<p>The post holder is responsible for the daily management of the Standards, Quality Assurance & Compliance (SQC) team, and supporting the Head of Security Operations Support (HoSOS). This is a key role and includes ensuring that all Security Business Unit Departments and Sections adhere to external regulations, laws, and internal policies; identifying and rectifying non-compliance issues through audits; ensuring that processes, products, and services consistently meet AvSec quality standards and preventing defects through systematic activities and continuous improvement.
A solid knowledge of compliance, audit and quality assurance systems and processes is vital, along with the ability to forge relationships with other sub departments and when required, the airport directorate, agencies and external stakeholders.
Key Areas of Responsibility:
a) Leadership: Lead and manage the Standards, Quality Assurance and Compliance Section and its team of staff members.
b) Security provision: To ensure the airport’s security operations meet international standards, comply with ICAO Annex 17, IATA security protocols, and ICAA regulations, while embedding quality assurance, and compliance oversight into all security functions.
c) Security Standards Development: Define and maintain security operational standards across passenger screening, baggage handling, cargo security access control. Align security procedures with ICAO, IATA and ICAA requirements. Maintain the library of SEC documentation, and develop and update programs, Manuals, Plans and SOPs for security functions as required.
d) Quality Assurance: Establish & manage a Security Quality Management System. Conduct audits, inspections and performance reviews of security checkpoints, K9 Units and surveillance systems. Monitor security service delivery against Key Point Indicators (KPIs) and international benchmarks. Implement corrective & preventative measures to address deficiencies.
e) Compliance Oversight: Ensure compliance with aviation security regulations, including ICAO Annex 17 and national directives. Liaise with ICAA and international regulators during inspections and certifications. Maintain documentation and evidence for regulatory audits and certifications. Report compliance risks and mitigation strategies to the Security Headquarters.
f) Risk & Incident Integration: Collaborate with the Airport Safety Management System (SMS) and utilize the Security Management System (SeMS) to integrate security compliance findings into risk assessments. Support incident investigations (e.g. security breaches, prohibited items, etc.) and embed lessons learned into revised standards.
g) Training Awareness: Liaise with the Security Training Team and develop training modules on security standards, compliance and quality assurance for airport security staff. Promote a culture of vigilance, compliance and continuous improvement. Undertake training delivery in support of the Security Training Team, as required.
h) SQC Reporting: Prepare structured reports with clear recommendations and highlight compliance risks with mitigation strategies.</p><p>Education: National Level 3 AvSec Manager or equivalent, Quality Assurance, Auditing or a related field, ISO 9001 Quality Management System Certification or equivalent, Managing Safely (IOSH) or equivalent, Possess an AvSec Training qualification.
Experience: Applicant must have an aviation background in quality assurance, compliance & audit roles. Minimum of 2 years in an Aviation security management role with domestic and/or international experience. Experience of operating in post conflict, multicultural & low infrastructure environments. Minimum of 3 years working within an airport and/or other highly regulated, physical security-based establishment
Computer Skills: Knowledgeable in Microsoft Office suit (user´s perspective) and able to manage other specific project/management software, provided the adequate training.
Language Skills: Solid knowledge and command of written and spoken English. Arabic language skills are desirable.

7. Maintain proper parking, shutdown, and securing of equipment post use.
8. Support emergency response, aircraft towing, salvage or VIP movements as required.

The Movement Control Supervisor must be Hazardous Materiel (HAZMAT) certified and obtain the ability to utilize and train employees on the Global Transportation Network (GTN), Integrated Booking System-Container Management Module (IBS-CMM), The Movement Control Supervisor must have the ability to utilize and train employees on Radio Frequency Identification (RFID) tags and Transportation Coordinators'- Automated Information for Movement System II (TC-AIMS II). Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Supervises Movement Control Specialists and Seniors. + Processes TMRs, TCMDs, and arranges transportation for moving personnel, equipment, and sustainment supplies. + Processes convoy clearance requests and special hauling permits. + Determines the mode of transportation (air, rail, inland waterway, or highway) for unscheduled moves and commits transportation assets. + Maintains communication with the transport services, shippers, receivers, and if applicable, HN movement control agencies. + Maintains the status of and advise the Movement Control Battalion (MCB) on the location of units, installations, and pipeline take-off points; transportation requirements; availability of modes of transport; shipper and receiver capabilities; trends of asset use capacity and the general transportation movements' situation in their areas. + Assists unit commanders and service representatives on transportation matters. + Assists in carrying out the movement program and directives from higher headquarters. + Coordinates movement from origin to destination and inbound clear movements when required. + Maintains accountability of containers and chassis for other services and commercial carriers and ensuring that they are promptly returned to the appropriate transport system. + Validates transportation requirements, coordinates transportation support, and inbound clearance for moving units, personnel, and cargo. + Perform other duties as assigned. Qualifications + Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required. + Must be CAC eligible and/or able to obtain a Common Access Card (CAC) + Must be a U.S. Citizen + High School Diploma or Equivalent required. + Secret Clearance: + Ability to obtain and maintain a Secret Clearance. + Preferred Qualification: + Undergraduate Degree is preferred. + Experience: + Five (5) years of related work and supervisory experience. + Excellent computer, interpersonal, and oral and written communication skills required. + Computer skills include a working knowledge of Microsoft Word, Excel, Outlook and USG Army Information Systems (AIS). + Requires excellent organizational skills; with the ability to work under fast paced and adverse conditions. + Skills: + Excellent computer, interpersonal, and oral and written communication skills required. + Computer skills include a working knowledge of Microsoft Word, Excel, Outlook and USG Army Information Systems (AIS). + Requires excellent organizational skills; with the ability to work under fast paced and adverse conditions. + Supervisory Responsibilities: + Manages and Supervises a team of movement control specialists and seniors. + Working Conditions: + Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very + adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). + Includes some industrial production environment conditions as well. + Physical Requirements: + Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. + Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
