Organizational Context and Scope IOM Iraq is working alongside the Government of Iraq to support the return, rehabilitation and reintegration of Iraqi nationals coming from Al Hol and Al Roj camps in north east Syria. Since 2021, the Government of Iraq (GoI) has been returning its national from north east Syria, with the returns accelerating since the beginning of 2025. More than 21,500 Iraqis have been returned; upon arrival in Iraq, the returnees spend several months in the Al Amal Rehabilitation Center. IOM supports the return, rehabilitation and reintegration process through its Rehabilitation, Reconciliation & Reintegration programme. This programme brings together Camp Coordination and Camp Management (CCCM), social cohesion, tribal engagement, prevention of violent extremism and case management to provide a holistic support to the GoI. Under the overall supervision of the IOM Iraq Chief of Mission (COM), the overall support of the Head, Peace, Recovery, and Solutions Division (PRSD) and direct supervision of the Return & Reintegration Coordinator, the Programme Officer (RRR-Coordination) will support and coordinate the work of the Rehabilitation, Reconciliation & Reintegration team in the Peace, Recovery and Solutions Division, support enhanced coordination across teams and bring together various information streams across the division to develop comprehensive reports and information materials. <p>Event Management Service for a Social Dialogue Workshops Erbil, Kurdistan Region of Iraq 6 and 18th August 2026 Background and Context: More than 1.1 million Iraqis remain in protracted displacement, concentrated in the KRI and Ninawa. The Employment and Employability project has documented youth unemployment among some IDP groups at 49.6%, female refugee labour-force participation below 3% in Erbil and Duhok, and informality rates around 94% among young displaced men. The Iraqi Government's ongoing closure of IDP camps adds urgency: without a tripartite framework, people leaving camps risk moving into unprotected informal work with no recourse. The first social dialogue session will be based on the Policy Brief, Refugees, IDPs and labour market Integration in Iraq and Kurdish Region of Iraq: Advancing Inclusion through Employment that was commissioned by the GIZ supported project, Promoting Employment and Employability among Refugees, Internally Displaced Persons (IDPs) and Host Communities focusing on Women, PWDs, and Youths in Northern Iraq. That alone gives the session a concrete, ready-to-sign output. The broader discussion on labour market access barriers and active labour market policies adds systemic value. Under the supervision of the Chef, the Sous Chef coordinates and prepares food services function, to include food preparation, cooking and baking. May develop menus based on type of food to be prepared and applies personal knowledge and experience in food preparation. Prepares, seasons, cooks and portions meats, vegetables, desserts, and other foodstuffs for consumption. May assist in specific on-the-job training, guidance, and orientation for newly assigned or lower seniority employees. Responsible for care of Government equipment, tools, property and materials to assure that they are properly maintained and safeguarded. Performs specific tasks in accordance with verbal and/or written instructions and observes safety, fire, health, and work rules. Coordinates with members of other activities to insure quality and timely and efficient accomplishment of assigned duties. Familiar with a variety of the field’s concepts, practices and procedures. Leads and directs the work of cooks and other workers engaged in preparing and cooking foodstuffs. Performs other duties and assignments as required. Qualifications + Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required. + Undergraduate Degree + ServSafe Certification or Food Service Certification approved under ANSI-CFP accredited programs and/or approved under the Tri Service Food Code guidelines. + OCN Qualifications/Experience Requirements: + Undergraduate Degree + One-year related experience may be substituted for one year of education, if degree is required, but must have a high school diploma or equivalent. + Must provide a copy of the diploma. + ServSafe Certification or Food Service Certification approved under ANSI-CFP accredited programs and/or approved under the Tri Service Food Code guidelines + Minimum of 5 years of experience in as a Sous Chef and a minimum of 2 years in Leadership Must be able to read write and speak English fluently. + Skills: + Must read, write, and speak English fluently + Working Conditions: + Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. + Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). + Includes some industrial production environment conditions as well + Physical Requirements: + Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work. + Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices. + Must comply with all Fire and Safety Regulations and post policies.
