The assignment is time-bound and focused on providing technical assessments and recommendations to inform the design and implementation of a specific climate resilience intervention.<br><p><strong>Project Context and Scope</strong></p><br><p>The project aims to strengthen sustainable agricultural livelihoods and enhance ecosystem resilience through Ecosystem-Based Adaptation (EbA) approaches, including but not limited to conservation agriculture and aquifer recharge. The intervention is situated in a fragile context where the combined impacts of climate change, environmental degradation, and past and ongoing unsustainable agricultural practices have increased pressure on natural resources, soil health, and livelihoods.</p><br><p>Environmental degradation and biodiversity loss are recognized as key factors that can exacerbate resource scarcity, contribute to livelihood insecurity, and act as drivers of displacement and local tensions. Under supervision of the Waste Services Manager, the Waste Management Supervisor supervises and coordinates all activities of a Non-Hazardous Waste Management Operation which includes wastewater treatment plant operations and black and gray water collection and disposal. The Supervisors oversees all personnel engaged in operation, maintenance, and repair of all Sewage and Black Water Waste Management activities at a 24 / 7 facility. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Directs activities of workers engaged in tasks such as black and gray water collection, and dust abatement. + Assists workers in repairing facilities and equipment, applying general knowledge of wastewater collection and disposal safety procedures, and using hand tools. + Maintains personnel records. + Trains workers in performance of duties and safety procedures. + Inspects facilities and other equipment to detect need for maintenance and repair. + Performs other duties as described. <p> The Consultant will provide time-bound specialized technical expertise to support the implementation of specific Intelligence-Led Policing (ILP) capacity-building activities under the project Supporting Community Engagement and Policing in Iraq Phase II , led by the Community Engagement and Policing (CEP) unit of IOM Iraq. The objective of this project is to strengthen public trust and confidence in Iraq s security institutions by enhancing accountable, inclusive, and community-responsive policing practices in areas of return and border regions. The project focuses on two primary pillars: i) increase Iraq s security agencies legitimacy and accountability in areas of return and border areas through an increased professionalization of police and border guards and mainstream of CEP approaches across different Directorates within the MoI; and ii) strengthen the CP community outreach, especially amongst women, through the CP Women Empowerment and Protection (WEP) Action Plan, to ensure rights-based stabilization interventions that respond to the needs of communities. The required expertise in prevention-oriented Intelligence-Led Policing (ILP), intelligence development frameworks, police analytical systems, and operationalization of risk analysis methodologies is not currently available within IOM Iraq. The engagement of an external consultant is therefore required to provide specialized technical knowledge, support the development of practical tools and procedures, and strengthen the capacity of the Community Policing Directorate and relevant Ministry of Interior counterparts to establish sustainable prevention-oriented ILP approaches. f) Risk & Incident Integration: Collaborate with the Airport Safety Management System (SMS) and utilize the Security Management System (SeMS) to integrate security compliance findings into risk assessments. Support incident investigations (e.g. security breaches, prohibited items, etc.) and embed lessons learned into revised standards.
g) Training Awareness: Liaise with the Security Training Team and develop training modules on security standards, compliance and quality assurance for airport security staff. Promote a culture of vigilance, compliance and continuous improvement. Undertake training delivery in support of the Security Training Team, as required.
h) SQC Reporting: Prepare structured reports with clear recommendations and highlight compliance risks with mitigation strategies.</p><p>Education: National Level 3 AvSec Manager or equivalent, Quality Assurance, Auditing or a related field, ISO 9001 Quality Management System Certification or equivalent, Managing Safely (IOSH) or equivalent, Possess an AvSec Training qualification.
