<h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> <p><b>Location:</b> Erbil, Iraq / Dubai, UAE</p><p><b>Reports To:</b> Group Leadership</p><p><b>Works Closely With:</b> Group Financial Controller, Business Unit Directors, External Auditors, Banks, Investors, and Legal Advisors</p><p><b>Position Summary</b></p><p>We are seeking an experienced and strategic Group Chief Financial Officer (Group CFO) to lead the financial transformation and institutional development of a growing diversified business group with expansion ambitions across Iraq and the region.</p><p>The role is designed for a senior finance executive capable of building scalable financial structures, strengthening banking and investor relationships, and supporting the Group’s transition from a traditional operating structure into a professionally governed holding group with regional and industrial investment ambitions.</p><p>The Group CFO will play a critical role in shaping the Group’s long-term financial strategy, capital structure, treasury management, governance framework, and investment readiness, while supporting large-scale expansion initiatives, including manufacturing and industrial projects.</p><p>This position works alongside the Group Financial Controller, who oversees financial controls, reporting integrity, compliance, and operational finance management across the Group.</p><p><br></p><p><b>Key Objectives of the Role</b></p><ul><li>Build and institutionalize a scalable group finance structure </li><li>Strengthen banking confidence and strategic financial partnerships </li><li>Lead financing, capital raising, and debt structuring initiatives </li><li>Improve group-wide treasury management and cash flow visibility </li><li>Support the Group’s transition toward holding company governance </li><li>Enhance investor readiness and institutional financial reporting </li><li>Support regional growth and large-scale industrial investments </li></ul><p><br></p><p><b>Core Responsibilities</b></p><p><b>1. Treasury &amp; Cash Flow Management</b></p><ul><li>Establish centralized treasury management across the Group </li><li>Optimize liquidity, working capital, and funding structures </li><li>Develop group-wide cash forecasting and liquidity planning systems </li><li>Improve capital efficiency and debt utilization strategies </li></ul><p><br></p><p><b>3. Banking &amp; Financing</b></p><ul><li>Lead all banking relationships and financing negotiations </li><li>Structure and manage: </li><li>Corporate financing </li><li>Project finance </li><li>Trade finance facilities </li><li>Syndicated financing </li><li>Asset-backed financing </li><li>Develop financing strategies for manufacturing and industrial expansion projects </li><li>Prepare the Group for larger institutional financing relationships </li></ul><p><br></p><p><b>4. Holding Company &amp; Governance Development</b></p><ul><li>Support the establishment and institutionalization of holding company structures in Iraq and Dubai </li><li>Develop group financial governance frameworks and policies </li><li>Implement financial best practices aligned with international institutional standards </li><li>Support board-level financial reporting and governance processes </li></ul><p><br></p><p><b>5. Financial Planning &amp; Analysis (FP&amp;A)</b></p><ul><li>Lead budgeting, forecasting, and financial modeling activities </li><li>Develop group KPI dashboards and executive management reporting systems </li><li>Monitor profitability, cash conversion, and operational efficiency across business units </li><li>Support data-driven strategic decision-making </li></ul><p><br></p><p><b>6. <p>The Chief Engineer will be based at one of the Amentum sites in Iraq and serve the Operations and Maintenance Support Services (OMSS) contract in support of the U.S. Department of State. The Chief Engineer is responsible for all water purification, water storage, water distribution and wastewater treatments, as well as generators, and associated power generation, transmission and distribution equipment. The Chief Engineer is also responsible for the safe operation and maintenance of power plants, generators, compressors, air conditioning systems, etc., and operates industrial machinery and equipment in various forms.</p><p>DUTIES:</p><ul><li>Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.</li><li>Comply with all Environmental &amp; Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.</li><li>Responsible for managing, monitoring and tracking physical plant and building operations services.</li><li>Supervise and oversee the operations of the water and wastewater treatment plants to include all water quality laboratory, pumping, filtering, piping and control systems.</li><li>Ensure the viability, availability and safety of water treatment and waste distribution systems.</li><li>Maintain water well operations and water storage systems.</li><li>Manage water treatment waste stream to contractual standards.</li><li>Oversee the:</li><ul><li>Prime power and water/wastewater treatment programs;</li><li>Operation, calibration, diagnostics, troubleshooting and repairs to all mechanical, electrical equipment systems and electrical/pneumatic control systems.</li><li>Preventative maintenance, condition monitoring, repair, installation and modernization of all power generation, transmission and distribution equipment on site; and</li><li>Support of prime power generators made by Caterpillar, Cummins, Perkins, FG Wilson and other manufacturers, with outputs ranging from 20KW up to 160KW.</li></ul><li>Provide daily guidance and direction to supervisors, operators, mechanics and technicians.</li><li>Perform scheduled and unscheduled inspections.</li><li>Report any malfunctions or lack of compliance with SOW to the Chief Engineer.</li><li>Assist in developing the SOW when requested, including diagrams and specifications in compliance with Overseas Building Operations (OBO), Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA) and National electric Code (NEC) standards.</li><li>Maintain effective, timely and respectful communication and interaction with other employees and managers and support other organizations.</li><li>Perform administrative tasks including ordering material, inventorying and scheduling work.</li><li>Manage logistics, stock levels and workflow processes.</li><li>Collect, analyze and summarize data for report preparation and submit written reports.</li><li>Maintain appropriate technical library and record keeping, which documents all procedures necessary to accomplish assigned responsibilities.</li><li>Responsible for facility custodianship of work area and management of tools, equipment and spare parts.</li><li>Take initiative to analyze situations and make frequent technical decisions based on specifications, safety and electrical codes.</li><li>Evaluate operational effectiveness and develop/maintain effective operational control mechanisms.</li><li>Responsible for allocating and managing staff resources according to changing needs</li><li>Identify problem areas and respond to mission requirements to perform task order requirements.</li><li>Plan and manage projects.</li><li>Control resources; monitor staff proficiency and qualifications; monitor the locations and activities of assets; and coordinate the flow of information to and from O&amp;M staff and USG representatives.</li><li>Resolve physical plant and building operations issues.</li><li>Provide professional engineering guidance for all future work and technical proposals and will be responsible for drafting and presenting reports and analysis of system performance and recommendations for improvement.</li><li>Interpret all architectural, civil, structural, mechanical, electrical, plumbing, and fire system diagrams or drawings for large facilities.</li><li>Continually interface with Department of State Facility Management personnel in order to coordinate the work being completed on the equipment systems within the Utilities section and brief the customer during meetings and site surveys.</li><li>Perform additional duties and projects as assigned.</li></ul><p>REQUIRED:</p><ul><li>Minimum Acceptable Experience Level:</li><ul><li>Five (5) or more years supervisory experience in physical plant and building operations, including power plants for large facilities.</li></ul><li><br></li><li><br></li><li>Language Skills: Strong, professional, oral and written English communication skills.</li><li>Medical: Favorable passage of a drug screen and physical examination.</li></ul><p>DESIRED:</p><ul><li>Degree in Electrical or Mechanical Engineering.</li><li>Relevant overseas physical plant and building operations experience.</li><li>Previous out of home country experience is highly desirable and previous work experience in harsh environmental conditions is a plus.</li><li>Experience working with Amentum.</li></ul><p>OTHER KNOWLEDGE, SKILLS AND ABILITIES:</p><ul><li>Knowledge of principles and processes involved in operating and supporting power generation, transition, and distribution as well as water and wastewater treatment functions at an overseas facility.</li><li>Experience providing excellent customer services.</li><li>Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.</li><li>Cross-cultural sensitivity with an international perspective.</li><li>Excellent organizational and time management skills.</li><li>Ability to become an active and functioning member of a team.</li><li>Must have the ability to be innovative and be an agent for change.</li></ul><p><br></p><p><strong>Desired Candidate Profile</strong></p><ul><li><br></li></ul>
