<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p> International Organization for Migration Project Context and Scope The project titled Inclusive Stabilization Partnerships for Reintegration and Empowerment (INSPIRE) is a five-year programme (July 2026 June 2031) funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands (MFA) and implemented by the International Organization for Migration (IOM). INSPIRE will operate in Ninewa, Anbar, and Salah al-Din Governorates, with national-level engagement in Baghdad. The project aims to address key barriers faced by vulnerable internally displaced persons (IDPs), returnees (including Iraqi individuals from northeast Syria), and host community members in accessing basic services, civil documentation, and durable solutions. It operates across three interconnected levels: individual, community, and systemic, organized under three outcomes: Outcome 1: Improved access to basic services and durable solutions pathways for vulnerable displaced populations Outcome 2: More resilient and cohesive communities in areas of high return, with empowered local civil society structures Outcome 3: Enhanced national and local government capacity to plan, coordinate, and deliver services to Iraqi citizens Inception Phase Recognizing Iraq's evolving context, with shifting return and displacement patterns, changing funding priorities, and significant differences across governorates and districts - INSPIRE will begin with a three-month inception phase. This phase is critical to ensure that the five-year programme is evidence-based, context-sensitive, and strategically targeted from the outset. The Inception Phase will produce one core output: the Inception Report. The Report will contain: A detailed Year 1 Intervention Plan, identifying priority locations and beneficiary groups based on current conditions; and A five-year Strategic Impact Monitoring Framework, aligned with INSPIRE's Results Matrix and Theory of Change. The Inception Report will integrate multiple data sources, including: IOM Displacement Tracking Matrix (DTM) data; funding and intervention mapping to identify gaps where INSPIRE can add value without duplication; field consultations with local authorities, community leaders, and potential beneficiaries; and interviews with Government of Iraq (GoI) counterparts, local CSOs, UN agencies, and international partners. The Inception Phase will conclude with a Validation Workshop convening the Government of the Netherlands, relevant Iraqi ministries, the UN Resident Coordinator's Office (RCO), and key partners to finalize the Year 1 workplan and agree on coordination structures, including annual revision mechanisms. The INSPIRE inception phase requires specialized expertise in programme design, durable solutions programming, stakeholder consultation methodologies, conflict-sensitive analysis, and strategic results framework development. Given the time-bound nature of the inception phase and the need for independent technical expertise to support the development of the Inception Report and associated strategic frameworks, these services cannot be fully met through existing project staffing resources during the inception period. Therefore, IOM seeks to engage a consultant to provide targeted technical advisory support for this assignment. Organizational Department / Unit to which the Consultant is contributing Under overall guidance of the Chief of Mission (CoM), and the direct supervision of the Senior Programme Coordinator in close coordination with the involved IOM teams. The consultancy is open to international consultants and will be primarily remote. The Iraq Joint Office was established in April 2026 as a shared platform through which the three National Societies coordinate and strengthen their partnership with the Iraqi Red Crescent Society. The Joint Office represents a commitment to greater collaboration, coherence and effectiveness in supporting humanitarian action by Iraqi Red Crescent Society. While the employment contract is initially held by Danish Red Cross as part of a rotating management arrangement among the participating National Societies, the Country Manager serves as the senior leader and representative of the Joint Office as a whole. DRC s work in Iraq has been focused on implementing multi-sectoral programming through an area-based approaches, integrating protection, economic recovery, humanitarian disarmament and peacebuilding programming as well as advocacy. This review process might take different stages and will involve MoLSA Directorate of vocational training center technical trainers.</li><li>Establish and lead a technical committee with relevant stakeholders to collect needed information and support the curriculum update process.</li><li>Update the existing solar panel curriculum as per the competency-based standards (CBT) including facilitator guide, handouts and needed tools.</li><li>Ensure the updated curriculum is available in both English and Kurdish (Badini and Sorani) languages and handed to DRC.</li></ul><p>The consultant will be responsible for:</p><ul><li>Conduct a curriculum review process : conducting desk review of the existing curriculum and comparing with the CBT standards to identify the gaps and areas of improvement.</li><li>Lead formation the technical committee: in collaboration with DRC and directorate of labor and social affairs, lead forming the technical committee for review process, data and input collection from the technical committee and updating the solar panel curriculum.</li><li>Update curricula content, ensure it meets competency-based education standards : the consultant will be responsible in updating a well-structured competency-based curriculum that clearly defines the learning outcomes in terms of skills, knowledge and measurable and practical objective is stated within the curriculum, as well as a flexible curriculum allowing in house updates based on market changes. The consultant will ensure receiving feedback from the technical committee and refine the curriculum accordingly.</li><li>Prepare the final version of the training package: in collaboration with the technical committee, the consultant will receive feedback from them, refine and finalize the training curriculum. The final product must include the trainer guide, detailed lesson plan, competency-based training manual, assessments, tools and handouts.</li><li>Submit a final consultancy report: at the end, the consultant will submit a detailed comprehensive report to DRC stating the entire process, key findings, curriculum update progress and recommendations for future updates.</li></ul><p>The Consultant will submit the following deliverables:</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><ul><li>Ability to travel and work inside Kurdistan Region of Iraq.</li><li>The lead consultants/team members should have minimum master s degree in development or humanitarian studies, political science, business management, economics, or other relevant fields.</li><li>Proven experience in conducting similar work/consultancies of developing vocational training curriculum for vocational training centres including government VTCs.</li><li>Proven understanding of labor market trends and vocational training principles.</li><li>Proven experience in conducting needs assessment, labor market studies and/or skill gap analyses.</li><li>Good understanding of humanitarian programs to support refugees, IDPs and host community populations with inclusion consideration.</li><li>Excellent communication, facilitation and interpersonal skills and cultural sensitivity.</li><li>Advanced skills in research design and methods, including data collection and analysis.</li><li>Written and spoken fluency in Kurdish and English.</li></ul><p></p></section>
