<p>The Lead Interface Engineer shall assist the Interface Manager on the following:</p>

<p>The Lead Interface Engineer is anticipated to start early 2026 and will be based in Abu Dhabi (UAE).</p>
<h4>Activities</h4>
<p>The job holder shall assist the Interfaces Manager:</p>
<ul>
<li>With the support of the Project Management Consultant, define, implement and maintain the methodology/procedure to be applied and the corresponding database to be created, to ensure a clear and accurate identification and management of interfaces. This procedure will be as efficient and simple as possible and will be used throughout the life of the project and shall be applied by the different entities/contractors.</li>
<li>Management of interface and change data between parties, monitor and control interface and change issues, in order to resolve interface and change issues in a timely and organised manner according to the project interface and change control procedures.</li>
<li>Attend major interface meetings, internal and external with other entities of CSSP Project, contractor representatives, vendors, TotalEnergies specialists, partner’s experts, etc. Lead interface and other technical meetings as required.</li>
<li>Ensure that HSE requirements are systematically considered all along the interface management process and in particular that interfaces are properly addressed during HAZID/HAZOP/PTR project audits.</li>
<li>Consolidate and advise the Project Director and Technical and Project Control Managers of any risks, especially schedule and commercial issues arising from interfaces and changes. Shall be the coordinator of the Management of Change, providing the justification through all disciplines of the change. Ensure complete documentation of all changes, and communication of these in compliance with the processes agreed with BOC and regulatory authorities.</li>
<li>Prepare technical papers to support management positions for clarifications or decisions with regulatory authorities of host countries, other entities or partners.</li>
<li>Ensure that EPC Contractor implements required interface management system and resources and monitor throughout the project duration that EPC Contractor honours its responsibilities as defined in the project interface procedure.</li>
<li>Ensure the implementation of interface changes/optimisations resulting from negotiations of the external interfaces.</li>
<li>Together with Project Management Consultant, ensure design consistency and continuity throughout the facilities.</li>
<li>Avoid change orders and delays caused by interface issues; ensure timely follow-up of interface issues.</li>
<li>Assist the Project Management Consultant, prior to and during construction phase, by anticipating operational interfaces with other parties (clashes or conflicting program).</li>
<li>In case of SIMOPS (phased delivery of the plant): propose solutions and participate in definition and resolution.</li>
</ul>
<h4>Context and environment</h4>
<p>Basrah Oil Company (BOC) is undertaking the Seawater Treatment Facilities (STF) project to provide treated seawater to the oil fields in southern Iraq (for injection). The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:</p>
<ul>
<li>Site development and non-process facilities.</li>
<li>Ancillaries and buildings.</li>
<li>Seawater intake and outfall structures.</li>
<li>Material off-loading facility.</li>
<li>Seawater clarification, filtration and deoxygenating processes.</li>
<li>Chemical addition systems.</li>
<li>Shipping pumps.</li>
<li>Power generation.</li>
<li>Utilities.</li>
</ul>
<p>FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.</p>
<p>In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.</p>
<h4>Accountabilities</h4>
<p>Accountable for the interfaces and management of change (MoC), being internal (between units, disciplines, PMT, One Tech and specialists) or external (between other CSSP projects, contractors, company, etc.). The job holder coordinates all interface and MoC matters, protecting the WI Project and company’s position with regards to all external interfaces and to internal interfaces between contractors, and ensuring that changes are evaluated and executed for the overall benefit of the project.</p>
<p>Accordingly, the job holder shall make the necessary coordination between all involved contractors/parties and company teams and implement an agreed interface management procedure and methodology. He/she shall ensure the proper and timely follow-up and resolution of interface issues between the various involved parties documents. He/she must support the Interface Manager to ensure full control of the Management of Change process, and shall document all the changes, taking care to perform a full review with various disciplines with project aspects to justify or reject the change.</p>
<p>A key aspect of interface coordination is the ability to effectively communicate, across all involved parties, all details related to an interface, including requirements, technical specifications, and potential issues. It is important that the communication channel is promptly established, the proper information is exchanged, and all involved parties acknowledge that they fully understand the interface requirements.</p>
<p>The nature of the development might call for a “staged” delivery of the facilities. Simultaneous activities between construction activities and operations activities can occur to meet the agreed schedule.</p>

<li>15 years of relevant experience in industrial projects.</li>
<li>A sound multi-discipline technical background complemented by a sound knowledge on onshore surveys campaigns and civil works experience.</li>

<li>Mastering English is a must, knowledge of French and Arabic is a plus.</li>

<p>Overview ***This position will be physically located in Iraq in support of LOGCAP.*** Under the supervision of the Fire Chief, the Deputy Fire Chief responsible for Fire Station daily operations to ensure personnel are well-trained and capable to perform their duties effectively and on short notice. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Manage installation FES to include maintaining operating instructions, Master Plan, Standards of Coverage, manpower, equipment and supplies. + Develop and implement plans to cover for reduced operational capabilities; response, staffing, pollution prevention, safety of personnel, operational risk + Manage compliance self-inspection program IAW Army Installation Command checklist ensuring requirements contained in Amy Regulation 420-1. + Performance Work Statement, DoDI 6055.6 are continually maintained. + Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures; oversee and participate in the development of new fire ordinances. + Provide 24/7 FES to the installation. Services include on-scene incident management, aircraft rescue and firefighting, structural firefighting, response to hazardous materials, technical rescue to include auto extrication and confined space rescue and emergency medical services support. + Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within company policy, appropriate service and staffing levels. + Plan, direct, coordinate, and review the work plan for fire service staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures. + Meet with staff to identify and resolve problems. + Select, train, motivate, and evaluate fire service personnel. + Provide or coordinate staff training. + Work with employees to correct deficiencies. + Implement discipline and termination procedures. + Ensure that equipment, safety clothing, apparatus, and supplies are specified, purchased, received, distributed in an effective and consistent + Performs Job Duties as assigned. Qualifications + Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required. + An Associate’s or higher degree in fire technology (Preferred) + Must be a U.S Citizen + Active or ability to obtain a Secret Clearance + Must be CAC eligible and/or able to obtain a Common Access Card (CAC) + Licenses/Certifications: + Fire Officer IV, Fire Instructor II, Fire Instructor III, Fire Inspector II; HAZMAT Incident Commander, Airport Fire Fighter certifications required + Must meet training and certification requirements outlined in DOD 6055.06 + Required to have IFSAC or ProBoard certification + Experience: + Ten years fire protection experience + Five years supervisory experience in related position + Supervisory/ Budget Responsibilities: + Review programs of the Assistant Fire Chief of Operations/Training. Respond and direct F&ES personnel at emergencies. + Manages large department with multiple fire stations geographically dispersed and large number of personnel. + Manages significant annual budget and also vehicle replacement programming and facility improvement planning. + Skills: + Must have experience directing firefighting operations to include fighting aircraft and structural fires, performing rescue services, and responding to hazardous + materials incidents, medical emergencies, and confined space rescues. + Knowledge of the chemistry of fire, preventive maintenance and operations of firefighting and rescue equipment, physical and chemical properties of combustible materials and building structures and their component systems. + Experienced in managing fire prevention and protection plans and programs. + Previous knowledge to act for the Fire Chief during his absence. + Assumes complete charge of operations in absence of Fire Chief at crashes, fires, emergency situations, and at other times. + Directs activities and personnel, transmitting instructions to Assistant Chiefs on the scene or other personnel as to the procedures to be followed contingent on complexity of the incident type. + Must also have experience at management of self-inspection and compliance measurement programs + Working Conditions: + Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). + Includes some industrial production environment conditions as well. The selection for this assignment will be carried out through the Pathways Pool process.</p><p>Under the overall supervision of the Chief of Mission (CoM) or Head of Office (HoO) and direct supervision of the Head of Resources Management, and in close collaboration with the Regional Office in Cairo, and in coordination with the Supply Chain Division at Headquarters (HQ), the Supply Chain Officer will be responsible and accountable for overseeing the supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at optimal price and in a timely manner.</p><p>Conduct strategic planning for supply chain related activities of the Country Office (CO) in close collaboration, with internal and external stakeholders in the country, as well as relevant units at HQ. Conduct logistics capacity assessment and market research to keep abreast decisionmakers about local market trends and developments; analyze statistical data and market reports on the commodity situation, production patterns and availability of good and services. Supervise and manage and provide first-line support and guidance for all supply chain management related tasks and activities, including planning, budgeting, scheduling and provision of goods and services needed by the CO. Prepare regular progress reports, statistical information and briefing notes, as required. Lead and supervise the supply chain activities in the CO, including planning, procurement, warehouse management, transport and distribution, fleet, assets and facilities management, logistics informaiton management and reporting, and provide guidance and training to the relevant staff with respect to the related policies, rules and regulations. Identify supply chain bottlenecks (value stream mapping) and optimize the processes to fill the gaps and ensure beneficiaries receive quality goods and services in a timely and efficient manner. Review procurement requests, identify service providers, and evaluate information regarding vendor's performance in terms of quality, prices, and timely delivery of goods/services. Maintain a pool of qualified vendors. Solicit bids, quotations and tender documents, oversee bidding process and provide guidance for executing the procurement transactions, analyze the offers assuring conformity to specified requirements; conduct appraisals and select suppliers, and confirm terms of payment; supervise the preparation and processing of the purchase orders, and ensure receiving authorization in line with the CO s delegation of authority (DOA) matrix.
