Operational Context:
After more than three decades of political turmoil and armed conflict that profoundly affected its population, Iraq is gradually emerging into a period of relative stability. The country is making progress towards sustainable development, including efforts to resolve protracted displacement. Iraq continues to host significant numbers of refugees and asylum-seekers and pursues an inclusive policy that enables their access to national services. Despite these advances, substantial humanitarian and development needs persist.
As of the end of 2025, Iraq generously hosts more than 348,600 refugees and asylum-seekers, of whom 88 per cent are Syrian nationals. Approximately 80 per cent of this population resides in the Kurdistan Region of Iraq (KRI). While most refugees and asylum-seekers live in urban and peri-urban areas, around 30 per cent continue to reside in nine refugee camps nationwide. Iraq also continues to have large numbers of internally displaced people (IDPs), including some 102,000 IDPs who live in IDP camps.
In this evolving context, UNHCR in Iraq has transitioned from a humanitarian response to an approach that increasingly supports development-oriented solutions. UNHCR works closely with the Government of Iraq and partners to support refugees and asylum-seekers in accessing protection, public services such as education and healthcare, and economic opportunities, while also advancing durable solutions for both refugees and IDPs.
Accordingly, UNHCR’s Multi-Year Strategy (2025–2029) envisions that forcibly displaced populations in Iraq will have enhanced access to legal protection, inclusive and quality basic and protection services within national systems and improved economic opportunities.
b. Desired Candidate Profile:
- Strong interpersonal and communication skills are essential for this role, as the incumbent will be expected to build trust and maintain effective relationships with refugee communities, often in complex and sensitive environments.
- Demonstrated experience in engaging with a wide range of stakeholders, including humanitarian/development partners, government authorities, and community representatives is crucial to ensure coordinated and inclusive protection responses.
- The ability to monitor, assess, and interpret protection trends and risks is vital. The incumbent should be capable of synthesizing complex information and translating it into concise reports and actionable recommendations. A proactive approach to identifying protection gaps and proposing practical, context-appropriate solutions is key to success in this position.
- In addition, strong managerial competencies are required, particularly in leading teams, coordination of protection activities, and ensuring accountability.
- Experience in designing and delivering training or capacity-building initiatives for staff and partners is also highly desirable, as it contributes to strengthening the overall protection response and sustainability of interventions.
c.
Mensen met een Missie is an organisation for international cooperation and solidarity. We challenge beliefs and narratives that normalise exclusion, repair relationships between people on opposing sides, and address the patterns and structures that sustain inequality. Together with locally rooted partner organisations across Africa, Asia and Latin America, we work for peace and equality. Through dialogue, reflection and collaboration, we seek to challenge harmful beliefs, reduce mistrust and division, and strengthen relationships across social and religious divides. Our team in The Hague works closely with partners and changemakers to contribute to more peaceful and inclusive societies. Faith in Freedom is a new Mensen met een Missie programme that seeks to strengthen Freedom of Religion and Belief (FoRB) and contribute to more peaceful and inclusive societies. In Middle East/Asia, the programme works in Indonesia, Iraq, Pakistan, the Philippines and Syria, building on existing relationships and networks of civil society, faith-based and community actors. At the heart of Faith in Freedom is the principle that everyone should be free to hold, practise, change or abstain from a religion or belief without experiencing discrimination or violence. For Mensen met een Missie, FoRB is closely connected to wider questions of dignity, equality, social cohesion and inclusive citizenship. Religion can contribute to exclusion and division, but religious actors and communities can also play an important role in promoting dialogue, solidarity, reconciliation and social change. The programme combines three mutually reinforcing areas of work: strengthening inclusion and constructive change within religious communities, building trust and cooperation across religions and beliefs, and advocating for more inclusive FoRB-related policies and practices. Particular attention is given to the meaningful participation and leadership of women, youth and religious minorities. Faith in Freedom takes an adaptive approach, with a strong focus on conflict sensitivity, learning, local ownership and evidence-based advocacy. For the Faith in Freedom programme in Iraq we are looking for qualified candidates for the position of Network Coordinator Iraq Starting date: October 1, 2026 In Iraq, 3-5 partner organisations will work together as a country network to implement the Faith in Freedom strategy and workplans. The Network Coordinator facilitates this collaboration and helps partners bring together their complementary strengths. The coordinator supports country-level planning, reporting, learning and advocacy processes and helps maintain strong collaboration between partners and relevant external stakeholders. Based in Iraq (KRI, Mosul) the Network Coordinator serves as an important link between the Iraq partner network and the wider Faith in Freedom programme. The coordinator represents Mensen met een Missie at country level while representing the interests of all partners equally and promoting an inclusive, gender- and faith-sensitive way of working. The coordinator will be contracted by Mensen met een Missie. Tasks and Responsibilities • Coordinate and facilitate the Iraq Faith in Freedom partner network and strengthen collaboration, trust and shared ownership among partners. • Support implementation of the Iraq strategy across the intrafaith, interfaith and extrafaith pathways, helping partners contextualise approaches to Iraq s FoRB context. • Promote the meaningful participation and leadership of women, youth, religious minorities and other marginalised groups. • Promote conflict-sensitive, power-aware and Do No Harm approaches and help partners respond to changing risks and tensions. • When requested, provide strategic advice and accompaniment of the individual partners. • Serve as the bridge between Iraq and the team in The Netherlands: signal relevant changes and opportunities in the context and among partners, communicating back and forth, translating the overall programme framework to local realities and vice versa. • Coordinate the Iraq advocacy agenda and connect partner priorities and community experiences to relevant local and national stakeholders, drawing on technical support from the Mensen met een Missie team where needed. • Maintain strategic relationships with relevant stakeholders, including government institutions, religious bodies, civil society networks and the Embassy of the Kingdom of the Netherlands. Programme coordination, learning and advocacy • Coordinate annual planning, reflection and country reporting processes, bringing together partner inputs in collaboration with the Mensen met een Missie s programme management and PMEL teams. • Follow up on partner reporting and support consolidation of the country s overall narrative reports; the coordinator is not expected to write all reporting independently. • Work with the PMEL team to coordinate monitoring, evaluation and learning processes, including baseline, mid-term and endline activities where relevant.

Desired Candidate Profile

Relevant academic background and professional experience in international development, human rights, peacebuilding, governance or a related field. Good understanding of FoRB and of Iraq s religious, social and political context, with willingness to further develop thematic expertise. Experience working with religious actors, faith-based organisations and/or diverse civil society actors, with sensitivity to religious diversity and inclusion. Experience coordinating partner networks, multi-stakeholder processes or consortium programmes, with strong facilitation and relationship-building skills. Experience with programme coordination, planning and reporting, monitoring, evaluation, learning processes and familiarity with advocacy. Strong analytical, organisational and communication skills, with an ability to turn complex issues into practical actions. Excellent written and verbal English; and excellent written and verbal Arabic and/or Kurdish. Iraqi citizenship and ability and willingness to travel regularly to programme locations within the country. Proactive, collaborative and reflective working style, and confidence using Office 365 and online collaboration tools.

ASSIGNMENT OBJECTIVES

The objectives are to:

1) Strengthen the existing draft evidence base on how social security entitlements are interpreted, applied and enforced, and extend it to the mechanisms through which workers raise and resolve complaints and appeals.

2) Secure tripartite and institutional validation of that consolidated evidence base.

3) Build the capacity of those who decide, administer and support social security claims, through curricula national training institutions can keep running after this agreement ends.

4) Place before decision-makers a prioritised set of options, with order-of-magnitude resource implications, for strengthening the legal framework and the routes by which workers pursue their entitlements.

4. SCOPE OF WORK AND METHODOLOGY

This agreement is the sole arrangement for this work stream and all activities are delivered within the agreed value. Bidders shall not assume that any event, expert engagement, expert fee, translation, printing, transport, entry permit, participant payment or venue requirement is met separately. Requirements outside the priced scope must be raised in the Technical and Financial Proposal and, if necessary, at the Inception Report stage.

Activity numbers, sizes, sequencing, locations and participant numbers are indicative and adjustable within the agreed value and period by written agreement. The deliverables in Section 6 are the binding outputs.

Component A. Strengthening the analytical report

1) Starting material. The ILO's draft report is the base text of the deliverable, not background material; proposals set out how they would appraise the full draft at inception and what they expect to remain, and the Inception Report fixes the remaining scope with the ILO on the basis of the draft as received. The ILO holds the rights in the draft, grants the Implementing Partner the right to use and modify it for this agreement, and determines authorship and acknowledgement in any publication.

2) Higher court analysis. Strengthen the analysis of how the higher courts interpret and enforce the framework, against a sample frame agreed at inception, bounded to the Court of Cassation and, for constitutionality challenges only, the Federal Supreme Court, and including first-instance and appellate decisions held in the same cassation file. Test, rather than assume, the premise that decided case law rests predominantly on Law No. 39 of 1971, Law No. 18 of 2023 having entered into force only on 26 November 2023. Establish which settled principles carry over to Law No. 18 of 2023, which are displaced and which the transitional provisions leave uncertain, and where liability falls when contributions were never paid or the worker never registered. Identify the procedural requirements that operate as barriers to claimants, including limitation periods, time limits for objecting to an administrative decision, and the medical assessment of invalidity and employment injury.

3) Enforcement. Provide a qualitative chapter on enforcing judicial decisions, drawing on the case sample and key informants and identifying the principal obstacles to executing judgments. A separate empirical study of execution files is not required and shall not be priced.

4) Legal framework. The review covers Law No. 18 of 2023, Law No. 39 of 1971, labour court and cassation procedure, and the constitutional provisions on social security entitlement. Labour Law No. 37 of 2015 is reviewed only where it governs social security claims: proof of the employment relationship, labour court jurisdiction and procedure, and labour inspection and the sanctions on employer registration and contribution compliance. No general review of that Law, or of constitutional labour protections, is in scope.

REQUIRED EXPERTISE OF THE IMPLEMENTING PARTNER

The Implementing Partner shall be a legally registered non-profit entity, such as a non-governmental organisation, research institution, university, legal institute or intergovernmental organisation, operating or able to operate in Iraq. It may be an ILO constituent organisation or affiliated member, or a non-constituent organisation meeting all other criteria. It shall practise non-discrimination in selecting participants. It shall not appear on any United Nations ineligibility or debarment list, be subject to European Union restrictive measures or appear in the EU Financial Sanctions Database, and shall have no history of failed obligations or prohibited conduct. Before award the ILO screens the proposed partner, its governing body and its senior management against these lists, under the Terms and Conditions applicable to Implementation Agreements, incorporated by reference under Section 16.

Bidders shall meet the following criteria. Each criterion specifies the documentary evidence required.

1) Organisational capacity and legal status. Established governance and internal financial controls, and at least three years of operational experience in Iraq or the Middle East region. Evidence: registration certificate; organisational profile; governance charter or by-laws; two years of audited financial statements.

2) Financial administration capacity. Capacity to manage donor funds at the scale of this agreement and to administer multiple expert engagements and event budgets transparently. Evidence: audit reports from two prior projects of comparable scale; reference letters from two prior funders; dedicated project account capability.

3) Capacity to mobilise specialised legal expertise. Senior legal expertise, in-house or through a roster of external experts, of the calibre required for analytical refinement, for peer review by senior judges and lawyers, and for training, together with social security administration and complaints-handling expertise. Evidence: how such expertise is mobilised; curricula vitae or profiles of indicative experts; one comparable assignment.

Desired Candidate Profile
