<p>Overview ***This position is physically located in Iraq in support of LOGCAP*** Responsible for the supervision of an assigned aircraft or structural firefighting crew on an alternating shift, supervising all assigned crew members in fire ground situations as well as the performance of care and maintenance of apparatus and equipment as defined in the current task order, Performance Work Standard (PWS), and as directed by Vectrus. Responsible for implementing and maintaining all fire protection services related functional standards within their assigned department IAW the Statement of Work. Implements the Fire Chief’s comprehensive firefighting program at the assigned installation to ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire and Emergency Services, Local work instructions, and National Fire Protection Association (NFPA) Guidelines. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Reports to the Assistant Chief of Operations and functions under their direct supervision. + Supervises a structural and/or aircraft firefighting crew at assigned fire department to ensure compliance with PWS and all local requirements are met. + Assigns, directs, and reviews the work of assigned subordinate employees who assist in carrying out program activities. Ensure timely submittal of CDRL, deliverable, and work product reports pertaining to the operations section as required. Ensure scheduling of required fire protection equipment inspections to comply and meet PWS requirements for the department. + Prevents loss of life and minimizes damage to property and the environment from fire by directing fire attack, confinement, salvage, overhaul, ventilation and rescue activities, to include performing emergency medical care and CPR. Protects and preserves evidence at a fire scene and may participate in investigation of fire incidents. + Assures that procedures are affected; station logs and other records pertinent to reports, activities, drills, equipment inspections, etc., are maintained properly and submitted within time limits, if required. + Maintains current knowledge of the base, its structures, and all systems related to fire protection. + Ensures related firefighting duties are accomplished and documented as outlined in the PWS and department work instructions. When aircraft/facility pre-fire plans are outdated, develop and provide updates. Performs required operators maintenance and tests on rescue tools and saws, ground ladders, fire hose, ropes, harnesses and hardware; serviceable inspections of firefighters’ protective firefighting clothing; and enforces mandated standards for a respiratory protection program for self-contained breathing apparatus (SCBA). + Participates in career and proficiency training programs designed to increase technical proficiency of firefighters. Provide and conducts scheduled training as prescribed by the Fire Chief’s Annual Training Plan and as scheduled by the Assistant Fire Chief. + When first to arrive on-scene, serves as the incident commander of a fire/crash scene until relieved by the Assistant Fire Chief. Determines the best course of action to minimize loss or damage from fires or explosions. Directs the placement of firefighting equipment and personnel to ensure maximum utilization in fire control of aircraft crash/rescue operations. Assesses the fire scene/emergency situation to facilitate fire/rescue operations and to brief the Assistant Fire Chief upon arrival. + Leads and directs assigned firefighting crew to provide safe and proper rescue operations of endangered persons. Ensures rescue operations are performed in accordance with established policies and procedures and minimize the risk of additional danger to firefighting personnel and endangered persons. Employs firefighting measures to minimize the loss or damage as a result of fire or explosions. Responds to hazardous material incidents; leads operations level actions, as directed by the Assistant Fire Chief, to establish control of the affected area with minimal risk to response + As required and/or assigned, oversees fire alarm communication center operations to ensure all firefighting equipment and personnel are dispatched as required. Ensures that the communications center is manned at all times during the shift. Oversees the checkout of communications equipment at the beginning of the shift. As necessary, details additional personnel in case of short staffing. Maintains constant contact with the communications center during real world emergencies or fire drills. + Ensures the maintenance of reference materials such as the NFPA Standards, IFSTA Training Manuals, Lesson Plans, and reviews and provides input to work instructions pertaining to the operations, training, and communications sections of the department. + Performs mid-level supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers’ performance ensuring consistency and equity in rating technique + Performs other duties and assignments as required or as directed by the Assistant Fire Chief or Fire Chief. Qualifications + Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required. + Must be a U.S. Citizen + Must be able to pass annual firefighter Occupational Health Exam and SCBA Fit Testing IAW NFPA 1582 and 1583 + Certifications: + Must possess current DoD (IFSAC/PROBOARD) certifications for: Fire Officer I, Fire Inspector I, Fire Instructor I, Airport Fire Fighter, Hazardous Materials - Operations, and Driver/Operator ARFF and Pumper, Mobile Water Supply + Must possess current CPR and First Aid First Responder certification + Required to have IFSAC or Pro-Board Certification + Preferred Qualification: + Undergraduate Degree preferred or equivalent work-related experience + Experience: + Minimum of (7) Seven years of related work experience. + Minimum of three years of leadership experience. + Preferred: + 3 Years’ experience as a Firefighter Crew Chief + Working knowledge of Microsoft Office (Word, Excel and Outlook) + Supervisory Responsibilities: + Supervises a shift and crew for response readiness. Iraq is navigating a complex transition from a humanitarian context toward a humanitarian-development-peace (HDP) Nexus approach. While some progress has been made in stabilization and recovery, humanitarian needs remain acute. An estimated 1.1 million internally displaced persons (IDPs) remain in protracted displacement, children and families in camp settings, refugee returnees, and those in underserved rural and peri-urban areas continue to require urgent support across multiple sectors, including education, protection, health, WASH, and livelihoods. In recent years, Iraq has contended with the aftermath of conflict with ISIS, mass displacement, rising poverty, a fragile economy, and increasingly complex protection risks for children. These challenges are compounded by a tightening global funding environment, which is placing increasing pressure on the Country Office abilities to reach the most vulnerable children and families across the country. </p><br><p>Save the Children has been active in Iraq since 1991, delivering humanitarian, recovery, and development programs in Federal Iraq (FI) and the Kurdistan Region of Iraq (KRI) with sectors of intervention focusing on Education, Child Protection, Climate Resilience and Equality & Social Inclusion. SC prioritizes marginalized groups, including children with disabilities, those affected by armed conflict, Syrian refugees, and internally displaced persons (IDPs), working across 12 governorates: Erbil, Sulaymaniyah, Dohuk, Diyala, Kirkuk, Baghdad, Salah Al-Din, Anbar, Misan, Anbar and Ninewa. The Iraq CO has a current portfolio of USD 11.7 million with a workforce of approximately 54 staff, where a priority is put on working with partners across all areas of intervention. </p><br><p><b>Role Purpose</b></p><br><p>The <b>Country Director, Iraq</b> will lead Save the Children’s programmes in Iraq based out of Erbil, with frequent travel to Baghdad, reporting to the Middle East North Africa, and Eastern Europe Regional Director. The Iraq Country Director will provide strategic direction to the programme; is responsible for identifying needs and resources, and elaborating programme recommendations in line with Save the Children national and global priorities. The post-holder will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p> It seeks to address critical challenges related to water scarcity, climate change, and agricultural productivity through targeted infrastructure and capacity-building interventions. The project focuses on three key objectives: 1. Water Management: Improve water availability and increase irrigation efficiency to ensure sustainable water supply for agricultural production in the targeted governorates. 2. Climate Change Adaptation: Reduce the impacts of climate change, particularly declining rainfall and increasing water scarcity, by supporting more resilient and efficient irrigated agriculture systems. 3. Agricultural Development: Enhance the productivity and profitability of smallholder farmers and agri-businesses, contributing to improved livelihoods and economic opportunities for vulnerable rural communities. As part of its implementation responsibilities, OUR CLIENT will oversee the design and rehabilitation of irrigation infrastructure, including the lining of water canals, installation of closed irrigation systems, and rehabilitation of pumping stations. The project is expected to be implemented by a team of approximately five personnel and has an estimated budget of USD 12 million. 2.
