<p>Overview **This position will be physically located in Iraq in support of LOGCAP** Under the supervision of the Senior Materials Manager and/or Task Order Manager, the Materials Manager manages a staff of employees in the performance of all aspect of LOGCAP V Materiel Management and Accounting at the assigned location in accordance with DFARS 252.242-7004. Maintains records and logs of materiel received, transferred, allocated, held and disposed; coordinates materiel transfers throughout the AOR, conducts periodic materiel inventories, and prepares report of materiel status. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Provide assistance to the Site Manager and or Task Order Manager, in order to effectively manage all Government Furnished Materiel (GFM) to help develop and coordinate the implementation of Property policies and procedures. + Responsible for ordering and tracking materiel request and perform clerical and manual duties in program areas including receiving, storing, issuing, and delivering materiel in support of LOGCAP V Iraq Task Order. + Identifies, plans and coordinates workload assignments to optimize use of resources to include personnel and equipment management in support of materiel management functional area requirements. + Utilizes a good working knowledge of governing materiel management systems, programs, policies, procedures, and established guidelines, to take appropriate control and action based upon application or interpretation of established guidelines. + Must have a thorough and working knowledge of the Government Regulations to include FAR, DFARS, AR710-2 D.A. PAM 710-2-1 and the Vectrus LOGCAP Property Management Plan. + Accurately manages inventory levels by regularly checking shelves, updating the database and preparing inventory reports, and maintain an electronic database to generate various reports as assigned. + Coordinate with subordinates to ensure all required reports are submitted accurately and on time. + Provides management direction and oversight to include overseeing day to day materiel control operations. This may include but not limited to inventory reporting, proper materiel storage, materiel receiving, shipping and preparation of all supporting documentation. + Assist and maintain 100% accountability of all Materiel records through the Maximo Implementation System and must have knowledge of Army Supply System including DLIS FedLog as required. + Conduct periodic checks on warehouse operations, to ensure materiel accountability is being maintained. + Ensures that employees are always in compliance with established Safety Policies, Regulations, and Reporting. + Ensures proper safeguard, storage, and utilization of all government furnished materiel. + Ensures that record maintenance is being performed on a regular basis to make sure that records are updated and accurate. + Performs other duties and assignments as required. <p><h4>Program logistics and property manager overview</h4>
<p>The program logistics and property manager will be primarily based in Baghdad, Iraq. The logistics and property manager will manage all supply chain services, including acquisitions, receiving, stocking, inventorying, issuing, and shipment of goods, utilizing resources to accomplish operational requirements. The logistics and property manager will report to program management to manage multiple geographical sites and functions to support critical client mission activities of this contract. The logistics and property manager is specifically accountable for proactively identifying, analyzing, and correcting systemic performance concerns, and for providing structured performance briefings to the program manager and business group vice president to ensure sustained contract compliance and mission readiness.</p>
<h4>Duties</h4>

<li>Ensure proper material controls are in place, and operations are following established scope of work (SOW), standard operating procedures (SOP), and occupational health and safety administration (OSHA) standards.</li>

<h4>Working and living conditions</h4>
<p>This position is in an austere environment with harsh and dangerous conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit (50-55 degrees Celsius) during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods.</p>
<p>Work schedules are a minimum of six days per week and ten hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.</p></p><p></p>
<p>Job Specification
• Act as the primary liaison and first point of contact for ATC, RFF, Ground Handling Agents, Airlines, Engineering, and external stakeholders on all airside operational matters during the shift, escalating to the Head of Airside Operations where required.
• Ensure strict enforcement of Airside Driving Regulations (ADR), Apron Discipline, and all active Airside Driving Permits (ADP) and Airside Vehicle Permits (AVP) throughout the shift; direct shift inspectors to act on violations and authorize the issuance of Non-Compliance Notices (NCN).
• Coordinate and direct Wildlife Hazard Management activities during the shift, ensuring that wildlife observations are reported, logged, and acted upon in accordance with the Wildlife Hazard Management Plan, and that the runway and movement area remain safe for operations.
• Oversee apron safety and operational discipline across all apron zones, including monitoring of ground handling activities, FOD prevention, fuel safety compliance, and resolution of apron.
• Authorize and oversee emergency and contingency responses for airside-specific incidents during the shift — including runway/taxiway incursions, ground handling accidents, FOD alerts, fuel spills, airside vehicle accidents, and wildlife strikes — in accordance with the Airport Emergency Plan (AEP) and Airside Operations contingency procedures.
• Complete, review, and submit comprehensive shift log reports capturing all significant events, incidents, operational decisions taken, and handover notes for each shift, ensuring accurate and auditable records for the Head of Airside Operations.
• Conduct or delegate shift airside inspections of the movement area, apron, perimeter roads, and active worksites, ensuring compliance with ICAO Annex 14 standards, aerodrome certification requirements, and airport operational procedures.
• Represent Airside Operations in real-time coordination calls, Airside Operations Room meetings, and pre/post-flight briefings during the shift as required.
Human and Technical Resources
• Direct and coordinate the full complement of Airside Operations shift staff across all sections for the duration of the shift, ensuring appropriate task allocation, coverage of all operational zones, and staff welfare.
• Utilize the available management systems, stand planning tools, NOTAM databases, radio communication systems, and CCTV/surveillance platforms to maintain real-time situational awareness and operational control throughout the shift.
• Ensure all shift operational vehicles and equipment are serviceable and deployed effectively; report unserviceable assets to the Head of Airside Operations and Engineering for immediate action.
Planning and Programme
• Review and brief all shift staff on the daily flight programme, scheduled airside works, active NOTAMs, planned closures, and any regulatory or safety advisories at shift commencement.
• Contribute shift-level observations and operational data to the continuous improvement of Airside Operations procedures, SOPs, and contingency plans by providing structured feedback to the Head of Airside Operations.
Core Operational Activities
• Execute structured shift start and shift end handovers, ensuring all active permits, incidents, NOTAMs, ongoing works, and outstanding actions are clearly communicated and transferred to the incoming duty manager.
• Authorize real-time operational decisions including temporary runway/taxiway restrictions, emergency equipment pre-positioning, and suspension of airside work activities when safety is at risk.
• Coordinate the activation and stand-down of airside emergency responses for airside-specific incidents, ensuring all relevant parties (ATC, RFF, Ground Handlers, Engineering, airside operations team) are notified and deployed in accordance with the AEP.
• Monitor and enforce FOD (Foreign Object Debris/Damage) prevention programmes across all apron and movement area zones, directing FOD inspections and ensuring immediate clearance of any identified debris.
Human Resources Management
• Provide direct line management, mentoring, and performance evaluation for all operational shift subordinates in alignment with the airport HR and competency framework.
• Manage leave planning, duty rosters, and workforce scheduling to ensure continuous, uninterrupted operational coverage of all shift functions.
• Identify training and career development opportunities for Operations Section staff and foster a safety-first, accountability-driven team culture.</p><p>Education
• Bachelor's Degree, (Preferably in Aviation Management, Airport Operations, Aeronautical Science) Engineering, or a related discipline from a recognized institution.
• A post-graduate qualification or diploma in Aviation/Airport Management is an added advantage)
Experience
• Minimum 6 years of progressive experience in airport airside operations, of which at least 2 years must be in a supervisory or senior Operational role with demonstrated shift management responsibility.
• Proven experience in apron management, movement area operations, airside safety enforcement, and emergency/contingency coordination.
• Experience across multiple Airside Operational functions is highly desirable.
Computer Skills
• Professional knowledge of Microsoft Suite (especially Word, PowerPoint and Excel) (Essential)
