<p><h4>Position overview</h4>
<p>The wastewater treatment plant supervisor will be based at one of three Amentum sites in Iraq and serve the operations and maintenance support services (OMSS) contract in support of the U.S. Department of State. This position will be responsible for the safe, efficient operation and maintenance of wastewater treatment operations as well as providing support of RO water purification production and distribution systems including SALCON, Arkel Int. and Advanced Water-Tek water purification units, underground tanks, domestic water pumps, cold water distribution pipes, valves and other equipment up to and including the shutoff valves just before the interior and exterior end points for the showers, toilets, and faucets that service the buildings and exterior spigots and fountains. The wastewater treatment plant supervisor will report to the chief engineer or utilities manager. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.</p>
<h4>Duties</h4>
<ul>
<li>Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.</li>
<li>Comply with all environmental health & safety and quality assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.</li>
<li>Provide daily work assignments and supervise the water treatment technicians' various tasks related to waste and potable water treatment processes.</li>
<li>Oversee the preventive maintenance, condition monitoring, repair, installation, and modernization of all water treatment/purification equipment for the embassy compound, including:
<ul>
<li>(2) wastewater treatment plants treating up to 250,000+ gallons.</li>
<li>Supporting water treatment plant supervisor overseeing (2) water treatment plants with (5) reverse osmosis units and (1) ultrafiltration system units (RO) with capacity of 1,000,000+ gallons.</li>
<li>Wells and underground water storage tanks.</li>
<li>Domestic water pumps, valves, and other equipment.</li>
<li>Cold water distribution pipes.</li>
<li>Exterior clean-outs.</li>
<li>Holding tanks.</li>
<li>Water laboratory standards and EPA standards.</li>
<li>Knowledge of water laboratory equipment and calibration.</li>
</ul>
</li>
<li>Ensure wastewater testing meets all applicable requirements set forth in the statement of work (SOW) and standard operating procedures (SOP) and that plants meet or exceed efficiency percentages defined by the equipment manufacturer.</li>
<li>Ensure water quality testing and quality of potable water meets the requirements and guidelines specified in the August 2004 U.S. Department of State (DOS) Drinking Water Safety Program from the Office of Safety/Health Environmental Management (SHEM).</li>
<li>Ensure the water supply, purification, and distribution system is operational twenty-four hours a day, seven days a week, three hundred sixty-five days a year (24x7x365) with N+1 redundancy.</li>
<li>Ensure that any pre-designated outages or maintenance that reduces redundancy of the systems are coordinated with the contracting officer’s representative (COR) a minimum of five days in advance.</li>
<li>Ensure that certified technicians respond to emergencies within two hours, twenty-four hours a day.</li>
<li>Supervise repairs of systems malfunctions by such methods as replacing burned out elements, fuses, and replacing defective pipe, cleaning, and repairing pumps, motors and components.</li>
<li>Supervise the collection of water samples from various locations, the recording of data for regulatory reports, and the adjustment of chemical feed rates.</li>
<li>Operate multiple water treatment systems, raw water wells, chemical feed systems, and monitors storage tank levels throughout the site.</li>
<li>Sample and analyze water as required for compliance and process control.</li>
<li>Perform maintenance on in-plant water systems.</li>
<li>Maintain and calibrate hand-held and on-line monitoring equipment and treatment equipment, as required.</li>
<li>Control treatment plant machines and equipment to purify and clarify water for domestic consumption.</li>
<li>Follow company's environmental, health, and safety policies and be an active advocate of a safe workplace.</li>
<li>Collect data and keep records of various systems in operation according to prescribed schedules.</li>
<li>Interpret system operation readings and make recommendations for needed corrective actions.</li>
<li>Test components such as motors and controls for safety and efficiency, using standard test equipment and by observing functions.</li>
<li>Report any malfunctions or lack of compliance with statement of work (SOW) to the operations manager.</li>
<li>Assist in developing the statement of work (SOW) when requested.</li>
<li>Perform scheduled and unscheduled inspections.</li>
<li>Maintain effective, timely and respectful communication and interaction with other employees, managers, and support other organizations.</li>
<li>Perform other administrative tasks including ordering material, inventorying, etc.</li>
<li>Collect, analyze, and summarize data for work orders and report preparation and submit written reports.</li>
<li>Maintain the appropriate technical library and record-keeping which documents all procedures necessary to accomplish assigned responsibilities.</li>
<li>Responsible for facility custodianship of work area and management of tools, equipment, and spare parts for the water treatment systems.</li>
<li>Take initiative to analyze a situation and to make frequent technical decisions based on specifications, safety, and applicable codes.</li>
<li>Evaluate operational effectiveness and develop/maintain effective operational control mechanisms.</li>
<li>Responsible for scheduling, manpower, and material requirements to provide services in a manner consistent with contract requirements.</li>
<li>Supervise the necessary water staff.</li>
<li>Perform additional duties and projects as assigned.</li>
</ul>
<h4>Required</h4>
<p><strong>Minimum acceptable experience level:</strong> Three (3) years’ experience as a lead in both wastewater/water purification operations.</p>
<p><strong>Knowledge, skills, and abilities:</strong></p>
<ul>
<li>Ability to monitor and maintain chemical and filter inventories.</li>
<li>Knowledge of applicable US and EPA codes and acceptable trade practices.</li>
<li>Knowledge of principles and processes involved in operating and supporting RO systems treatment functions at an overseas facility.</li>
<li>Knowledge of desalinization process.</li>
<li>Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.</li>
<li>Cross-cultural sensitivity with an international perspective.</li>
<li>Computer skills, specifically in Microsoft Word, Excel and SCADA.</li>

<p><strong>Education:</strong> A high school diploma or GED. Completion of an apprenticeship program with journeyman certificate in water purification or water treatment or have an AA/AS degree from a two-year college and/or equivalent field experience is strongly preferred.</p>
<p><strong>Passport, licenses and certifications:</strong></p>
<ul>
<li>By the time the visa process starts, candidates must possess a valid passport of home country with a minimum of 18 months remaining to expiration date with 8 blank pages.</li>
<li>Valid drivers’ license from home of record.</li>
<li>Certified in water purification or wastewater treatment.</li>
</ul>
<p><strong>Security vetting:</strong> Already possess a US government issued security clearance or moderate risk public trust (MRPT) or be able to obtain a favorable MRPT certification or US government clearance prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.</p>
<p><strong>Language skills:</strong> Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.</p>
<p><strong>Medical:</strong> Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.</p>
<h4>Desired</h4>
<ul>
<li>Relevant overseas wastewater, RO system and desalinization treatment experience.</li>
<li>Experience working with SOW, subcontractors, budgets, estimating, working drawings and as-builts.</li>
<li>Experience with various water purification and UF systems is highly desirable. Previous overseas experience is highly desirable.</li>
<li>Previous supervisory experience in an OCONUS environment with a multi-national workforce.</li>
<li>Previous out of home country experience and previous work experience in harsh environmental conditions are a plus.</li>
<li>Experience working with Amentum.</li>

<h4>Working and living conditions</h4>
<p>This position may be in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit / 50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.</p>

<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p> International Organization for Migration Project Context and Scope The project titled Inclusive Stabilization Partnerships for Reintegration and Empowerment (INSPIRE) is a five-year programme (July 2026 June 2031) funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands (MFA) and implemented by the International Organization for Migration (IOM). INSPIRE will operate in Ninewa, Anbar, and Salah al-Din Governorates, with national-level engagement in Baghdad. The project aims to address key barriers faced by vulnerable internally displaced persons (IDPs), returnees (including Iraqi individuals from northeast Syria), and host community members in accessing basic services, civil documentation, and durable solutions. It operates across three interconnected levels: individual, community, and systemic, organized under three outcomes: Outcome 1: Improved access to basic services and durable solutions pathways for vulnerable displaced populations Outcome 2: More resilient and cohesive communities in areas of high return, with empowered local civil society structures Outcome 3: Enhanced national and local government capacity to plan, coordinate, and deliver services to Iraqi citizens Inception Phase Recognizing Iraq's evolving context, with shifting return and displacement patterns, changing funding priorities, and significant differences across governorates and districts - INSPIRE will begin with a three-month inception phase. This phase is critical to ensure that the five-year programme is evidence-based, context-sensitive, and strategically targeted from the outset. The Inception Phase will produce one core output: the Inception Report. The Report will contain: A detailed Year 1 Intervention Plan, identifying priority locations and beneficiary groups based on current conditions; and A five-year Strategic Impact Monitoring Framework, aligned with INSPIRE's Results Matrix and Theory of Change. The Inception Report will integrate multiple data sources, including: IOM Displacement Tracking Matrix (DTM) data; funding and intervention mapping to identify gaps where INSPIRE can add value without duplication; field consultations with local authorities, community leaders, and potential beneficiaries; and interviews with Government of Iraq (GoI) counterparts, local CSOs, UN agencies, and international partners. The Inception Phase will conclude with a Validation Workshop convening the Government of the Netherlands, relevant Iraqi ministries, the UN Resident Coordinator's Office (RCO), and key partners to finalize the Year 1 workplan and agree on coordination structures, including annual revision mechanisms. The INSPIRE inception phase requires specialized expertise in programme design, durable solutions programming, stakeholder consultation methodologies, conflict-sensitive analysis, and strategic results framework development. Given the time-bound nature of the inception phase and the need for independent technical expertise to support the development of the Inception Report and associated strategic frameworks, these services cannot be fully met through existing project staffing resources during the inception period. Therefore, IOM seeks to engage a consultant to provide targeted technical advisory support for this assignment. Organizational Department / Unit to which the Consultant is contributing Under overall guidance of the Chief of Mission (CoM), and the direct supervision of the Senior Programme Coordinator in close coordination with the involved IOM teams.
