<p><h4>Duties</h4>
<p>Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.<br>
Ensure Property Department compliance with Property Management and Control Procedures.<br>
Conduct random compliance audits on all sites and departments in Iraq.<br>
Develop and execute corrective action plans for audit deficiencies and inventory accountable property.<br>
Mentor lower-level Property Staff and custodians in proper process and procedures as they relate to Government Property.<br>
Identify problem areas and recommend viable solutions.<br>
Perform physical inventories of Government Furnished Property (GFP) and Contractor Acquired Property (CAP), as directed by the Property Management and Control Procedures and/or the Logistics and Property Manager.<br>
Ensure Government Property Identification numbers (GP) are properly assigned, prepare required schedule, and assist with identifying lost, damaged, and destroyed property as well as excessive consumption.<br>
Work closely with Property Custodians to ensure overall accountability of assets.<br>
Track and record movement of all types of Government property. This includes movement from one point to another within a contractor’s facility, movement between facilities for any purpose, and protection during movement.<br>
Conduct country-wide Property Training on a yearly basis as well as establish training plans for new hire employees and refresher training.<br>
Ensure compliance with Federal Acquisition Regulation (FAR), Statement of Work (SOW), and Standard Operating Procedures (SOP).<br>
Develop processes and desktop procedures to maintain continuity of job performance.<br>
Audit logs and status records to ensure completion of lost, damaged, or destroyed items.<br>
Check LTDD packages for accuracy and completion.<br>
Perform additional duties and projects as qualified to perform as assigned.<br>
Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.<br>
Comply with all Environmental Health & Safety and Quality Assurance requirements and goals.</p>
<h4>Required</h4>
<p><strong>Minimum acceptable experience level:</strong> Five years’ experience with overseas Government contracts. Department of State contracts strongly preferred.</p>

<p><strong>Security vetting:</strong><br>
Possessing a Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification prior to being hired is required.</p>

Temperatures can reach 120 to 130 degrees Fahrenheit (50 to 55 degrees Celsius) during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy for extended periods. Work schedules are a minimum of six days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. Responsible for the supervision of an assigned aircraft or structural firefighting crew on an alternating shift, supervising all assigned crew members in fire ground situations as well as the performance of care and maintenance of apparatus and equipment as defined in the current task order, Performance Work Standard (PWS), and as directed by Vectrus. Responsible for implementing and maintaining all fire protection services related functional standards within their assigned department IAW the Statement of Work. Implements the Fire Chief’s comprehensive firefighting program at the assigned installation to ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire and Emergency Services, Local work instructions, and National Fire Protection Association (NFPA) Guidelines. <p>The non-destruction inspection technician (NDI) II inspects aerospace weapon systems components and support equipment for structural integrity using nondestructive inspection methods and performs fluid analysis.</p>
<p>Determine test method and prepare fluids and parts for nondestructive inspection.<br>
Interpret nondestructive inspection test results and provide information about defects to repair center.<br>
Analyze wear metal content reports on engine lubricating oil and other fluids and recommend corrective action.<br>
Establish radiation areas for radiographic operations.<br>
Compute and monitor personal exposure areas for radiographic operations, and monitor personnel exposure data.<br>
Perform nondestructive inspection on structures, components, and systems.<br>
Detect flaws such as cracks, delaminations, voids, processing defects, and heat damage using penetrant testing, eddy current, magnetic particle, radiographic, optical, and ultrasonic test equipment.<br>
Determine metallurgical information of components according to alloy, temper, conductivity, and associated factors.<br>
Operate, maintain, and inspect nondestructive equipment.<br>
Perform operator maintenance and service inspections on shop equipment and tools.<br>
Ensure lock out and tag out procedures are accomplished prior to maintenance on equipment.<br>
Perform silver recovery functions.<br>
Handle and dispose of hazardous waste and materials.<br>
Perform other qualified duties as assigned.</p>
<h4>Minimum requirements</h4>
<p>High school diploma or equivalent required.<br>
U.S. military technical school or specialized training course is desired, certification of education level is required.<br>
Completion of an initial nondestructive inspection level II training course and current basic qualification.<br>
Three (3) or more years’ experience as an aviation inspector and a minimum of one year experience on the assigned (MDS) airframe (UH60, AH64, CH47).<br>
Shall be trained and qualified per NAS 410 or ASNT-CP-189 to the level assigned.<br>
Must be in possession of a U.S. passport with 3 years of validity remaining at the time of hire and be able to travel internationally.<br>
Ability to obtain and maintain a US government security clearance, NAC-I T1 public trust. US citizenship is required to obtain a T1/CAC NACI clearance.<br>
Able to clear CENTCOM medical requirements for deployment.<br>
Ability to obtain and maintain Iraq visa.</p>
<h4>Knowledge and skills</h4>

<li>Previous experience in the maintenance, modification and repair of tactical aircraft systems of the type being serviced and their associated components (UH60, AH64, CH47).</li>
<li>Have the skills and knowledge to set up and standardize equipment, conduct tests, interpret and evaluate for acceptance or rejection, and document.</li>
<li>Thoroughly familiar with the scope and limitations of the technique/method in which they are certified.</li>

<li>Ability to provide technical support to structural/mechanical engineers and customers.</li>

The objective of this role is to observe, advise, coach and support those with operational responsibilities during planning phase and on-site execution, to prevent injuries, help drive accountability and remain in compliance with company/client EHS policies, programs, and procedures alongside country legislative standards. <p> ASSIGNMENT OBJECTIVES</p><p>The objectives are to:</p><p>1) Strengthen the existing draft evidence base on how social security entitlements are interpreted, applied and enforced, and extend it to the mechanisms through which workers raise and resolve complaints and appeals.</p><p>2) Secure tripartite and institutional validation of that consolidated evidence base.</p><p>3) Build the capacity of those who decide, administer and support social security claims, through curricula national training institutions can keep running after this agreement ends.</p><p>4) Place before decision-makers a prioritised set of options, with order-of-magnitude resource implications, for strengthening the legal framework and the routes by which workers pursue their entitlements.</p><p>4. SCOPE OF WORK AND METHODOLOGY</p><p>This agreement is the sole arrangement for this work stream and all activities are delivered within the agreed value. Bidders shall not assume that any event, expert engagement, expert fee, translation, printing, transport, entry permit, participant payment or venue requirement is met separately. Requirements outside the priced scope must be raised in the Technical and Financial Proposal and, if necessary, at the Inception Report stage.</p><p>Activity numbers, sizes, sequencing, locations and participant numbers are indicative and adjustable within the agreed value and period by written agreement. The deliverables in Section 6 are the binding outputs.</p><p>Component A. Strengthening the analytical report</p><p>1) Starting material. The ILO's draft report is the base text of the deliverable, not background material; proposals set out how they would appraise the full draft at inception and what they expect to remain, and the Inception Report fixes the remaining scope with the ILO on the basis of the draft as received. The ILO holds the rights in the draft, grants the Implementing Partner the right to use and modify it for this agreement, and determines authorship and acknowledgement in any publication.</p><p>2) Higher court analysis. Strengthen the analysis of how the higher courts interpret and enforce the framework, against a sample frame agreed at inception, bounded to the Court of Cassation and, for constitutionality challenges only, the Federal Supreme Court, and including first-instance and appellate decisions held in the same cassation file. Test, rather than assume, the premise that decided case law rests predominantly on Law No. 39 of 1971, Law No. 18 of 2023 having entered into force only on 26 November 2023. Establish which settled principles carry over to Law No. 18 of 2023, which are displaced and which the transitional provisions leave uncertain, and where liability falls when contributions were never paid or the worker never registered. Identify the procedural requirements that operate as barriers to claimants, including limitation periods, time limits for objecting to an administrative decision, and the medical assessment of invalidity and employment injury.</p><p>3) Enforcement. Provide a qualitative chapter on enforcing judicial decisions, drawing on the case sample and key informants and identifying the principal obstacles to executing judgments. A separate empirical study of execution files is not required and shall not be priced.</p><p>4) Legal framework. The review covers Law No. 18 of 2023, Law No. 39 of 1971, labour court and cassation procedure, and the constitutional provisions on social security entitlement. Labour Law No. 37 of 2015 is reviewed only where it governs social security claims: proof of the employment relationship, labour court jurisdiction and procedure, and labour inspection and the sanctions on employer registration and contribution compliance. No general review of that Law, or of constitutional labour protections, is in scope.</p><p><br></p><p>REQUIRED EXPERTISE OF THE IMPLEMENTING PARTNER</p><p>The Implementing Partner shall be a legally registered non-profit entity, such as a non-governmental organisation, research institution, university, legal institute or intergovernmental organisation, operating or able to operate in Iraq. It may be an ILO constituent organisation or affiliated member, or a non-constituent organisation meeting all other criteria. It shall practise non-discrimination in selecting participants. It shall not appear on any United Nations ineligibility or debarment list, be subject to European Union restrictive measures or appear in the EU Financial Sanctions Database, and shall have no history of failed obligations or prohibited conduct. Before award the ILO screens the proposed partner, its governing body and its senior management against these lists, under the Terms and Conditions applicable to Implementation Agreements, incorporated by reference under Section 16.</p><p>Bidders shall meet the following criteria. Each criterion specifies the documentary evidence required.</p><p>1) Organisational capacity and legal status. Established governance and internal financial controls, and at least three years of operational experience in Iraq or the Middle East region. <span>Job Purpose The Branch Operations Supervisor is responsible for supervising and coordinating the daily operational activities of the branch, including receiving and distributing shipments, assigning and following up with delivery representatives, completing daily financial settlements, handling returned shipments, and coordinating with the main center.<br> The role ensures that branch operations are organized, shipments and cash collections are properly controlled, and daily operational records are accurate and complete.<br> The position requires a hands-on individual with experience or exposure to warehouse, logistics, delivery, or distribution operations.<br> Key Responsibilities - Receive incoming shipments and mail at the branch on a daily basis and ensure they are properly recorded and handled.<br> - Sort and distribute shipments to delivery representatives according to assigned delivery areas.<br> - Assign and organize delivery zones and routes among delivery representatives based on daily operational requirements.<br> - Supervise and follow up on the daily activities of delivery representatives.<br> - Monitor pending, delayed, returned, or undelivered shipments and follow up on their status.<br> - Conduct daily financial settlements with delivery representatives and verify collected amounts against delivery records.<br> - Arrange and send collected funds and financial settlements to the main center in accordance with company procedures.<br> - Receive returned and reverse shipments at the branch and coordinate their daily transfer to the main center.<br> - Handle financial settlements with the company's merchants/customers when required and ensure that the relevant records are accurate.<br> - Maintain proper organization of shipments within the branch and support warehouse control activities.<br> - Ensure shipments are stored, handled, and transferred correctly to minimize loss, damage, or operational errors.<br> - Maintain accurate daily records related to incoming shipments, outgoing shipments, returns, deliveries, and financial settlements.<br> - Coordinate with the main center regarding shipment status, returns, operational issues, and other branch requirements.<br> - Report delivery issues, discrepancies, missing shipments, cash differences, or other operational problems to the Operations Manager.<br> - Ensure delivery representatives and branch staff follow company procedures and operational requirements.<br> - Support the overall organization, cleanliness, and security of the branch and warehouse area.<br> - Perform other operational duties assigned by management as required.<br> - High school diploma, diploma, or bachelor's degree in a relevant field.<br> - Previous experience in a warehouse, logistics, delivery, distribution, or similar operational environment is preferred.<br> - Basic understanding of warehouse operations and shipment handling processes.<br> - Ability to supervise, coordinate, and follow up with delivery representatives and operational staff.<br> - Good organizational and time-management skills.<br> - Basic computer skills, including Microsoft Excel and general data entry.<br> - Ability to handle cash settlements and maintain accurate financial and operational records.<br> - Good communication and problem-solving skills.<br> - Ability to work under pressure and manage multiple daily operational tasks.<br> - Ability to identify and report operational discrepancies and issues.<br> - Responsible, organized, trustworthy, and attentive to detail.<br> Preferred Candidate Profile The ideal candidate has practical experience or exposure to warehouse, logistics, delivery, or distribution operations and is ready to take on supervisory responsibility for the daily activities of a branch.<br> Extensive management experience is not required.<br> Candidates who have previously worked as a Warehouse Officer, Warehouse Assistant, Logistics Officer, Dispatcher, Delivery Coordinator, Operations Officer, or similar operational role may be suitable if they demonstrate strong organizational skills, reliability, and the ability to supervise day-to-day branch activities effectively.<br></span> </div>

Manages field operations effectively and safely by leading the operations teams and all field personnel in delivering the production, budget, schedule and HSE targets agreed by Halliburton, the "contract," and Operating Company while fully complying with all applicable legislation, Company policies and procedures and provisions of "contract," and following the strategy and plans communicated by senior management. Interacts with Operating Company's representatives, contractors, local regulators, local authorities, unions and local community to facilitate the following: awareness of company strategy, requirements and objectives, delivery of production, budgets, schedules, and full compliance at all levels. Liaises with Operating Company's representatives, national regulatory authorities, unions, and local community on a regular basis. Discusses, presents, negotiates, and implements actions and requirements while complying with regulations. Leads by example and monitors the Asset Team, supervising operating personnel to ensure adherence to competency, HSE, and Quality plans. Ensures field operations operate within OPEX and CAPEX budget requirements, using Halliburton accounting system and existing authority matrix. Delivers the Annual Work Program and Budget relevant to Operating Company's field operations. In agreement with line management, develops the local management system including internal auditing, training, reporting, standards development, maintaining relevant databases, and supporting information systems including the production and distribution of the various reports. Leads implementation of Halliburton and Operating Company's HSE protection objectives. Additionally, directs work and decisions from the Drilling and Workover, Facilities and Projects, Production, Contracts and Government Relations and HSE teams. Supervises the Facilities, Wells, Workovers, Maintenance, Logistics, HSE and other operations managers. Requires the ability to communicate and collaborate effectively with company-wide team members, professionals, and senior leadership as well as with external stakeholders such as partners, clients, national oil companies, and government departments.
