<p><h4>Job description</h4>
<p>The operations manager will be based at one of the three Amentum sites in Iraq and serve the operations and maintenance support services (OMSS) contract in support of the U.S. Department of State. This position will be responsible for taking ownership of all site operational responsibilities to include directing the daily performance of the organization, planning, scheduling and training processes to meet the requirements of the contract. This position will report to the OMSS program manager. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.</p>
<h4>Duties</h4>
<ul>
<li>Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.</li>
<li>Comply with all environmental health & safety and quality assurance requirements and goals.</li>
<li>Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.</li>
<li>Act as the program manager’s principal operations representative.</li>
<li>Responsible for the management of all O&M functions, including ensuring there are qualified personnel to meet staffing requirements, and the central planning, coordination, control, and actual performance of these functions.</li>
<li>Manage the O&M and other assigned functions on site to ensure overall contract performance, which requires getting information to and from critical operating/supporting elements and directing/coordinating actions to ensure resources are fully utilized to properly perform the mission.</li>
<li>Monitor system readiness, identify problem areas, and respond to mission requirements to perform contract requirements.</li>
<li>Direct and monitor the preventive maintenance program; accept, process, coordinate, and assign work orders, projects, and large task assignments.</li>
<li>Control resources; monitor staff proficiency and qualifications; monitor staff endurance; monitor the locations and activities of assets; and coordinate the flow of information to and from O&M staff.</li>

<p><strong>Passport, licenses and certifications:</strong> As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport with a minimum of 18 months remaining to expiration date with 8 blank pages. Valid drivers’ license.</p>
<p><strong>Security vetting:</strong> Must be able to obtain and maintain a secret US government clearance. Note: US citizenship is required to obtain a secret clearance.</p>

Organizational Context and Scope IOM Iraq is working alongside the Government of Iraq to support the return, rehabilitation and reintegration of Iraqi nationals coming from Al Hol and Al Roj camps in north east Syria. Since 2021, the Government of Iraq (GoI) has been returning its national from north east Syria, with the returns accelerating since the beginning of 2025. More than 21,500 Iraqis have been returned; upon arrival in Iraq, the returnees spend several months in the Al Amal Rehabilitation Center. This programme brings together Camp Coordination and Camp Management (CCCM), social cohesion, tribal engagement, prevention of violent extremism and case management to provide a holistic support to the GoI. <p>The Regional Finance Officer (RFO) Middle East is responsible for supporting the sound financial management of HAMAP-Humanitaire s programmes and operations across Lebanon, Iraq and Syria. The role will be responsible for the management and coordination of the Wells QAQC team.
