<p>Contribute to establishing, and monitoring a mission-wide Knowledge and Learning Management (KLM) system for IOM Iraq. This includes maintaining appropriate tools and platforms (e.g. knowledge repositories, lessons learned and management response database) to systematically capture, store, and disseminate programmatic lessons, research findings, evaluations, and best practices. Contribute to making the system user-friendly, accessible across the mission, and aligned with donor commitments and IOM requirements. Plan, and coordinate programme and project evaluations in accordance with IOM s Evaluation Policy and donor requirements. I Implement an annual evaluation and lessons learned workplan; coordinate independent external evaluations, including drafting Terms of Reference, liaising with IOM s Evaluation Unit as required, procuring evaluation consultants or firms, and providing necessary data and documentation. Review inception and final reports to verify quality, compliance with standards, and usability of findings before final approval by the supervisor. Coordinate mission-wide research initiatives and formative studies to inform programme design and adaptive management. Work with programme teams to identify knowledge gaps and learning needs, and coordinate studies such as needs assessments, outcome and process evaluations, case studies, after-action reviews, and lessons-learned exercises. Verify methodological rigor, ethical compliance, and proper documentation of findings. Support the supervisor in transforming data, research, and evaluation findings into actionable learning to improve programme quality. Support the M&E Officer in organizing and facilitating learning events, including evaluation debriefs, project review meetings, brown-bag sessions, learning workshops, and annual programme reviews. Contribute to the development of concise learning products such as briefs, success stories, presentations, and recommendations to support evidence-based decision-making. Provide technical guidance and training on evaluation and learning to IOM staff and partners. Support programme teams in developing Monitoring and Evaluation frameworks and learning plans; train focal points on documenting best practices and lessons learned; and train national M&E staff in survey design, data analysis, reporting, and facilitation of learning discussions. Contribute to a mission-wide culture of knowledge-sharing and continuous learning. Support internal and external knowledge exchange practices coordination and engagement with the Regional M&E Officer, other IOM missions, and inter-agency M&E or knowledge management working groups to share best practices and align with UN system learning initiatives. Collaborate with government counterparts, donors, academic institutions, and other stakeholders to integrate feedback and disseminate IOM learning externally when appropriate. Contribute to the integration of cross-cutting themes (Protection, Gender, Accountability to Affected People) across all evaluation, research, and learning activities. Contribute to donor and internal reports by providing analysis of lessons learned, evidence of adaptive management, and programme improvements. Maintain up-to-date knowledge of IOM evaluation, monitoring, and Results-Based Management (RBM) frameworks, tools, and institutional requirements. Comply with IOM strategies, policies, and planning frameworks, and provide technical support to strengthen mission adherence. Implement knowledge and learning management plan, methods and tools on all projects and programmes, and collect, analyse, and report on lessons learned, project review meeting, success stories, internal and external evaluations in accordance with donor commitments and IOM requirements. Support in organizing and facilitating learning workshops, project review meetings, evaluation validation workshops, community of practice exercises, and collate and document best practices to share with the wider community in the IOM network and partners. Perform such other duties as may be assigned.</p><p><strong>Desired Candidate Profile</strong></p><h3>Required Qualifications and Experience</h3><ul><li>Education Master's degree in social sciences, development studies, evaluation, organizational learning, international relations, monitoring and evaluation, statistics, antropology, law, or a related field from an accredited academic institution ; or University degree in the above fields with two years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database.</li><li>Experience Professional experience in monitoring, evaluation, accountability and learning (MEAL), research, or knowledge management in humanitarian or development programmes. Experience in an international organization or UN agency is preferred. Demonstrated experience in designing or managing evaluations-including developing TORs, coordinating with evaluators, and disseminating results. Familiarity with both qualitative and quantitative evaluation methods and standards (e.g. OECD/DAC evaluation criteria) is required. Proven experience in facilitating organizational learning: organizing workshops, after-action reviews, or communities of practice to reflect on project performance and outcomes is required. Excellent writing and reporting skills - able to synthesize technical evaluation findings into clear, concise reports and presentations. Experience authoring evaluation reports or research publications is a strong advantage. Experience in designing or managing knowledge/information systems or databases for capturing lessons and best practices is an advantage.</li><li>Skills Analytical skills: Ability to analyze complex project data and outcomes, and identify patterns, successes and areas for improvement. Should be comfortable working with statistical data as well as qualitative information. Knowledge of evaluation methodologies: Familiarity with logical frameworks, theory of change, survey design, focus group discussions, key informant interviews, etc., and ability to guide others in these techniques. Communication and facilitation: Strong ability to communicate technical information to diverse audiences; skilled in facilitating discussions and learning events with staff at different levels. <p><br></p><p>General purpose of the position Support the Head of Mission in the development, definition, and management of the mission program in accordance with INTERSOS strategies, plans, and policies. Lead the development of new concept notes and project proposals in Jordan and Iraq, in collaboration with the Deputy Regional Director and Senior Management Team. Supervise, coordinate, and provide quality support to Project Managers/Program Managers in both countries to develop and implement the program within the recently merged mission. Provide temporary signing authority for pre-approved documents when the Head of Mission is out of Jordan. Participate in donor meetings as required to maintain institutional relations and project visibility. Serve as Acting Head of Mission in the absence of the Head of Mission to ensure uninterrupted management and oversight, in strict coordination with the Regional Director.</p><p>Main responsibilities and tasks:</p><p>Strategy and representation Support the Head of Mission and SMTs in the development, implementation and evaluation of the mission strategy, program and quality of projects in line with INTERSOS country strategies, policies and guidelines. Provide updated information, inputs and recommendation for new and ongoing interventions in the country In coordination with the technical referents, Deputy Regional Director lead the design and development of potential new funding opportunities, in Jordan and Iraq, and the new project concept notes/proposals drafting the narrative and contributing to the budget preparation, ensuring the collaboration with all the support Departments (HR, Logistics and Security). Conduct regular context analysis (country s socio-economic situation, donors trends, needs and gaps) in order to identify funding opportunities in both countries. Is accountable for properly studying data collected from the field and detecting population s needs, study the context, translate the strategic macro-objectives into concrete actions and analyze the consequences of an intervention of INTERSOS, evaluating risks and constraints and setting priorities In coordination with the Head of Mission, establish and maintain collaborative relations with relevant donors, project stakeholders, local partners and other organisations working in the area. <p>SRD Center is seeking qualified Leadership, Management and Communication Training Consultants for a short-term assignment in Erbil, Iraq. The assignment will support the design and delivery of an intensive three-day managerial training and communication programme targeting approximately 20 staff members with managerial and supervisory responsibilities. The programme aims to strengthen participants leadership, management, people-management, communication, decision-making, conflict-resolution and interpersonal competencies. The training will emphasize practical application, participatory learning and the use of realistic workplace scenarios. SRD Center welcomes applications from experienced trainers and consultants with expertise in one or more of the following areas: • Leadership and management development; • Behavioural competencies for line managers; • Managerial and organizational communication; • People management and staff development; • Conflict resolution and workplace dynamics; • Decision-making and problem solving; • Emotional intelligence and leadership resilience; • Change management; • Coaching, mentoring and performance management; • Team development and organizational effectiveness. <h4>Job purpose</h4>
<p>The scaffolding specialist is responsible for the safe planning, erection, inspection, maintenance, and dismantling of scaffolding systems to support ROO integrated projects activities under EPCm contract. This role ensures compliance with applicable international and ROO standards, specifications, and safety regulations while optimizing scaffold efficiency and project schedules within an engineering, procurement, and construction framework.</p>
<h4>Job responsibilities</h4>
<ul>
<li><strong>Plan and supervise scaffold activities:</strong> Assess engineering drawings and method statements to determine scaffold type, layout, loads, and access requirements; develop task plans and risk assessments.</li>
<li><strong>Erection & dismantling:</strong> Lead on-site erection, alteration, and dismantling of scaffolding structures in accordance with applicable standards and project procedures.</li>
<li><strong>Inspection & quality control:</strong> Conduct routine inspections for stability, safety, and compliance; ensure tagging (e.g., safe/unsafe), maintenance, and corrective actions are documented.</li>
<li><strong>Safety & compliance:</strong> Enforce site safety rules, use of PPE, and permit-to-work processes; coordinate with HSE for incident reporting and near-miss investigations.</li>

<h4>Energy isolation and safety controls</h4>
<p>Approve the design of energy isolation and oversee the implementation of energy isolation measures prior to the issuance of work permits. Confirm that energy isolation is in place before task initiation and demonstrate the isolation to the PA. Confirm positive isolation for hot work and confined space entry tasks. Liaise with the station SAEP to ensure that all work with electrical content is reviewed, and all associated electrical certificates and risk assessments are in place. Authorise sanction to test on agreed isolations and points. Maintain the station isolation register, monitoring work scopes and removing isolation when required or transferring to LTI.</p>
<h4>Permit closure and worksite safety</h4>
<p>Close permits by signing to confirm that work is completed, ensuring that the worksite is left safe, clean, and tidy. Ensure that energy isolation is removed after work completion and the cancellation of the permit.</p>
