<p><h4>Job Description</h4>
<p>The quality construction inspector will support the U.S. Department of State contract in Iraq. Under specific direction, the inspector will apply knowledge and experience of facility systems in the construction and modification of horizontal and vertical applications and support services for LCC department. They will demonstrate knowledge of setting and meeting key performance indicators, to include the verification of compliance metrics in preliminary laydown, during construction phases and then final and acceptance inspections, utilizing the framework Amentum standards, OBO and DoS policies and regulations, local and international construction codes and standards (ICCS).</p>
<p>This position will be responsible for providing oversight and collaboration of standards at construction sites, with the monitoring of construction teams, providing oversight in mechanical, electrical and plumbing functions, directing inspections and managing work requirements, utilizing skills and knowledge requiring flexibility, adaptability, and responsiveness. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.</p>
<h4>Duties:</h4>
<ul>
<li>Provide specific support of construction techniques and improvements and facilitate verification of products and/or service support applications, recommend training, tools, and methods for sound and safe construction principles.</li>
<li>Align the quality management function with the performance needs of the product line and/or service support application.</li>
<li>Manage and maintain project portfolios, adhere to policies and procedures, the basis being ISO 9001:2015 standard requirements, understand OBO and DoS maintenance practices and policies, and USACE requirements.</li>
<li>Maintain an audit schedule, and perform audits of procedures, reporting requirements, plans, programs, and keeping records, reviewing cut sheets, horizontal and vertical building codes.</li>
<li>Conduct site inspection, verification of safety practices and procedures, material deliveries and product/materials standards.</li>
<li>Record data and analyze performance of material testing, hardness, and slump testing, project change bulletins and change orders.</li>
<li>Track deficiencies and work with management to define corrective action plans and close out deficiencies, understand CAPA principles and methods.</li>
<li>Collect and analyze data to determine performance trends on mechanical, electrical and plumbing systems and assist in-house teams in repairs, oversee and direct sub-contractors work and products, be aware of new product lines, parts and manufacturing techniques.</li>
<li>Prepare and provide daily, weekly and monthly reports to management, document progress and compliance by reporting and photographs, must obtain RSO photo badge approval.</li>
<li>Ensure quality-related training is provided by the program and sub-contractor employees.</li>
<li>Implement, maintain program instructions, plans, and SOPs. Ensure archives and libraries are reviewed and revised on a planned and scheduled timetable.</li>
</ul>
<h4>Required:</h4>
<p><strong>Minimum acceptable experience level:</strong></p>
<ul>
<li>Five (5) years’ experience in quality assurance/control in construction projects.</li>
<li>Five (5) years’ experience as a quality management professional, supporting a DoD or DoS program.</li>
<li>At least two (2) years’ international experience in challenging locations, preferably the Middle East.</li>
</ul>
<p><strong>Knowledge, skills, and abilities:</strong></p>
<ul>
<li>Knowledge of all principles and processes involved in quality construction management.</li>
<li>Ability to collect, analyze, and summarize data and to prepare clear and concise reports.</li>
<li>Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures, a basic understanding of local customs and culture and language.</li>
<li>Exercise sound judgment and make decisions independently and be able to take direction from leadership.</li>

<p><strong>Education/Certification:</strong> Certification of quality construction inspector, or eight (8) years’ related experience and/or education.</p>
<p><strong>Licenses and certifications:</strong> ISO 9001:2015 certification. Valid driver's license from home of record.</p>
<p><strong>Security vetting:</strong> Must be able to obtain and maintain a secret US government clearance. Note: US citizenship is required to obtain a secret clearance.</p>
<p><strong>Language skills:</strong> Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.</p>
<p><strong>Medical:</strong> Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.</p>

<h4>Working and living conditions:</h4>
<p>This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit / 50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods.</p>
<p>Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.</p></p><p></p>

<p>Event Management Service for a Social Dialogue Workshops Erbil, Kurdistan Region of Iraq 6 and 18th August 2026 Background and Context: More than 1.1 million Iraqis remain in protracted displacement, concentrated in the KRI and Ninawa. The Employment and Employability project has documented youth unemployment among some IDP groups at 49.6%, female refugee labour-force participation below 3% in Erbil and Duhok, and informality rates around 94% among young displaced men. The Iraqi Government's ongoing closure of IDP camps adds urgency: without a tripartite framework, people leaving camps risk moving into unprotected informal work with no recourse. The first social dialogue session will be based on the Policy Brief, Refugees, IDPs and labour market Integration in Iraq and Kurdish Region of Iraq: Advancing Inclusion through Employment that was commissioned by the GIZ supported project, Promoting Employment and Employability among Refugees, Internally Displaced Persons (IDPs) and Host Communities focusing on Women, PWDs, and Youths in Northern Iraq. That alone gives the session a concrete, ready-to-sign output. The broader discussion on labour market access barriers and active labour market policies adds systemic value. In addition, a second social dialogue will be held to discuss labour migration. <p><strong>The Position:</strong></p><br><p>The United Nations Population Fund Iraq Country office in coordination with the Government of Iraq statistical commissions at both the Federal and Kurdistan Regional levels successfully conducted a National Population and Housing census in 2024, marking a major milestone since the last unitary Census 37 years ago.</p><br><p>The census enabled Iraq to generate data on several core topics:</p><br><ul> <li>Socio-demographic characteristics (age, sex, household headship, nationality and religion). </li> <li>Household member characteristics (migration and disability status; education and work; marital status and fertility); </li> <li>Housing characteristics and ration card information. </li> <li>Mortality in the past 12 months; and </li> <li>Ownership of durable goods. </li></ul><p>The Federal and Kurdistan Regional Statistical Commissions are keen to ensure the census results are analyzed, published and properly disseminated to optimize their use for policy and programs for at least two reasons:</p><br><p>First: population censuses are such costly ventures that most countries can only afford in ten-year intervals.</p><br><p>Second: their content has increased in length and complexity over the years mainly due to the development of new technologies, improvements in human capacity and increasing needs for data for development planning thereby increasing the range of users of information generated from censuses and with this the expectations on the type and level of disaggregation of the analyses.</p><br><p>The proposed census thematic analysis is aimed at further analysis of the 2024 Population and Housing Census data with a view to broadening the country’s understanding of the observed levels and trends in key components of the population and responding to the needs of data users.</p><br><p>The analysis will include, among other things:</p><br><ul> <li>Comparison with other surveys, previous censuses and other countries. </li> <li>Spatial variations; and </li> <li>Trend analysis of various indicators. </li></ul><p>The analysis will be demand-driven by inquiring from and involving the users throughout the process.
