<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><b><br></b></p><p><b>Role Purpose</b> The Country Director, Iraq will lead Save the Children s programmes in Iraq based out of Erbil, with frequent travel to Baghdad, reporting to the Middle East North Africa, and Eastern Europe Regional Director. The Iraq Country Director will provide strategic direction to the programme; is responsible for identifying needs and resources, and elaborating programme recommendations in line with Save the Children national and global priorities. The post-holder will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place. The Country Director is accountable for appropriate fiscal management of the Iraq Country Office and ensuring strong management of risks, including key legal and regulatory risks. Iraq s country strategy focuses on climate resilience, stronger child protection systems, emergency preparedness, equitable education access, and combating exploitation. The post holder will play a strategic role in the effective management of Save the Children programmes across Iraq and will be the primary Save the Children representative with local authorities, donor representatives, peer agencies and communities. As a member of the Middle East, North Africa, & Eastern Europe Regional Leadership Team, they will have also shared accountability for Save the Children s international development and emergency programming in the region. To achieve our ambitious goals and breakthroughs for children, the leadership team will, in collaboration with Save the Children Members and in conjunction with the other regional organisations, work <p><span style="font-size: 11px;"><b>Responsibilities</b></span></p><p>Coordination</p><p><br></p><p>1. Provide expert support for the development of an operational PSEAH Work Plan, in line with IOM and United Nations (UN) strategic frameworks, and in coordination with the global PSEAH Unit, Regional PSEAH Officer, and senior management in IOM Iraq.</p><p>2. Ensure the inclusion of PSEAH within the IOM Iraq’s Country Strategy, Crisis Response Plans/Migrant Response Plans or other appeals as appropriate; ensure SEAH risks are considered in the risk register of the mission and that PSEAH is mainstreamed in project proposal development, programming, monitoring and evaluation and budgeting; develop PSEAH programming and liaise with relevant donors.</p><p>3. Actively participate and engage to the in-country interagency PSEA Network activities (contribute to the development of the collective PSEA workplan, risk management plans, PSEA strategies, Standard Operating Procedures for an inter-agency Community-Based Complaint Mechanism, etc), and actively participate in IOM internal coordination initiatives.</p><p>4. Coordinate the collection, analysis and use of data relation to PSEAH efforts, in line with relevant IOM data protection standards, to showcase trends, results and impact.</p><p>5. On a regular basis, compile and report data on the number of IOM personnel and partners trained in country on PSEAH in coordination with HR. Oversee the accurate registration of all participants in the IOM system and ensure timely issuance of certificates. </p><p>9. Develop, localize and contextualize, and implement communication and awareness-raising strategies and tools to ensure appropriate PSEAH messaging and understanding of prohibited behaviours, reporting channels, available assistance.</p><p>10. Map existing community engagement projects in country and work with project/programme managers to gather community input, insert PSEAH messages, and strengthen and/or establish safe and accessible reporting channels.</p><p><br></p><p>Response</p><p>11. Provide inputs to the development and mapping of country-specific interagency victim assistance pathways and/or existing IOM programmes to refer victims/survivors for assistance; ensure up to date information on available assistance services is accessible in all areas where IOM operates in country; coordinate with gender-based violence and/or protection units to support the strengthening of victim/survivor services within country and/or programming.</p><p>12. Safely respond to SEAH disclosures and coordinate referrals for victim/survivor assistance in line with country, regional or global support mechanisms and ensure coordination with the Regional PSEAH Officer and the global SEAH case management team.</p><p>13. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >Organizational Context and Scope Under the general guidance of Head of Mobility Pathways and Inclusion Division, and the overall supervision of the Protection Coordinator, and the direct supervision of the National Protection Officer, the incumbent will be responsible for assisting in coordinating direct implementation of protection activities. The Senior Protection Assistant will provide support in protection activities relating to Return & Reintegration and Counter-Trafficking</span></p><p>Support the technical supervision and day-to-day coordination and monitoring of migrant protection activities, including assistance to vulnerable migrants, counter-trafficking case management, and Assisted Voluntary Return and Reintegration (AVRR) activities through a protection-centered case management approach in Baghdad. Core activities include, but are not limited to case management including counselling, referrals to protection services and support through legal proceedings, provision of information, and return and reintegration support. Supervise relevant Teams in respective locations of coordination and ensure timely roll out of activities, their monitoring and reporting. <p>In coordination with the RMO, support the R&R Officer PSD in monitoring the financial aspects of all PSD projects, including overseeing expenditure, fund availability, and cash flow management. Proactively prepare expenditure plans, internal monitoring reports, for all PSD projects. Identify and address bottlenecks, recommend solutions, and ensure approval processes are followed. In collaboration with PSD Project Officers, PSD Reporting Officer, Partnerships and Coordination Division and RMU, provide support to the R&R Officer in drafting and reviewing project budgets. Assist in conducting analyses on variations between budgeted and actual expenditures and forecast future budget requirements. In collaboration with Resources Management Officer (RMO), identify any unusual trends and notify Project Managers and RMO for timely action and potential remedies to keep projects on track. In collaboration with PSD Officers and relevant technical staff, participate in the design of solutions for PSD's operational requirements.
