<p><h4>Position overview</h4>
<p>The Performance Management Specialist, Lead will be based at one of three Amentum sites in Iraq and serve the Operations, Baghdad Life Support (BLiSS), and Operations Maintenance Support Services (OMSS) contract in support of the U.S. Department of State. This position will be responsible for the tracking and management of contract performance, utilizing resources to accomplish operational requirements. The Performance Management Lead will report to the PMO Operations Manager in the management of multiple geographical sites and functions to support critical client mission activities of this contract.</p>
<p>The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.</p>
<h4>Duties</h4>
<ul>
<li>Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.</li>
<li>Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.</li>

<li>Ensure that the program's schedule is maintained and followed.</li>

<li>Assist with the management of the annual performance evaluation process and cyclical activities.</li>
<li>Consolidate data and submit to Performance Manager for analysis; assist in preparation of reports and analysis.</li>
<li>Compile site data and prepare CDRLs deliverables for Performance Manager.</li>
<li>Perform analysis on key metrics/processes, and recommend process improvements that maximize efficiencies.</li>
<li>Ensure that performance discussions are documented and implemented accordingly.</li>
<li>Assist and oversee the preparation/consolidation of reports/data and submit to the PMO Operations Manager for analysis.</li>
<li>Responsible for supervising a team of Performance Management Specialists.</li>
<li>Perform analysis on key metrics/processes and recommend process and quality improvements that maximize efficiencies.</li>
<li>Monitor and verify the integrity of the data to be reported and review with local management before distributing.</li>
<li>Maintain and update company competencies at all levels and ensure effective utilization of the competencies and desired behaviors.</li>
<li>Remain up-to-date on latest performance management, training and development, and career management issues.</li>
<li>Manage and support RCM requirements in conjunction with Quality.</li>
<li>Assist in reviewing and updating performance appraisal tools and technologies.</li>
<li>Identify training needs and assist with performing any needed training.</li>
<li>Participate during conference calls.</li>
<li>Perform additional duties and projects as assigned.</li>

<h4>Required qualifications</h4>
<ul>
<li>Minimum acceptable experience level: four (4) years’ experience in performance management or comparable role.</li>
<li>Proficiency in all Microsoft Office Suite products, including Word, Excel, PowerPoint, Visio, Access, and Project.</li>
<li>Familiarity with Operations and Maintenance Support Services and understanding of Project/Program Operations and Statement of Work.</li>
<li>Training in risk management.</li>
<li>Expert level administrative and management skills.</li>

<h4>Education</h4>
<p>A high school diploma or GED is required. A two- or four-year degree in business, human resources, public administration, or a related field, or experience managing a small workforce is preferred.</p>

<li>As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport with a minimum of 18 months remaining to expiration date with 8 blank pages.</li>

<p>Already possess a US Government issued security clearance or Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification or US Government clearance prior to being hired is required for the position. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Under the supervision of the PMO Quality Senior Manager, the Quality Manager is responsible to provide a Total Quality Management System that anticipates & resolves potential quality problems & provides continuous oversight necessary to perform throughout the LOGCAP AOR. Oversee all quality-related functions, including Program-level Quality Surveillance/Audit, Customer Feedback Program, process Improvements, Document Control. This position also coordinates activities with various intermediate managers throughout the program.</p><p>Provides expert knowledge and experience in running a comprehensive Quality Management system for the program. Possess the technical ability to develop executive Corrective Action Plan in response to third party nonconformance reports (NCR). Coordinates the correction of minor problems with the functional area managers and acts as liaison with the Government Contract Officer Representatives (CORs) and Quality Assurance Representatives (QARs). Evaluate how overall work center performance is meeting Performance Work Statement (PWS) requirements. Implements ISO 9001:2015 Standards. Ensures processes and procedures required are executed in compliance with project specifications, standards and safety and security requirements. Review Work-center Plans, Standard Operating Procedures (SOP), Internal Operating Procedures (IOP) and Work Instructions (WI), to ensure they provide proper operational information and direction for performing all tasks.
