The consultant will provide targeted technical expertise, support the design and initial implementation of conservation agriculture interventions, deliver capacity-building and training, and ensure the technical quality of outputs. The project aims to enhance climate resilience, improve soil health, and promote sustainable agricultural practices in the Qushtapa sub-district, Kurdistan Region of Iraq. The intervention is part of a broader Ecosystem-Based Adaptation (EbA) approach to address water scarcity, land degradation, and pressures on local livelihoods.</p><br><p>As part of this effort, the project will pilot zero tillage practices on selected agricultural lands. Approximately 3–4 plots (each 3–5 Iraqi dunams) will be identified in collaboration with local farmers, who will voluntarily allocate portions of their land for demonstration purposes.</p><br><p>The selected consultant will provide specialized technical support for the design, pilot implementation, and capacity-building activities related to zero tillage practices in the targeted area. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p> International Organization for Migration Project Context and Scope The project titled Inclusive Stabilization Partnerships for Reintegration and Empowerment (INSPIRE) is a five-year programme (July 2026 June 2031) funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands (MFA) and implemented by the International Organization for Migration (IOM). INSPIRE will operate in Ninewa, Anbar, and Salah al-Din Governorates, with national-level engagement in Baghdad. The project aims to address key barriers faced by vulnerable internally displaced persons (IDPs), returnees (including Iraqi individuals from northeast Syria), and host community members in accessing basic services, civil documentation, and durable solutions. It operates across three interconnected levels: individual, community, and systemic, organized under three outcomes: Outcome 1: Improved access to basic services and durable solutions pathways for vulnerable displaced populations Outcome 2: More resilient and cohesive communities in areas of high return, with empowered local civil society structures Outcome 3: Enhanced national and local government capacity to plan, coordinate, and deliver services to Iraqi citizens Inception Phase Recognizing Iraq's evolving context, with shifting return and displacement patterns, changing funding priorities, and significant differences across governorates and districts - INSPIRE will begin with a three-month inception phase. This phase is critical to ensure that the five-year programme is evidence-based, context-sensitive, and strategically targeted from the outset. The Inception Phase will produce one core output: the Inception Report. The Report will contain: A detailed Year 1 Intervention Plan, identifying priority locations and beneficiary groups based on current conditions; and A five-year Strategic Impact Monitoring Framework, aligned with INSPIRE's Results Matrix and Theory of Change. The Inception Report will integrate multiple data sources, including: IOM Displacement Tracking Matrix (DTM) data; funding and intervention mapping to identify gaps where INSPIRE can add value without duplication; field consultations with local authorities, community leaders, and potential beneficiaries; and interviews with Government of Iraq (GoI) counterparts, local CSOs, UN agencies, and international partners. The Inception Phase will conclude with a Validation Workshop convening the Government of the Netherlands, relevant Iraqi ministries, the UN Resident Coordinator's Office (RCO), and key partners to finalize the Year 1 workplan and agree on coordination structures, including annual revision mechanisms. The INSPIRE inception phase requires specialized expertise in programme design, durable solutions programming, stakeholder consultation methodologies, conflict-sensitive analysis, and strategic results framework development. Given the time-bound nature of the inception phase and the need for independent technical expertise to support the development of the Inception Report and associated strategic frameworks, these services cannot be fully met through existing project staffing resources during the inception period. Therefore, IOM seeks to engage a consultant to provide targeted technical advisory support for this assignment. <p> The Consultant will provide time-bound specialized technical expertise to support the implementation of specific Intelligence-Led Policing (ILP) capacity-building activities under the project Supporting Community Engagement and Policing in Iraq Phase II , led by the Community Engagement and Policing (CEP) unit of IOM Iraq. The objective of this project is to strengthen public trust and confidence in Iraq s security institutions by enhancing accountable, inclusive, and community-responsive policing practices in areas of return and border regions. The project focuses on two primary pillars: i) increase Iraq s security agencies legitimacy and accountability in areas of return and border areas through an increased professionalization of police and border guards and mainstream of CEP approaches across different Directorates within the MoI; and ii) strengthen the CP community outreach, especially amongst women, through the CP Women Empowerment and Protection (WEP) Action Plan, to ensure rights-based stabilization interventions that respond to the needs of communities. The required expertise in prevention-oriented Intelligence-Led Policing (ILP), intelligence development frameworks, police analytical systems, and operationalization of risk analysis methodologies is not currently available within IOM Iraq. The engagement of an external consultant is therefore required to provide specialized technical knowledge, support the development of practical tools and procedures, and strengthen the capacity of the Community Policing Directorate and relevant Ministry of Interior counterparts to establish sustainable prevention-oriented ILP approaches. The project was built on lessons learned from the first phase, implemented between 2025 and 2026, in coordination with the CP Directorate, who identified further need of capacity building on prevention-oriented ILP principles to increase their ability to identify and respond to their communities major security threats. <p><strong>Background</strong></p><p>Baz Booking is a hospitality booking application serving the Iraqi market. The application requires a Business Development Officer to expand its hotel partner network, develop commercial relationships, promote adoption, and generate sustainable booking growth.</p><p>The position requires strong experience in Software as a Service (SaaS) sales and business development, with the ability to explain digital products, demonstrate their business value, and convert prospects into active partners.</p><p>The Business Development Officer will manage the business development cycle, from market research and lead generation through presentations, negotiations, partner onboarding, and account development.</p><p>The officer will focus on securing productive partnerships and increasing actual use of Baz Booking, with performance assessed through partner activation, bookings, and commercial results.</p><p>Duties and Responsibilities</p><p><strong>A. Market Research and Business Development Planning</strong></p><p>· Identify priority cities, hotel categories, customer segments, and partnership opportunities for Baz Booking.</p><p>· Research competing booking platforms, hotel needs, commercial practices, and barriers to adopting digital booking services.</p><p>· Prepare a business development plan with defined prospects, outreach activities, targets, and timelines.</p><p>· Recommend improvements to the application’s commercial positioning based on market evidence and partner feedback.</p><p><strong>B. Lead Generation and Partner Acquisition</strong></p><p>· Identify and approach hotels, accommodation providers, travel agencies, corporate clients, and other relevant partners.</p><p>· Build and maintain a qualified sales pipeline through direct outreach, meetings, referrals, networking, and industry events.</p><p>· Engage hotel owners, general managers, sales managers, and other decision-makers.</p><p>· Assess each prospect’s needs, decision-making process, commercial potential, and readiness to join the application.</p><p>· Maintain regular follow-up to move qualified opportunities toward agreement.</p><p><strong>C. Product Promotion and Demonstrations</strong></p><p>· Deliver professional presentations and practical demonstrations of Baz Booking.</p><p>· Explain the application’s available features, booking process, and potential business benefits in clear, nontechnical language.</p><p>· Apply consultative SaaS sales techniques to understand client challenges and present relevant solutions.</p><p>· Address objections relating to adoption, commercial terms, operational workload, and customer support.</p><p>· Coordinate with marketing to develop accurate presentations, proposals, promotional materials, and partner success stories.</p><p>· Ensure all statements about functionality, integrations, and service commitments are verified with the responsible teams.</p><p><strong>D. Commercial Negotiation and Agreements</strong></p><p>· Prepare commercial proposals using approved pricing and partnership terms.</p><p>· Negotiate agreements within delegated authority and obtain approval for exceptions.</p><p>· Coordinate contract preparation, review, and signature with management and relevant teams.</p><p>· Maintain accurate records of agreed terms, commitments, renewal dates, and follow-up actions.</p><p>· Ensure a documented handover of commercial agreements to the teams responsible for implementation and support.</p><p><strong>E. Partner Onboarding and Activation</strong></p><p>· Coordinate onboarding with hotel partners and internal operational and technical teams.</p><p>· Follow up on the information needed to establish accurate hotel listings, including property details, images, room information, rates, and policies.</p><p>· Arrange demonstrations or training for partner staff on the relevant booking workflow.</p><p>· Track progress from signed agreement to an active listing and the first completed booking.</p><p>· Identify onboarding delays and coordinate their resolution.</p><p><strong>F. Account Development and Retention</strong></p><p>· Maintain regular contact with active partners to review results, resolve commercial concerns, and identify growth opportunities.</p><p>· Develop joint promotions and account plans that encourage bookings and repeat use.</p><p>· Identify inactive or underperforming accounts and implement reactivation plans.</p><p>· Coordinate with support teams on escalated issues and follow up until they are resolved.</p><p>· Collect structured partner feedback and communicate product improvement requests without making unapproved commitments.</p><p><strong>G. Reporting and Internal Coordination</strong></p><p>· Maintain complete and current records in the designated customer relationship management system.</p><p>· Submit weekly pipeline updates and monthly performance reports.</p><p>· Report on lead quality, sales conversion, onboarding progress, partner activity, bookings, and revenue contribution.</p><p>· Coordinate with marketing, product, technical support, operations, and finance.</p><p>· Maintain confidentiality of partner information, commercial terms, and company records.</p><p> </p><p><strong>4.
