Responsible for the supervision of an assigned aircraft or structural firefighting crew on an alternating shift, supervising all assigned crew members in fire ground situations as well as the performance of care and maintenance of apparatus and equipment as defined in the current task order, Performance Work Standard (PWS), and as directed by Vectrus. Responsible for implementing and maintaining all fire protection services related functional standards within their assigned department IAW the Statement of Work. Implements the Fire Chief’s comprehensive firefighting program at the assigned installation to ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire and Emergency Services, Local work instructions, and National Fire Protection Association (NFPA) Guidelines. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Reports to the Assistant Chief of Operations and functions under their direct supervision. + Supervises a structural and/or aircraft firefighting crew at assigned fire department to ensure compliance with PWS and all local requirements are met. + Assigns, directs, and reviews the work of assigned subordinate employees who assist in carrying out program activities. Ensure timely submittal of CDRL, deliverable, and work product reports pertaining to the operations section as required. Ensure scheduling of required fire protection equipment inspections to comply and meet PWS requirements for the department. + Prevents loss of life and minimizes damage to property and the environment from fire by directing fire attack, confinement, salvage, overhaul, ventilation and rescue activities, to include performing emergency medical care and CPR. Protects and preserves evidence at a fire scene and may participate in investigation of fire incidents. + Assures that procedures are affected; station logs and other records pertinent to reports, activities, drills, equipment inspections, etc., are maintained properly and submitted within time limits, if required. + Maintains current knowledge of the base, its structures, and all systems related to fire protection. + Ensures related firefighting duties are accomplished and documented as outlined in the PWS and department work instructions. When aircraft/facility pre-fire plans are outdated, develop and provide updates. Performs required operators maintenance and tests on rescue tools and saws, ground ladders, fire hose, ropes, harnesses and hardware; serviceable inspections of firefighters’ protective firefighting clothing; and enforces mandated standards for a respiratory protection program for self-contained breathing apparatus (SCBA). + Participates in career and proficiency training programs designed to increase technical proficiency of firefighters. Provide and conducts scheduled training as prescribed by the Fire Chief’s Annual Training Plan and as scheduled by the Assistant Fire Chief. + When first to arrive on-scene, serves as the incident commander of a fire/crash scene until relieved by the Assistant Fire Chief. Determines the best course of action to minimize loss or damage from fires or explosions. Directs the placement of firefighting equipment and personnel to ensure maximum utilization in fire control of aircraft crash/rescue operations. Assesses the fire scene/emergency situation to facilitate fire/rescue operations and to brief the Assistant Fire Chief upon arrival. + Leads and directs assigned firefighting crew to provide safe and proper rescue operations of endangered persons. Ensures rescue operations are performed in accordance with established policies and procedures and minimize the risk of additional danger to firefighting personnel and endangered persons. Employs firefighting measures to minimize the loss or damage as a result of fire or explosions. Responds to hazardous material incidents; leads operations level actions, as directed by the Assistant Fire Chief, to establish control of the affected area with minimal risk to response + As required and/or assigned, oversees fire alarm communication center operations to ensure all firefighting equipment and personnel are dispatched as required. Ensures that the communications center is manned at all times during the shift. Oversees the checkout of communications equipment at the beginning of the shift. As necessary, details additional personnel in case of short staffing. Maintains constant contact with the communications center during real world emergencies or fire drills. + Ensures the maintenance of reference materials such as the NFPA Standards, IFSTA Training Manuals, Lesson Plans, and reviews and provides input to work instructions pertaining to the operations, training, and communications sections of the department. + Performs mid-level supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. <p>Overview ***This position is physically located in Balad, Iraq*** Under the supervision of the Firefighter Crew Chiefs, the Firefighter responds to multiple-types of emergencies operating as a firefighter. Maintains vehicles, equipment, tools, and protective clothing in a serviceable condition. Extinguish fires and takes precautions to prevent fire rekindling. Operates pumps, foam generators, turrets, nozzles, and other firefighting tools and equipment. Exercises caution to avoid personal injury and property damage and comply with strict health and safety standards. At the site of a fire protects and preserves evidence indicating the cause of the fire. Properly wears personal protective clothing. Conducts and take part in frequent reoccurring proficiency training, OJT and maintains required certifications. Performs other duties as assigned. Implements the Fire Chief’s comprehensive firefighting program at the assigned installation to ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire and Emergency Services, Local work instructions, and National Fire Protection Association (NFPA) Guidelines. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p> It seeks to address critical challenges related to water scarcity, climate change, and agricultural productivity through targeted infrastructure and capacity-building interventions. The project focuses on three key objectives: 1. Water Management: Improve water availability and increase irrigation efficiency to ensure sustainable water supply for agricultural production in the targeted governorates. 2. Climate Change Adaptation: Reduce the impacts of climate change, particularly declining rainfall and increasing water scarcity, by supporting more resilient and efficient irrigated agriculture systems. 3. Agricultural Development: Enhance the productivity and profitability of smallholder farmers and agri-businesses, contributing to improved livelihoods and economic opportunities for vulnerable rural communities. As part of its implementation responsibilities, OUR CLIENT will oversee the design and rehabilitation of irrigation infrastructure, including the lining of water canals, installation of closed irrigation systems, and rehabilitation of pumping stations. The project is expected to be implemented by a team of approximately five personnel and has an estimated budget of USD 12 million. 2. Purpose and Scope of Assignment The HSSE Field Monitor will report directly to the HSSE Senior Analyst / Project Manager and will work in close coordination with Site Engineers and other project team members. The primary function of the HSSE Field Monitor is to support the implementation and monitoring of health, safety, social and environmental measures at project field sites, ensuring that all activities are conducted in compliance with applicable HSSE standards, OUR CLIENT policies, and international best practices. The HSSE Field Monitor shall carry out routine field-level inspections, observation of work activities, reporting of hazards and incidents, and support to awareness-raising efforts among workers and contractors on construction or development project sites. Specific Duties and Responsibilities More specifically, the HSSE Field Monitor will be responsible for the following tasks: Conduct daily site inspections to monitor compliance with HSSE requirements and identify hazards or non-conformities. Observe and report unsafe acts or conditions to the HSSE Analyst or Project Manager and follow up on corrective actions. Support the implementation of Contractor Health and Safety Plans as well as Social and Environmental Management Plans at the field level. Assist in the identification, documentation, and reporting and investigation of incidents, accidents, and near-misses, including gathering witness statements and photographic evidence. Maintain accurate and up-to-date records of HSSE inspections, checklists, and field monitoring reports. Conduct regular field inspections to verify that the contractor is distributing appropriate PPE to all workers in accordance with the project's HSSE requirements and ESMP provisions, and monitor workers' correct and consistent use of PPE on site at all times, documenting any non-compliance and issuing corrective action requests to the contractor accordingly. Support the induction of new workers, contractors, and visitors on site-specific HSSE rules, emergency procedures and safe work practices. Monitor environmental compliance at site level, including waste management, Noise and dust control, water management, and protection of surrounding communities. Assist in the implementation of the CCRM by receiving and logging community grievances at field level and escalating to the relevant team members. Support stakeholder engagement activities and community consultations related to HSSE matters. Participate in HSSE toolbox talks, safety meetings, and training sessions organized for field workers and contractors. Report any social concerns or issues affecting local communities or vulnerable groups near project sites to the HSSE Analyst. Ensure all Health and Safety signage, barriers, and demarcations are correctly installed and maintained on site. Contribute to the preparation of weekly and monthly HSSE field monitoring reports. Perform any other tasks assigned by the HSSE Senior Analyst or Project Manager related to HSSE field implementation. Project reporting PM Key competencies Qualifications and Experience Education A Bachelor's Degree or Diploma in Occupational Health and Safety, Environmental Engineering, Environmental Science, Civil Engineering, or a related field is required. Additional certification in Health and Safety (e.g., NEBOSH, IOSH, or equivalent) will be considered an advantage. Experience At least 1 year of experience in HSSE monitoring or field safety supervision on construction, infrastructure, or development project sites is required. Familiarity with HSSE inspection checklists, incident reporting forms, and field documentation is required. Experience with international organizations or UN agencies is considered an advantage.
