<p><h4>Duties</h4>
<p>Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.<br>
Ensure Property Department compliance with Property Management and Control Procedures.<br>
Conduct random compliance audits on all sites and departments in Iraq.<br>
Develop and execute corrective action plans for audit deficiencies and inventory accountable property.<br>
Mentor lower-level Property Staff and custodians in proper process and procedures as they relate to Government Property.<br>
Identify problem areas and recommend viable solutions.<br>
Perform physical inventories of Government Furnished Property (GFP) and Contractor Acquired Property (CAP), as directed by the Property Management and Control Procedures and/or the Logistics and Property Manager.<br>
Ensure Government Property Identification numbers (GP) are properly assigned, prepare required schedule, and assist with identifying lost, damaged, and destroyed property as well as excessive consumption.<br>
Work closely with Property Custodians to ensure overall accountability of assets.<br>
Track and record movement of all types of Government property. This includes movement from one point to another within a contractor’s facility, movement between facilities for any purpose, and protection during movement.<br>
Conduct country-wide Property Training on a yearly basis as well as establish training plans for new hire employees and refresher training.<br>
Ensure compliance with Federal Acquisition Regulation (FAR), Statement of Work (SOW), and Standard Operating Procedures (SOP).<br>
Develop processes and desktop procedures to maintain continuity of job performance.<br>
Audit logs and status records to ensure completion of lost, damaged, or destroyed items.<br>
Check LTDD packages for accuracy and completion.<br>
Perform additional duties and projects as qualified to perform as assigned.<br>
Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.<br>
Comply with all Environmental Health & Safety and Quality Assurance requirements and goals.</p>
<h4>Required</h4>
<p><strong>Minimum acceptable experience level:</strong> Five years’ experience with overseas Government contracts. Department of State contracts strongly preferred.</p>

Possessing a Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification prior to being hired is required.</p>

<h4>Working and living conditions</h4>
<p>This position may be in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environments. Temperatures can reach 120 to 130 degrees Fahrenheit (50 to 55 degrees Celsius) during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy for extended periods. Work schedules are a minimum of six days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. <p>The quality construction inspector will support the U.S. Department of State contract in Iraq. Under specific direction, the inspector will apply knowledge and experience of facility systems in the construction and modification of horizontal and vertical applications and support services for LCC department. They will demonstrate knowledge of setting and meeting key performance indicators, to include the verification of compliance metrics in preliminary laydown, during construction phases and then final and acceptance inspections, utilizing the framework Amentum standards, OBO and DoS policies and regulations, local and international construction codes and standards (ICCS).</p>

<p> The Consultant will provide time-bound specialized technical expertise to support the implementation of specific Intelligence-Led Policing (ILP) capacity-building activities under the project Supporting Community Engagement and Policing in Iraq Phase II , led by the Community Engagement and Policing (CEP) unit of IOM Iraq. The objective of this project is to strengthen public trust and confidence in Iraq s security institutions by enhancing accountable, inclusive, and community-responsive policing practices in areas of return and border regions. The project focuses on two primary pillars: i) increase Iraq s security agencies legitimacy and accountability in areas of return and border areas through an increased professionalization of police and border guards and mainstream of CEP approaches across different Directorates within the MoI; and ii) strengthen the CP community outreach, especially amongst women, through the CP Women Empowerment and Protection (WEP) Action Plan, to ensure rights-based stabilization interventions that respond to the needs of communities. The required expertise in prevention-oriented Intelligence-Led Policing (ILP), intelligence development frameworks, police analytical systems, and operationalization of risk analysis methodologies is not currently available within IOM Iraq. The project was built on lessons learned from the first phase, implemented between 2025 and 2026, in coordination with the CP Directorate, who identified further need of capacity building on prevention-oriented ILP principles to increase their ability to identify and respond to their communities major security threats. The project will target areas with significant numbers of returnees from northeast Syria as well as border areas, particularly focusing on the governorates of Ninewa, Anbar, Salah al Din, Basra, and Missan, and will be implemented jointly with the Integrated Border Governance (IBG) team and the Prevention of Violent Extremism (PVE) teams of IOM Iraq. Within this framework, the ILP consultant will design and deliver three activities contributing to the first pillar of the project: Deliver ToT and core training for MoI officers on data management and risk analysis; Develop an initial assessment to set-up a structured data-management and community risk analysis framework to support the CP Directorate and relevant MoI units in strengthening preventive, evidence-based policing. Develop SOPs on data management and risk analysis techniques, such as 5x5x5, Evaluation, Data Collection, and Tasking and Coordination. Responsibilities Key Responsibilities: + Train, Advise, Assist, and Integrate IqAF on F-16 Fuels systems maintenance, focusing on fleet health indicators. + Support IqAF fuel systems shop through removal, repair, inspection, installation, and modification of aircraft fuel systems. + Conduct scheduled and unscheduled maintenance, in-tank repairs, and operational checkouts. + Use technical publications, schematics, and specifications; train IqAF in their use. + Recommend changes to improve maintenance productivity and efficiency. + Document maintenance actions and support training compliance requirements. + Collaborate with CLS/ IqAF teams and perform other duties as assigned. Material & Equipment Directly Used Fuel system tools and equipment; personal protective equipment including respirators; technical publications. Working Environment Deployed setting; work in confined spaces and fuel tanks; high operational tempo alongside international teams. Physical Activities Work in confined spaces; wearing respirators; manual handling; extended standing and climbing. Qualifications Education: USAF 7-skill level (Craftsman). Certifications: A&P certification preferred. Experience: 8 to 10 years (preferred) of experience in F-16 fuel systems maintenance. Other Requirements: Must be skilled on recent F-16 versions; eligible for Secret clearance; U.S. Citizen; worldwide deployability including Middle East; experience with international customers preferred.
