For the purpose of this vacancy, internal and internal-equivalent candidates as well as external women candidates are considered as first-tier candidates.</p><p>Organizational Context and Scope Under the overall supervision of the Livelihoods Senior Programme Coordinator and direct supervision from the EDF Project Officer, and in collaboration with relevant units, the National Project Officer will be responsible and accountable for coordinating quality assurance processes within the Enterprise Development Fund (EDF) Technical Team, including Environmental & Social Action Plan s (ESAP) and Milestone Verification (MV). Moreover, they will serve as a focal point for multiple EDF adaptations and sit within the Livelihoods SMT Team, engaging in the longlisting and shortlisting processes for EDF applications.</p><p>Assist in the coordination and monitoring of the operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donor s requirements. Keep the EDF Project Officer (Livelihoods) informed on the status of project implementation; identify gaps and suggest actions to improve implementation, particularly concerning Quality Assurance. Participate in the development and adjustment of EDF technical tools, work plans, Monitoring & Evaluation tools and standard operations procedures. Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials. Support the longlisting and shortlisting process for EDF applications Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements. Liaise and coordinate with external stakeholders, including private sector stakeholders, start-up incubators and non-government organisations implementing livelihood projects. Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff on EDF technical tools and trainings for EDF beneficiaries. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums related to EDF adaptations. Participate in the preparation and coordination of project reporting and a diverse range of communication products, concept notes and other planning documents by compiling project data. <p>Purpose and Scope: Supervise the Maintenance cycle to ensure satisfactory completion of the program objectives. Essential Responsibilities: Supervises all maintenance operations for assigned equipment in accordance with applicable PWS, Company policies, OSHA, DOT, ANSI, ASME and applicable military regulations. Supervises shop foreman and mechanics to include vacation planning, discipline, conducting performance evaluations, and training. Establishes job priorities and estimates down time. Coordinates work flow for downed equipment waiting for parts to minimize backlog of work and cost to customer division. Provides direct support to internal/external customers to ensure compliance, tracking efficiency, burn rates, equipment usage and maximizing cost avoidance measures. Supervises the recovery operations of MHE, VE, CE, Heavy and Light vehicle maintenance throughout assigned area of operation. Coordinates the proper administration, maintenance and distribution of approved publications, warranty documentation, and LDD and ECOD documentation. Provides input to management for forecasting and monitoring of the stock levels for required service/repair parts and petroleum. Responsible for the accurate and timely submission of all required plans and reports. Maintains effective lines of formal and informal communication amongst all levels of management (and the customer) as required. Coordinates collection and preparation of activity reports. Ensure the inclusion of PSEAH within the IOM Iraq’s Country Strategy, Crisis Response Plans/Migrant Response Plans or other appeals as appropriate; ensure SEAH risks are considered in the risk register of the mission and that PSEAH is mainstreamed in project proposal development, programming, monitoring and evaluation and budgeting; develop PSEAH programming and liaise with relevant donors.</p><p>3. <p>The Regional Finance Officer (RFO) Middle East is responsible for supporting the sound financial management of HAMAP-Humanitaire s programmes and operations across Lebanon, Iraq and Syria. Master s degree in Finance, Accounting, Business Administration, Economics, Management or another relevant field.</li><li>A professional qualification or certification in accounting, finance or audit would be an asset.</li></ul><p>Experience</p><ul><li>Minimum of five years of progressively responsible professional experience in finance, accounting, grants finance or financial management, preferably within an international NGO, humanitarian or development organisation.</li><li>Demonstrated experience in project budgeting, Budget versus Actual (BvA) analysis, financial monitoring, forecasting and financial reporting.</li><li>Experience managing the financial requirements of multiple projects and institutional donor funded programmes.</li><li>Experience with donor financial compliance, financial controls, audits and/or expenditure verifications.</li><li>Experience working with local partners, including reviewing partner financial reporting, monitoring financial compliance and/or strengthening partner financial management capacity, is highly desirable.</li><li>Experience setting-up an ERP system would be a strong asset.</li><li>Previous experience in a regional or multi-country role and/or working within the Middle East is an asset.</li><li>Experience contributing to the development or improvement of financial systems, policies, procedures and tools
