The consultant will provide targeted technical expertise, support the design and initial implementation of conservation agriculture interventions, deliver capacity-building and training, and ensure the technical quality of outputs. <br> The consultancy is required due to the need for specialized technical expertise in conservation agriculture and zero tillage systems, which is not available within the current project team. The consultant will provide time-bound technical support for the design, piloting, implementation, and capacity-building activities related to the specific conservation agriculture intervention.</p><br><p><strong>Project Context and Scope</strong></p><br><p>The Consultant will be supporting Conservation Agriculture activities within IOM Iraq’s Climate Programme. The consultant will provide targeted technical expertise, support the design and initial implementation of conservation agriculture interventions, deliver capacity-building and training, and ensure the technical quality of outputs. The project aims to enhance climate resilience, improve soil health, and promote sustainable agricultural practices in the Qushtapa sub-district, Kurdistan Region of Iraq. The intervention is part of a broader Ecosystem-Based Adaptation (EbA) approach to address water scarcity, land degradation, and pressures on local livelihoods.</p><br><p>As part of this effort, the project will pilot zero tillage practices on selected agricultural lands. Approximately 3–4 plots (each 3–5 Iraqi dunams) will be identified in collaboration with local farmers, who will voluntarily allocate portions of their land for demonstration purposes.</p><br><p>The selected consultant will provide specialized technical support for the design, pilot implementation, and capacity-building activities related to zero tillage practices in the targeted area. The assignment is limited to the implementation period of this specific pilot intervention.</p><br><strong>Organizational Department / Unit to which the Consultant is contributing</strong><br><p>Under the general guidance of the Chief of Mission, the overall supervision of the Head of Division and the direct supervision of the Programme Coordinator and the technical guidance of the relevant programme unit.</p><br><p><strong>The consultancy is open to national consultants and will be primarily remote. However, field missions to Erbil and Qushtapa District in the Kurdistan Region of Iraq will be required.</strong></p><br><br> </div>
<p> The Consultant will provide time-bound specialized technical expertise to support the implementation of specific Intelligence-Led Policing (ILP) capacity-building activities under the project Supporting Community Engagement and Policing in Iraq Phase II , led by the Community Engagement and Policing (CEP) unit of IOM Iraq. The objective of this project is to strengthen public trust and confidence in Iraq s security institutions by enhancing accountable, inclusive, and community-responsive policing practices in areas of return and border regions. The project focuses on two primary pillars: i) increase Iraq s security agencies legitimacy and accountability in areas of return and border areas through an increased professionalization of police and border guards and mainstream of CEP approaches across different Directorates within the MoI; and ii) strengthen the CP community outreach, especially amongst women, through the CP Women Empowerment and Protection (WEP) Action Plan, to ensure rights-based stabilization interventions that respond to the needs of communities. The required expertise in prevention-oriented Intelligence-Led Policing (ILP), intelligence development frameworks, police analytical systems, and operationalization of risk analysis methodologies is not currently available within IOM Iraq. The engagement of an external consultant is therefore required to provide specialized technical knowledge, support the development of practical tools and procedures, and strengthen the capacity of the Community Policing Directorate and relevant Ministry of Interior counterparts to establish sustainable prevention-oriented ILP approaches. The project was built on lessons learned from the first phase, implemented between 2025 and 2026, in coordination with the CP Directorate, who identified further need of capacity building on prevention-oriented ILP principles to increase their ability to identify and respond to their communities major security threats. The project will target areas with significant numbers of returnees from northeast Syria as well as border areas, particularly focusing on the governorates of Ninewa, Anbar, Salah al Din, Basra, and Missan, and will be implemented jointly with the Integrated Border Governance (IBG) team and the Prevention of Violent Extremism (PVE) teams of IOM Iraq. Within this framework, the ILP consultant will design and deliver three activities contributing to the first pillar of the project: Deliver ToT and core training for MoI officers on data management and risk analysis; Develop an initial assessment to set-up a structured data-management and community risk analysis framework to support the CP Directorate and relevant MoI units in strengthening preventive, evidence-based policing. Develop SOPs on data management and risk analysis techniques, such as 5x5x5, Evaluation, Data Collection, and Tasking and Coordination. Under the general guidance of the Chief of Mission, the overall supervision of the Head of Division, and the direct supervision of the Programme Officer (Technical Cooperation). This consultancy opportunity is open to international consultants and will be delivered primarily remotely. However, selected consultants will be required to travel to Iraq as needed. Tasks to be performed under this contract The Consultant will provide time-bound specialized technical expertise to support the Ministry of Interior's institutional capacity-building efforts through the delivery of a Training of Trainers (ToT) on prevention-oriented Intelligence-Led Policing (ILP) approaches, focusing on data management, risk analysis, and evidence-based decision-making. Following the ToT, the Consultant will provide technical coaching and mentoring to support the newly certified trainers in delivering cascade training to Ministry of Interior law enforcement officers, ensuring quality, consistency, and effective knowledge transfer. The timeline is indicative and may be adjusted based on the actual commencement date of the consultancy and operational requirements. The overall duration of the consultancy and the sequencing of deliverables may be revised accordingly. First Deliverable Deliver a Training of Trainers (ToT) and Cascade Training on Data Management and Risk Analysis Using Prevention-Oriented Intelligence-Led Policing (ILP) Approaches. Description: to expand pool of trainers and re-engage the previously trainer trainers from the MoI and support them in the delivery of core training to MoI officers on prevention-oriented ILP approaches Deliver a ten-day Training of Trainers (ToT) for selected Ministry of Interior officers to strengthen and expand the national pool of ILP trainers. Provide mentoring and technical coaching to the newly trained trainers to prepare them for delivering the cascade training. Support the certified trainers in planning and delivering the core training to Ministry of Interior law enforcement officers. Coordinate with the Community Policing Directorate and IOM on all technical aspects of the training delivery and provide quality assurance throughout the process. Observe both the ToT and the cascade training sessions and provide technical guidance and feedback to trainers as required. Prepare a post-training observation report summarizing the implementation process, participant feedback, lessons learned, challenges encountered, and recommendations for strengthening future ILP capacity-building initiatives. </p><p><strong>Desired Candidate Profile</strong></p><p>Master's degree in Political Science, International Relations, Security Studies, or another relevant field from an accredited academic institution, with at least seven (7) years of relevant professional experience; or University degree (Bachelor's degree) in the above fields with at least nine (9) years of relevant professional experience.</p><p>Experience in implementing the Intelligence-Led Policing (ILP) approach, crime data analytics, and other relevant areas within the policing or law enforcement field.</p><p>Hands-on experience, preferably in Iraq, in designing or advising on ILP systems within police or security institutions.</p><p>Previous involvement in police transformation initiatives, including capacity development and strategic planning.</p><p>Exposure to community-oriented policing models and integration of ILP in prevention of violent extremism.</p><p>Proven record of delivering technical training and mentoring to law enforcement officers and decision-makers.</p><p>Experience operating in complex environments, preferably in the MENA region or similar contexts.</p><p>History of advising ministries of interior, national police bodies, or multilateral agencies on ILP or related reforms.</p><p>Strong understanding of ILP principles, models, and application in law enforcement operations.</p><p>Ability to analyze complex security environments and develop strategic intelligence frameworks.</p><p>Capable of developing and delivering technical training to law enforcement personnel at various levels.</p><p>Proficient in using data and intelligence to guide policing priorities, crime prevention, and resource allocation.</p><p>Strong written and verbal communication skills; able to communicate complex concepts to diverse stakeholders.</p><p>Ability to engage effectively with government institutions, security agencies, and international partners.</p><p>Skilled in drafting high-quality reports, guidance documents, and strategic recommendations.</p><p>Note: As part of your application, please submit a financial proposal outlining your approach and fees to complete the assignment.</p><p>For this consultancy, fluency in English is required. <p><h4>Duties</h4>

Ensure Property Department compliance with Property Management and Control Procedures.<br>
Conduct random compliance audits on all sites and departments in Iraq.<br>
Develop and execute corrective action plans for audit deficiencies and inventory accountable property.<br>
Mentor lower-level Property Staff and custodians in proper process and procedures as they relate to Government Property.<br>

Perform physical inventories of Government Furnished Property (GFP) and Contractor Acquired Property (CAP), as directed by the Property Management and Control Procedures and/or the Logistics and Property Manager.<br>
Ensure Government Property Identification numbers (GP) are properly assigned, prepare required schedule, and assist with identifying lost, damaged, and destroyed property as well as excessive consumption.<br>
Work closely with Property Custodians to ensure overall accountability of assets.<br>
Track and record movement of all types of Government property. This includes movement from one point to another within a contractor’s facility, movement between facilities for any purpose, and protection during movement.<br>
Conduct country-wide Property Training on a yearly basis as well as establish training plans for new hire employees and refresher training.<br>
Ensure compliance with Federal Acquisition Regulation (FAR), Statement of Work (SOW), and Standard Operating Procedures (SOP).<br>
Develop processes and desktop procedures to maintain continuity of job performance.<br>
Audit logs and status records to ensure completion of lost, damaged, or destroyed items.<br>
Check LTDD packages for accuracy and completion.<br>

DRC is looking for a consultancy firm with a technical specialist and a lead consultant to ensure the updated training curriculum matches with the labor market needs,</p><p>Vocational training centres under DoLSA play an important role in supporting youths and job seekers and equip them with the market driven and competency-based skills to prepare them for employment and the labor market. However, due to changes in the labor market, industry demands, and technological development, there may be a need for updated or new vocational training curricula that better align with current workforce needs In order to deliver relevant and effective vocational training to youth and job seekers in general, there is a need to update the solar panel competency-based curriculum that matches with the market changes and development of technologies. Through this consultancy work, DRC is going to support MoLSA to modernize their vocational training program to enhance employment opportunities to youth job seekers including women and people living with disabilities from different population categories of IDPs, refugees and vulnerable host communities.</p><p>The objective of the consultancy is to:</p><ul><li>Conduct a desk review of the existing solar panel curriculum to identify gaps and areas of improvement according to the labor market demand, skills gaps and context evolution.
