Managing the office side of project execution on a day-to-day basis: ensuring sites have the materials, machinery, and approvals they need before they are required, and converting drawings, specifications, and bill of quantities into actionable, approved information; measuring what has been completed, documenting, certifying, and uploading it in the interim statements so the company receives its full dues on time. This role is the liaison between sites, suppliers, and the client consultant, and conveys this liaison in English.  Tasks and responsibilities  First: Office logistics and procurement support▪    Consolidate material requests from all sites into a single organized purchase plan, in sequence of the project schedule, rather than processing each request separately.▪    Prepare technical RFIs and RFQs, and obtain at least three quotes for each material or service of significant value.▪    Prepare technical and financial comparison tables, verify each quote against specifications, and raise recommendations to management for award.▪    Prepare internal purchase requests, follow up on issued purchase orders, fix delivery dates, and expedite any supplier that is delayed.▪    Maintain a material tracking log — what was requested, in transit, delivered, and still pending — and circulate weekly.▪    Identify long lead-time materials at the start of each project, and notify management in writing of any material threatening its planned delivery schedule.▪    Coordinate transport, hire machinery, and equipment movement between sites, and secure related permits.▪    Maintain a log of machinery and equipment: location, operating hours, fuel consumption, maintenance dates, and certificate validity.▪    Control minimum stock levels of consumables and monitor their distribution to sites against signed requests.Second: Delegation of works from the technical office▪    Review drawings, specifications, and BOQs before work starts, raise RFI on any conflict to be resolved at the office, not on site.▪    Prepare as-built (Shop Drawings) and As-Built drawings, reinforcement schedules, and cutting lists.▪    Prepare and submit material submittals with their technical data, and maintain a log of their status and dates.▪    Issue the latest approved edition of each drawing to site, and withdraw obsolete editions from circulation.▪    Compile quantities from drawings and compare with the BOQ; define additional works before execution, not after.▪    Prepare method statements, ITPs, and material approval requests.▪    Review daily and weekly site reports, update progress against the schedule, and raise variances with reasons.Third: Measurement, interim payments, and cost control▪    Prepare interim monthly progress certificates: measurement sheets, quantities, supporting documents, and a pictorial record, submitted on the contractual date.▪    Verify subcontractor interim payments against actual billed works, and certify only what is proven.▪    Prepare change orders and extension requests with supporting documents and cost analysis.▪    Maintain a comparison of actual cost vs budget for each item in the BOM and escalate any overruns when they occur, not at project close.▪    Reconcile material consumption with theoretical quantities from drawings and report waste or loss.Fourth: Subcontractors and suppliers▪    Prepare scopes of work for subcontractors and RFQ packages, and compare bids on a comparable basis.▪    Maintain approved suppliers and subcontractors lists, with contact details, prices, and past performance records.▪    Monitor validity of subcontractor insurance and bonds, registrations, and work permits, and provide warnings before expiry.Fifth: Planning and reporting▪    Maintain baseline schedule and update actual progress on agreed dates (MS Project or Primavera P6).▪    Prepare weekly and monthly progress reports, including the cumulative progress curve (S-Curve), labor and equipment curves, and pictorial log.▪    Maintain a log of action items arising from client, consultant, and internal meetings, and follow through to closure.▪    Contribute to preparing tender timelines, method of execution, and resource schedules accompanying bids.Sixth: Documentation and correspondences in English▪    Draft technical correspondences, RFIs, approvals, transmittals, and progress reports in English with sound technical terminology.▪    Attend meetings with clients and consultants, present the technical position, and prepare meeting minutes.▪    Control project documentation: numbering, transmittal log, drawing register, and archiving all outgoing and incoming items in an organized manner.▪    Note: Company clients are international entities and organizations, and their contracts, specifications, and correspondences are in English only; thus English writing proficiency is a mandatory requirement for this role, not an added bonus.  Qualifications and experience  ▪    Bachelor’s degree in Civil Engineering (preferred), or Electrical or Mechanical Engineering, from a recognized university.▪    Valid membership in the Engineers Syndicate or equivalent in the work country.▪    Four (4) years of experience or more with a contracting company in the technical office or in project execution; design office experience alone is not a substitute.▪    Proficiency in English speaking and writing — mandatory. مخزون المواد الاستهلاكية، ومراقبة صرفها إلى المواقع بموجب طلبات موقّعة.ثانياً: إسناد تنفيذ الأعمال من المكتب الفني▪    مراجعة المخططات والمواصفات وجداول الكميات قبل بدء الأعمال، ورفع طلبات الاستيضاح (RFI) بشأن أي تعارض ليُحلّ في المكتب لا في الموقع.▪    إعداد المخططات التنفيذية (Shop Drawings) ومخططات ما نُفِّذ (As-Built) وجداول ثني الحديد وجداول القطع.▪    إعداد وتقديم طلبات الموافقة على المواد (Material Submittals) مع بطاقاتها الفنية، ومسك سجلّ الطلبات بحالتها وتواريخها.▪    إصدار الإصدار المعتمد الأخير من كل مخطط إلى الموقع، وسحب الإصدارات الملغاة من التداول.▪    حصر الكميات من المخططات ومطابقتها مع جدول الكميات، وتحديد الأعمال الإضافية قبل تنفيذها لا بعده.▪    إعداد بيانات طريقة التنفيذ (Method Statements) وخطط الفحص والاختبار (ITP) وطلبات اعتماد المواد.▪    مراجعة التقارير اليومية والأسبوعية الواردة من المواقع، وتحديث نسب الإنجاز مقابل المخطط الزمني، ورفع الانحرافات مع أسبابها.ثالثاً: القياس والمستخلصات وضبط الكلفة▪    إعداد المستخلص الشهري المرحلي: كشوف القياس، الكميات، المستندات المؤيِّدة، والسجلّ الصوري، وتقديمه في الموعد التعاقدي.▪    التحقّق من مستخلصات المقاولين الثانويين مقابل الأعمال المقيسة فعلياً، وعدم التصديق إلا على ما هو مثبَت.▪    إعداد أوامر التغيير العروض الواردة على أساس واحد قابل للمقارنة.▪    مسك قائمة الموردين والمقاولين الثانويين المعتمدين، مع جهات الاتصال والأسعار وسجلّ الأداء السابق.▪    مراقبة صلاحية تأمينات المقاولين الثانويين وكفالاتهم وتسجيلاتهم وإجازات عملهم، والتنبيه قبل انتهائها.خامساً: التخطيط والتقارير▪    مسك المخطط الزمني الأساسي وتحديث الإنجاز الفعلي في المواعيد المتّفق عليها (MS Project أو Primavera P6).▪    إعداد التقارير Job Objectives/Project context: The project is a gas plant located in Iraq, delivered under a DBOOM (Design, Build, Own, Operate, Maintain) contract. An experienced reinforcement is required to support the Commissioning & Start-Up Manager, drive contractors across all disciplines and accelerate activities in fast-track mode, with no compromise on safety or quality. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Performs inspection activities in commercial structures and businesses and performs other activities designed to prevent fires. + Investigates fires, determines cause & origin, and completes all reports as required. + Educates the public regarding fire prevention and fire warden duties. + Investigates complaints and answers questions regarding fire hazards and the violation of fire safety regulations. + Surveys fire protection facilities, such as the location of fire extinguishers, and maintain various inspection records. + Instructs fire personnel in fire prevention techniques. + Participates in fire drills and classes; assists in preparing/ maintaining required reports. + May instruct fire personnel in the operation and care of fire equipment. + Supervise & train subordinates when required and performs all other assigned duties as needed. <section>Job DescriptionRoles & Responsibilities<div class="paragraph"> It seeks to address critical challenges related to water scarcity, climate change, and agricultural productivity through targeted infrastructure and capacity-building interventions. The project focuses on three key objectives: 1. Water Management: Improve water availability and increase irrigation efficiency to ensure sustainable water supply for agricultural production in the targeted governorates. 2. Climate Change Adaptation: Reduce the impacts of climate change, particularly declining rainfall and increasing water scarcity, by supporting more resilient and efficient irrigated agriculture systems. 3. Agricultural Development: Enhance the productivity and profitability of smallholder farmers and agri-businesses, contributing to improved livelihoods and economic opportunities for vulnerable rural communities. As part of its implementation responsibilities, OUR CLIENT will oversee the design and rehabilitation of irrigation infrastructure, including the lining of water canals, installation of closed irrigation systems, and rehabilitation of pumping stations. The project is expected to be implemented by a team of approximately five personnel and has an estimated budget of USD 12 million. 2. Purpose and Scope of Assignment The HSSE Field Monitor will report directly to the HSSE Senior Analyst / Project Manager and will work in close coordination with Site Engineers and other project team members. The primary function of the HSSE Field Monitor is to support the implementation and monitoring of health, safety, social and environmental measures at project field sites, ensuring that all activities are conducted in compliance with applicable HSSE standards, OUR CLIENT policies, and international best practices. The HSSE Field Monitor shall carry out routine field-level inspections, observation of work activities, reporting of hazards and incidents, and support to awareness-raising efforts among workers and contractors on construction or development project sites. Specific Duties and Responsibilities More specifically, the HSSE Field Monitor will be responsible for the following tasks: Conduct daily site inspections to monitor compliance with HSSE requirements and identify hazards or non-conformities. Observe and report unsafe acts or conditions to the HSSE Analyst or Project Manager and follow up on corrective actions. Support the implementation of Contractor Health and Safety Plans as well as Social and Environmental Management Plans at the field level. Assist in the identification, documentation, and reporting and investigation of incidents, accidents, and near-misses, including gathering witness statements and photographic evidence. Maintain accurate and up-to-date records of HSSE inspections, checklists, and field monitoring reports. Conduct regular field inspections to verify that the contractor is distributing appropriate PPE to all workers in accordance with the project's HSSE requirements and ESMP provisions, and monitor workers' correct and consistent use of PPE on site at all times, documenting any non-compliance and issuing corrective action requests to the contractor accordingly. Support the induction of new workers, contractors, and visitors on site-specific HSSE rules, emergency procedures and safe work practices. Monitor environmental compliance at site level, including waste management, Noise and dust control, water management, and protection of surrounding communities. Assist in the implementation of the CCRM by receiving and logging community grievances at field level and escalating to the relevant team members.
