The project will target areas with significant numbers of returnees from northeast Syria as well as border areas, particularly focusing on the governorates of Ninewa, Anbar, Salah al Din, Basra, and Missan, and will be implemented jointly with the Integrated Border Governance (IBG) team and the Prevention of Violent Extremism (PVE) teams of IOM Iraq. Within this framework, the ILP consultant will design and deliver three activities contributing to the first pillar of the project: Deliver ToT and core training for MoI officers on data management and risk analysis; Develop an initial assessment to set-up a structured data-management and community risk analysis framework to support the CP Directorate and relevant MoI units in strengthening preventive, evidence-based policing. Develop SOPs on data management and risk analysis techniques, such as 5x5x5, Evaluation, Data Collection, and Tasking and Coordination. Tasks to be performed under this contract The Consultant will provide time-bound specialized technical expertise to support the Ministry of Interior's institutional capacity-building efforts through the delivery of a Training of Trainers (ToT) on prevention-oriented Intelligence-Led Policing (ILP) approaches, focusing on data management, risk analysis, and evidence-based decision-making. First Deliverable Deliver a Training of Trainers (ToT) and Cascade Training on Data Management and Risk Analysis Using Prevention-Oriented Intelligence-Led Policing (ILP) Approaches. Description: to expand pool of trainers and re-engage the previously trainer trainers from the MoI and support them in the delivery of core training to MoI officers on prevention-oriented ILP approaches Deliver a ten-day Training of Trainers (ToT) for selected Ministry of Interior officers to strengthen and expand the national pool of ILP trainers. Provide mentoring and technical coaching to the newly trained trainers to prepare them for delivering the cascade training. Support the certified trainers in planning and delivering the core training to Ministry of Interior law enforcement officers. Coordinate with the Community Policing Directorate and IOM on all technical aspects of the training delivery and provide quality assurance throughout the process. Observe both the ToT and the cascade training sessions and provide technical guidance and feedback to trainers as required. The SAP Operations Manager will ensure that SAP remains stable, usable, properly governed, and aligned with practical oil and gas workflows.</p><br><br>Professional Summary<p>The ideal candidate will have more than 10 years of SAP experience, strong site-facing operational discipline, and proven ability to lead a compact support team in a complex industrial environment.
