<li>Under broad direction from the Asset Manager, senior IAM management and "Operating Company", leads the Asset Operations Organization impacting the planning, growth, profitability and efficiency of the asset.</li>

<li>Interacts with Operating Company's representatives, contractors, local regulators, local authorities, unions and local community to facilitate the following: awareness of company strategy, requirements and objectives, delivery of production, budgets, schedules, and full compliance at all levels.</li>
<li>Liaises with Operating Company's representatives, national regulatory authorities, unions, and local community on a regular basis.</li>
<li>Discusses, presents, negotiates, and implements actions and requirements while complying with regulations.</li>
<li>Creates a team-based approach that recognizes Halliburton values and conducts the business activities within Halliburton Code of Business Conduct.</li>
<li>Leads by example and monitors the Asset Team, supervising operating personnel to ensure adherence to competency, HSE, and Quality plans.</li>
<li>Meets or exceeds the performance measured through KPIs set by Halliburton, Operating Company and the contract.</li>
<li>Ensures field operations operate within OPEX and CAPEX budget requirements, using Halliburton accounting system and existing authority matrix.</li>
<li>Delivers the Annual Work Program and Budget relevant to Operating Company's field operations.</li>
<li>In agreement with line management, develops the local management system including internal auditing, training, reporting, standards development, maintaining relevant databases, and supporting information systems including the production and distribution of the various reports.</li>
<li>Leads implementation of Halliburton and Operating Company's HSE protection objectives.</li>
<li>Additionally, directs work and decisions from the Drilling and Workover, Facilities and Projects, Production, Contracts and Government Relations and HSE teams. Supervises the Facilities, Wells, Workovers, Maintenance, Logistics, HSE and other operations managers.</li>
<li>Requires the ability to communicate and collaborate effectively with company-wide team members, professionals, and senior leadership as well as with external stakeholders such as partners, clients, national oil companies, and government departments.</li>
<li>Over time, will become very knowledgeable of HAL technologies and solutions experience together with the exploitation methodologies and technologies other companies apply. </li>

Maintain proper records of all permits and associated certificates raised in connection with operation and facility construction activities. Engage with O & M, Construction & Commissioning teams in the on-site monitoring and auditing of permit to work activities.</p><br><p><strong>Key Responsibilities:</strong></p><br><ul> <li>Awareness of priorities, planning and scheduling of works scopes with responsibility to prepare and review all work permit documentation including JSA’s and Site Hazard assessments. </li> <li>Verify permits prior to approval by management team. </li> <li>Identification of plant, equipment, and process isolation requirements within the bounds of the Permit to Work System and in accordance with the O&M Isolation Rules. </li> <li>Liaise with isolating authorities to ensure isolations are implemented Carry out Risk Assessment exercises and direct teams in Toolbox Talks as appropriate. </li> <li>Under direct instruction from O&M Superintendents issue authorized permits. Monitor simultaneous and adjacent work scopes. <p>The Quality Construction Inspector will support the U.S. Department of State contract in Iraq. Under specific direction, the Inspector will apply knowledge and experience of facility systems in the construction and modification of horizontal and vertical applications and support services for LCC department. They will demonstrate knowledge of setting and meeting Key Performance Indicators, to include the verification of compliance metrics in preliminary laydown, during construction phases and then final and acceptance inspections, utilizing the framework Amentum standards, OBO and DoS policies and regulations, local and international construction codes and standards (ICCS). This position will be responsible for providing oversight and collaboration of standards at construction sites, with the monitoring of construction teams, providing oversight in Mechanical, Electrical and Plumbing functions, directing inspections and managing work requirements, utilizing skills and knowledge requiring flexibility, adaptability, and responsiveness. <p>Satisfactory English and Arabic proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.</p>

<h4>Working and Living Conditions</h4>
<p>This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. The Phase 1 will restore, upgrade, and develop the current plant (CPF1) including: Restoration of initial CPF1 capacity; building a new export pipeline (24 , ~30km); restoration of CPF1 integrity and operability; flaring elimination and released water; development of new flowlines, pads, and electrification network for approximately 30 new wells; debottlenecking of the plant; upgrade of the Safety and Security facilities. Our scope is to provide Engineering, Procurement services and Construction assistance (EPsCa) for the initial development phase of the field in Southern Iraq. will be acceptable.</li><li>Valid Iraqi driver s license (if operating company vehicles).</li><li>Already possess a RSO issued security clearance or be able to obtain a favorable RSO issued clearance prior to being hired is required for the position.</li><li>Must maintain eligibility at the required certification or clearance level for the duration of the contract.</li><li>Satisfactory English and Arabic proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.</li><li>Successfully complete and pass the medical and drug examinations as required by Amentum and our customer for deployment to Iraq.</li><li>Must maintain physical and drug requirements for duration of deployment.</li><li>Previous out of home country experience and previous work experience in harsh environmental conditions are a plus.</li><li>Experience supporting Department of State.</li><li>Experience working with Amentum.</li><li>Knowledge of the principles and processes involved in Quality Control Management.</li><li>Successful management of multiple sites in geographically dispersed locations.</li><li>Ability to collect, analyze and summarize data and to prepare clear and concise reports.</li><li>Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures.</li><li>Exercise sound judgment and make decisions independently.</li><li>Excellent organizational and time management skills, with the ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment.</li><li>Expert communication skills to facilitate and disseminate information.</li><li>This position may be located in a war zone, in an environment with harsh and dangerous working and
