<p>Purpose and Scope: Supervise the Maintenance cycle to ensure satisfactory completion of the program objectives. Essential Responsibilities: Supervises all maintenance operations for assigned equipment in accordance with applicable PWS, Company policies, OSHA, DOT, ANSI, ASME and applicable military regulations. Supervises shop foreman and mechanics to include vacation planning, discipline, conducting performance evaluations, and training. Establishes job priorities and estimates down time. Coordinates work flow for downed equipment waiting for parts to minimize backlog of work and cost to customer division. Supervises the recovery operations of MHE, VE, CE, Heavy and Light vehicle maintenance throughout assigned area of operation. <p>The Chief Engineer will be based at one of the Amentum sites in Iraq and serve the Operations and Maintenance Support Services (OMSS) contract in support of the U.S. Department of State. The Chief Engineer is responsible for all water purification, water storage, water distribution and wastewater treatments, as well as generators, and associated power generation, transmission and distribution equipment. The Chief Engineer is also responsible for the safe operation and maintenance of power plants, generators, compressors, air conditioning systems, etc., and operates industrial machinery and equipment in various forms.</p><p>DUTIES:</p><ul><li>Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.</li><li>Comply with all Environmental & Safety and Quality Assurance requirements and goals. <p> ASSIGNMENT OBJECTIVES</p><p>The objectives are to:</p><p>1) Strengthen the existing draft evidence base on how social security entitlements are interpreted, applied and enforced, and extend it to the mechanisms through which workers raise and resolve complaints and appeals.</p><p>2) Secure tripartite and institutional validation of that consolidated evidence base.</p><p>3) Build the capacity of those who decide, administer and support social security claims, through curricula national training institutions can keep running after this agreement ends.</p><p>4) Place before decision-makers a prioritised set of options, with order-of-magnitude resource implications, for strengthening the legal framework and the routes by which workers pursue their entitlements.</p><p>4. SCOPE OF WORK AND METHODOLOGY</p><p>This agreement is the sole arrangement for this work stream and all activities are delivered within the agreed value. Bidders shall not assume that any event, expert engagement, expert fee, translation, printing, transport, entry permit, participant payment or venue requirement is met separately. Requirements outside the priced scope must be raised in the Technical and Financial Proposal and, if necessary, at the Inception Report stage.</p><p>Activity numbers, sizes, sequencing, locations and participant numbers are indicative and adjustable within the agreed value and period by written agreement. The deliverables in Section 6 are the binding outputs.</p><p>Component A. Strengthening the analytical report</p><p>1) Starting material. The ILO's draft report is the base text of the deliverable, not background material; proposals set out how they would appraise the full draft at inception and what they expect to remain, and the Inception Report fixes the remaining scope with the ILO on the basis of the draft as received. The ILO holds the rights in the draft, grants the Implementing Partner the right to use and modify it for this agreement, and determines authorship and acknowledgement in any publication.</p><p>2) Higher court analysis. Strengthen the analysis of how the higher courts interpret and enforce the framework, against a sample frame agreed at inception, bounded to the Court of Cassation and, for constitutionality challenges only, the Federal Supreme Court, and including first-instance and appellate decisions held in the same cassation file. Test, rather than assume, the premise that decided case law rests predominantly on Law No. 39 of 1971, Law No. 18 of 2023 having entered into force only on 26 November 2023. Establish which settled principles carry over to Law No. 18 of 2023, which are displaced and which the transitional provisions leave uncertain, and where liability falls when contributions were never paid or the worker never registered. Identify the procedural requirements that operate as barriers to claimants, including limitation periods, time limits for objecting to an administrative decision, and the medical assessment of invalidity and employment injury.</p><p>3) Enforcement. Provide a qualitative chapter on enforcing judicial decisions, drawing on the case sample and key informants and identifying the principal obstacles to executing judgments. A separate empirical study of execution files is not required and shall not be priced.</p><p>4) Legal framework. The review covers Law No. 18 of 2023, Law No. 39 of 1971, labour court and cassation procedure, and the constitutional provisions on social security entitlement. Labour Law No. 37 of 2015 is reviewed only where it governs social security claims: proof of the employment relationship, labour court jurisdiction and procedure, and labour inspection and the sanctions on employer registration and contribution compliance. No general review of that Law, or of constitutional labour protections, is in scope.</p><p><br></p><p>REQUIRED EXPERTISE OF THE IMPLEMENTING PARTNER</p><p>The Implementing Partner shall be a legally registered non-profit entity, such as a non-governmental organisation, research institution, university, legal institute or intergovernmental organisation, operating or able to operate in Iraq. It may be an ILO constituent organisation or affiliated member, or a non-constituent organisation meeting all other criteria. It shall practise non-discrimination in selecting participants. It shall not appear on any United Nations ineligibility or debarment list, be subject to European Union restrictive measures or appear in the EU Financial Sanctions Database, and shall have no history of failed obligations or prohibited conduct. Before award the ILO screens the proposed partner, its governing body and its senior management against these lists, under the Terms and Conditions applicable to Implementation Agreements, incorporated by reference under Section 16.</p><p>Bidders shall meet the following criteria. Each criterion specifies the documentary evidence required.</p><p>1) Organisational capacity and legal status. Established governance and internal financial controls, and at least three years of operational experience in Iraq or the Middle East region. Evidence: registration certificate; organisational profile; governance charter or by-laws; two years of audited financial statements.</p><p>2) Financial administration capacity. Capacity to manage donor funds at the scale of this agreement and to administer multiple expert engagements and event budgets transparently. The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:</p><br><br><ul><li>Site development and non-process facilities.</li><li>Ancillaries and buildings.</li><li>Seawater intake and outfall structures.</li><li>Material off-loading facility.</li><li>Seawater clarification, filtration and deoxygenating processes.</li><li>Chemical addition systems.</li><li>Shipping pumps.</li><li>Power Generation.</li><li>Utilities.</li></ul><p>FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.</p><br><br><p>In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.</p><br><br><br><p><b>Accountabilities</b></p><br><br><ul><li>Accountable for the interfaces and MoC, being internal (between units, disciplines, PMT, One Tech and Specialists) or external (between other CSSP Projects, Contractors, COMPANY, etc…). The job holder coordinates all interface and MoC matters, protecting the WI Project and COMPANY’s position with regards to all external interfaces and to internal interfaces between Contractors, and ensuring that changes are evaluated and executed for the overall benefit of the Project.</li><li>Accordingly, the job holder shall make the necessary coordination between all involved Contractors/parties and Company Teams and implement an agreed interface management procedure and methodology. She/He shall ensure the proper and timely follow-up and resolution of interfaces issues between the various involved parties documents. She/He must support the Interface Manager to ensure full control of the Management of Change process, and shall document all the changes, taking care to perform a full review with various disciplines with Project aspects to justify or reject the change.</li><li>A key aspect of interface coordination is the ability to effectively communicate, across all involved parties, all details related to an interface, including requirements, technical specifications, and potential issues. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p> International Organization for Migration Project Context and Scope The project titled Inclusive Stabilization Partnerships for Reintegration and Empowerment (INSPIRE) is a five-year programme (July 2026 June 2031) funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands (MFA) and implemented by the International Organization for Migration (IOM). INSPIRE will operate in Ninewa, Anbar, and Salah al-Din Governorates, with national-level engagement in Baghdad. The project aims to address key barriers faced by vulnerable internally displaced persons (IDPs), returnees (including Iraqi individuals from northeast Syria), and host community members in accessing basic services, civil documentation, and durable solutions. It operates across three interconnected levels: individual, community, and systemic, organized under three outcomes: Outcome 1: Improved access to basic services and durable solutions pathways for vulnerable displaced populations Outcome 2: More resilient and cohesive communities in areas of high return, with empowered local civil society structures Outcome 3: Enhanced national and local government capacity to plan, coordinate, and deliver services to Iraqi citizens Inception Phase Recognizing Iraq's evolving context, with shifting return and displacement patterns, changing funding priorities, and significant differences across governorates and districts - INSPIRE will begin with a three-month inception phase. This phase is critical to ensure that the five-year programme is evidence-based, context-sensitive, and strategically targeted from the outset. The Inception Phase will produce one core output: the Inception Report. The Report will contain: A detailed Year 1 Intervention Plan, identifying priority locations and beneficiary groups based on current conditions; and A five-year Strategic Impact Monitoring Framework, aligned with INSPIRE's Results Matrix and Theory of Change. The Inception Report will integrate multiple data sources, including: IOM Displacement Tracking Matrix (DTM) data; funding and intervention mapping to identify gaps where INSPIRE can add value without duplication; field consultations with local authorities, community leaders, and potential beneficiaries; and interviews with Government of Iraq (GoI) counterparts, local CSOs, UN agencies, and international partners. The Inception Phase will conclude with a Validation Workshop convening the Government of the Netherlands, relevant Iraqi ministries, the UN Resident Coordinator's Office (RCO), and key partners to finalize the Year 1 workplan and agree on coordination structures, including annual revision mechanisms. The INSPIRE inception phase requires specialized expertise in programme design, durable solutions programming, stakeholder consultation methodologies, conflict-sensitive analysis, and strategic results framework development. Given the time-bound nature of the inception phase and the need for independent technical expertise to support the development of the Inception Report and associated strategic frameworks, these services cannot be fully met through existing project staffing resources during the inception period. Therefore, IOM seeks to engage a consultant to provide targeted technical advisory support for this assignment.
