<h4>Job purpose</h4>
<p>The field doctor reports to the lead doctor and is responsible for supporting the delivery and coordination of field medical services, including occupational health, emergency preparedness, and medical response activities. The role supports patient care activities in the field, including emergency and trauma response, while ensuring effective medical readiness and timely support for site operations. The field doctor also participates in HSE inspections, safety and health activities, and contributes to the implementation of occupational health and hygiene programs.</p>
<p>The position works closely with site management, HSE teams, and contractors to support medical coverage, emergency response capability, and overall workforce health and safety within the field environment.</p>
<h4>Duties and responsibilities</h4>
<ul>
<li>Implement the primary health care program for all personnel and deliver hygiene quality assurance on behalf of IFMS in the Majnoon Oil Field.</li>
<li>Ensure effective management of all medical operations in MFD for primary occupational health, emergency and trauma care.</li>
<li>Draft and maintain all procedures and health documentation for the IFMS function in line with international standards and local legislation.</li>
<li>Ensure effective implementation of health requirements in MFD for both staff and contractors.</li>
<li>Prepare activity plans to accomplish all work required by the field procedures and ensure sufficient manpower utilization for work execution.</li>
<li>Ensure GLMS systems are maintained with up-to-date FTW information.</li>
<li>Follow up on HRA with SMEs and relevant parties to ensure that all control measures are implemented, maintained, and reviewed periodically.</li>
<li>Implement an FTW program by giving the required advice and ensure that all employees in the field are physically and mentally fit for their work requirements and support business based on outcomes of fitness to work assessment plan.</li>
<li>Set and implement the RTW policy in accordance with IFMS standards and local legislation and provide the required support to all staff and contractors.</li>
<li>Provide guidance and enable the emergency and occupational health training for medical staff and other BOC assignees as well as medical service providers.</li>
<li>Support the implementation of the Facilities HACCP program within the field through monthly inspections and follow-up of actions for both facilities and contractors.</li>
<li>Ensure continuous communication internally with departments, external clients, government, and private health institutes to provide effective support for the business.</li>
<li>Ensure the effective implementation of MERP including bridging requirements for contractors.</li>
<li>Effectively coordinate MEDIVAC procedures with insurance companies, ER companies, and management.</li>

<h4>Qualification & training requirements</h4>

<li>MBChB - Bachelor degree in medicine or equivalent.</li>
<li>BLS or ALS or ITLS certification.</li>
<li>Professional Health Care Council registrations.</li>

<h4>Experience</h4>

<li>Experience in medical operations, emergency response support, healthcare administration, or related activities, preferably in industrial or remote-site environments.</li>
<li>Basic knowledge of HACCP principles and food safety requirements, with experience supporting food safety and health compliance activities being an advantage.</li>

<p>The Lead Interface Engineer shall assist the Interface Manager on the following:</p>

<li>Take care of the overall management of interface and data changes between stakeholders of the Common Seawater Supply Project, and provide advice on any schedule and commercial issues arising from such interfaces and changes.</li>
<li>Ensure that interface management procedures are in place and that EPC and other contractors implement the required interface management system throughout the project duration.</li>

<p>Basrah Oil Company (BOC) is undertaking the Seawater Treatment Facilities (STF) project to provide treated seawater to the oil fields in southern Iraq (for injection). The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:</p>
<ul>
<li>Site development and non-process facilities.</li>
<li>Ancillaries and buildings.</li>
<li>Seawater intake and outfall structures.</li>
<li>Material off-loading facility.</li>
<li>Seawater clarification, filtration and deoxygenating processes.</li>
<li>Chemical addition systems.</li>
<li>Shipping pumps.</li>
<li>Power generation.</li>
<li>Utilities.</li>
</ul>
<p>FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.</p>
<p>In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.</p>
<h4>Accountabilities</h4>
<p>Accountable for the interfaces and management of change (MoC), being internal (between units, disciplines, PMT, One Tech and specialists) or external (between other CSSP projects, contractors, company, etc.). The job holder coordinates all interface and MoC matters, protecting the WI Project and company’s position with regards to all external interfaces and to internal interfaces between contractors, and ensuring that changes are evaluated and executed for the overall benefit of the project.</p>
<p>Accordingly, the job holder shall make the necessary coordination between all involved contractors/parties and company teams and implement an agreed interface management procedure and methodology. He/she shall ensure the proper and timely follow-up and resolution of interface issues between the various involved parties documents. He/she must support the Interface Manager to ensure full control of the Management of Change process, and shall document all the changes, taking care to perform a full review with various disciplines with project aspects to justify or reject the change.</p>
<p>A key aspect of interface coordination is the ability to effectively communicate, across all involved parties, all details related to an interface, including requirements, technical specifications, and potential issues. It is important that the communication channel is promptly established, the proper information is exchanged, and all involved parties acknowledge that they fully understand the interface requirements.</p>
<p>The nature of the development might call for a “staged” delivery of the facilities. Simultaneous activities between construction activities and operations activities can occur to meet the agreed schedule.</p>

However, due to changes in the labor market, industry demands, and technological development, there may be a need for updated or new vocational training curricula that better align with current workforce needs In order to deliver relevant and effective vocational training to youth and job seekers in general, there is a need to update the solar panel competency-based curriculum that matches with the market changes and development of technologies. Through this consultancy work, DRC is going to support MoLSA to modernize their vocational training program to enhance employment opportunities to youth job seekers including women and people living with disabilities from different population categories of IDPs, refugees and vulnerable host communities.</p><p>The objective of the consultancy is to:</p><ul><li>Conduct a desk review of the existing solar panel curriculum to identify gaps and areas of improvement according to the labor market demand, skills gaps and context evolution. This review process might take different stages and will involve MoLSA Directorate of vocational training center technical trainers.</li><li>Establish and lead a technical committee with relevant stakeholders to collect needed information and support the curriculum update process.</li><li>Update the existing solar panel curriculum as per the competency-based standards (CBT) including facilitator guide, handouts and needed tools.</li><li>Ensure the updated curriculum is available in both English and Kurdish (Badini and Sorani) languages and handed to DRC.</li></ul><p>The consultant will be responsible for:</p><ul><li>Conduct a curriculum review process : conducting desk review of the existing curriculum and comparing with the CBT standards to identify the gaps and areas of improvement.</li><li>Lead formation the technical committee: in collaboration with DRC and directorate of labor and social affairs, lead forming the technical committee for review process, data and input collection from the technical committee and updating the solar panel curriculum.</li><li>Update curricula content, ensure it meets competency-based education standards : the consultant will be responsible in updating a well-structured competency-based curriculum that clearly defines the learning outcomes in terms of skills, knowledge and measurable and practical objective is stated within the curriculum, as well as a flexible curriculum allowing in house updates based on market changes. The consultant will ensure receiving feedback from the technical committee and refine the curriculum accordingly.</li><li>Prepare the final version of the training package: in collaboration with the technical committee, the consultant will receive feedback from them, refine and finalize the training curriculum. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><br></p><p>Project Context and Scope As a part of economic recovery and basic service improvement of conflict affected, climate and other economic affected areas in Iraq, IOM Iraq implements the Enterprise Development Fund (EDF) to support economic development and sustainable job creation within small and medium sized enterprises (SMEs). A key component of the EDF grant which requires further strengthening is the implementation and management of Environmental & Social Action Plans (ESAP), which aim to mitigate environmental and social risks in the SMEs funded by the EDF, as well as improving staff safety and wellbeing. Under the direct supervision of the Project Officer (Livelihoods), and in close collaboration with the Senior Livelihoods Technical Assistant, the Consultant (Environmental and Social Risk Management) will support the operationalisation and strengthening of the ESAP within EDF through a combination of: a) Impact assessment of existing ESAP implementation under the EDF b) Desk review and refinement of ESAP technical processes c) Development of sector-specific and item specific minimum standards and tools d) Capacity building of both EDF Technical and Operational Teams</p><p>The consultant will ensure that ESAP is implemented within the EDF in a feasible, practical, and effective manner, aligned with ESMF guidelines and Iraqi legislation in both the Kurdistan Region of Iraq (KRI) and Federal Iraq (FI).
