<p>Job Specification
• Act as the primary liaison and first point of contact for ATC, RFF, Ground Handling Agents, Airlines, Engineering, and external stakeholders on all airside operational matters during the shift, escalating to the Head of Airside Operations where required.
• Ensure strict enforcement of Airside Driving Regulations (ADR), Apron Discipline, and all active Airside Driving Permits (ADP) and Airside Vehicle Permits (AVP) throughout the shift; direct shift inspectors to act on violations and authorize the issuance of Non-Compliance Notices (NCN).
• Coordinate and direct Wildlife Hazard Management activities during the shift, ensuring that wildlife observations are reported, logged, and acted upon in accordance with the Wildlife Hazard Management Plan, and that the runway and movement area remain safe for operations.
• Oversee apron safety and operational discipline across all apron zones, including monitoring of ground handling activities, FOD prevention, fuel safety compliance, and resolution of apron.
• Authorize and oversee emergency and contingency responses for airside-specific incidents during the shift — including runway/taxiway incursions, ground handling accidents, FOD alerts, fuel spills, airside vehicle accidents, and wildlife strikes — in accordance with the Airport Emergency Plan (AEP) and Airside Operations contingency procedures.
• Complete, review, and submit comprehensive shift log reports capturing all significant events, incidents, operational decisions taken, and handover notes for each shift, ensuring accurate and auditable records for the Head of Airside Operations.
• Conduct or delegate shift airside inspections of the movement area, apron, perimeter roads, and active worksites, ensuring compliance with ICAO Annex 14 standards, aerodrome certification requirements, and airport operational procedures.
• Represent Airside Operations in real-time coordination calls, Airside Operations Room meetings, and pre/post-flight briefings during the shift as required.
Human and Technical Resources
• Direct and coordinate the full complement of Airside Operations shift staff across all sections for the duration of the shift, ensuring appropriate task allocation, coverage of all operational zones, and staff welfare.
• Utilize the available management systems, stand planning tools, NOTAM databases, radio communication systems, and CCTV/surveillance platforms to maintain real-time situational awareness and operational control throughout the shift.
• Ensure all shift operational vehicles and equipment are serviceable and deployed effectively; report unserviceable assets to the Head of Airside Operations and Engineering for immediate action.
Planning and Programme
• Review and brief all shift staff on the daily flight programme, scheduled airside works, active NOTAMs, planned closures, and any regulatory or safety advisories at shift commencement.
• Contribute shift-level observations and operational data to the continuous improvement of Airside Operations procedures, SOPs, and contingency plans by providing structured feedback to the Head of Airside Operations.
Core Operational Activities
• Execute structured shift start and shift end handovers, ensuring all active permits, incidents, NOTAMs, ongoing works, and outstanding actions are clearly communicated and transferred to the incoming duty manager.
• Authorize real-time operational decisions including temporary runway/taxiway restrictions, emergency equipment pre-positioning, and suspension of airside work activities when safety is at risk.
• Coordinate the activation and stand-down of airside emergency responses for airside-specific incidents, ensuring all relevant parties (ATC, RFF, Ground Handlers, Engineering, airside operations team) are notified and deployed in accordance with the AEP.
• Monitor and enforce FOD (Foreign Object Debris/Damage) prevention programmes across all apron and movement area zones, directing FOD inspections and ensuring immediate clearance of any identified debris.
Human Resources Management
• Provide direct line management, mentoring, and performance evaluation for all operational shift subordinates in alignment with the airport HR and competency framework.
• Manage leave planning, duty rosters, and workforce scheduling to ensure continuous, uninterrupted operational coverage of all shift functions.
• Identify training and career development opportunities for Operations Section staff and foster a safety-first, accountability-driven team culture.</p><p>Education
• Bachelor's Degree, (Preferably in Aviation Management, Airport Operations, Aeronautical Science) Engineering, or a related discipline from a recognized institution.
• A post-graduate qualification or diploma in Aviation/Airport Management is an added advantage)
Experience
• Minimum 6 years of progressive experience in airport airside operations, of which at least 2 years must be in a supervisory or senior Operational role with demonstrated shift management responsibility.
• Proven experience in apron management, movement area operations, airside safety enforcement, and emergency/contingency coordination.
• Experience across multiple Airside Operational functions is highly desirable.
Computer Skills
• Professional knowledge of Microsoft Suite (especially Word, PowerPoint and Excel) (Essential)
• Demonstrated competency with various Airport Operations Management Systems (AODB, FIDS, stand planning tools), NOTAM databases, radio communication systems, and airside surveillance/CCTV platforms.
Language Skills

<p>The post holder is responsible for the delivery of Aviation security training programs through courses and workshops, ensuring that all aviation security staff are well-trained and capable of performing their duties efficiently and safely. Additionally, ensuring that other airport workers and stakeholders receive requisite security training and briefings in accordance with mandated international security standards.
All training must be compliant with the Regulatory requirements of ICAO Document 8973 Aviation Security and the ICAA National Civil Aviation Security Training Program (NCASTP).
A solid knowledge of performance management tools, techniques, and utilizing ‘state of the art’ technology, is vital, along with the ability to forge relationships with peers and customers.
Key Areas of Responsibility:
a) Regulatory requirements: Demonstrate excellent knowledge of all pertinent security regulations and standard operating procedures, the training requirements of the ICAO Document 8973 Security Manual and the ICAA National Civil Aviation Security Training Program (NCASTP).
b) Lesson Plans & Courses: Assist in the development, and then deliver comprehensive aviation security training programs, including lesson plans, exercises and instructional materials for all identified training courses – specifically the core regulated security courses for a Certified Security Officer (CSO), the supervisory and specialist courses for the experienced staff, and for
all airport staff the General Security Awareness Training (GSAT) and customer service courses. Create and conduct training sessions on aviation security protocols, procedures, and regulations.
c) Courses, Development & Delivery Security Oversight: Organize and prepare all courses to international standards, quality checked against stated learning objectives, then delivered in the national language of Iraq or, when require, in English. (Ensure all courses, lesson plans, examinations and power point presentations are written in Arabic and English).
d) Instructional Design: Apply instructional design methodologies to improve training effectiveness and job performance.
e) Examinations: Ensure that all courses and examinations are delivered to the standard, content and required level of knowledge; that examination results are properly evaluated & appropriate remedial action initiated where necessary.
f) Course Certification: Issue course certificates to successful candidates after course completion.
g) Maintaining Records: Maintain accurate records of all training activities, certifications, and employee progress and ensure that staff and training records are properly filed and secured in accordance with Training Manual procedures.
h) Methods: Deploy a wide variety of interactive and hands-on training methods, such as simulations and role playing, using visual exercises, varying incident scenarios, and tabletop exercises, to make learning more engaging & practical.
i) Workshops: Assist in organizing AvSec workshops and seminars to meet the practical aspects of training needs and staff development.
j) Mentorship & On-the-Job training: Provide on-the-job training and mentorship to new staff, offering feedback and addressing areas of low performance.
k) Assess and evaluate trainees: Monitor and assess the progress of trainees, providing feedback and guidance to ensure they meet the required standards.
l) Maintain training materials: Update and maintain training materials to ensure they are current and effective.
m) Currency: Keep current with the latest developments, training trends and industry best practices in airport operations, security regulations, and training methodologies to ensure that the training syllabuses are current and effective.
n) Collaborate with stakeholders: Work with the Head of Security Training (HoSTNG) to ensure that training programs and courses meet organizational needs.</p><p>Education: ICAO AvSec Instructor or equivalent, Aviation Security Supervisor, Managing Safely (IOSH) or equivalent, Diploma or equivalent
Experience: Minimum of 2 years in an aviation training instructor role with domestic and/or international experience. experience of operating in post conflict & low infrastructure multicultural environments. Minimum of 5 years working within an airport and/or airline environment, at least 2 of those years as an AvSec Supervisor.
Computer Skills: Knowledgeable in Microsoft Office suite (user´s perspective) and able to manage other specific project / management software, provided the adequate training.
Language Skills (Eng., Arabic, other): Solid knowledge and command of written and spoken English (essential) and Arabic (essential).

It includes weapon training and assisting in the conduct of 6-monthly range shoots for Response Team personnel, continuous assessment and improvement of security training procedures and implementing various training methods and best practice to develop and enhance staff skills and performance.

d) On-Boarding Induction: Assist the HoS Security Training in the conduct of effective induction and orientation sessions for all new security hires.
e) Weapon Training: Deliver basic Weapon Training modules to Ground Security Staff including: the safety and operation of weapons, ammunition, marksmanship, dry shooting training, basic tactics and Rules of Engagement.
f) Range Shoots: Assist the HoS Response Team (QRF) (Range Conducting Officer), and Range Safety Officers in the conduct and supervision of the 6-monthly range shoots for all Response Team personnel.
g) Incident Response Training: Educating staff on how to handle various security incidents, from minor infractions to serious breaches.
h) Instructional Design: Apply instructional design methodologies to improve training effectiveness and job performance.
i) Examinations: Ensure that all courses and examinations are delivered to the standard, content and required level of knowledge; that examination results are rigorously evaluated & appropriate remedial action initiated where necessary.
j) Course Certification: Issue course certificates to successful candidates after course completion.

Experience: Applicant should preferably have a military background. Minimum of 2 years in a Ground/Response Security training instructor role with domestic and/or international experience. Experience of operating in post conflict & multicultural environments. Minimum of 5 years working within an airport or site security establishment.
Computer Skills: Knowledgeable in Microsoft Office suite (user´s perspective) and able to manage other specific project/management software, provided the adequate training.
