<section>Job DescriptionRoles & Responsibilities<div class="paragraph">Aerostat Operators provide Operations and Sustainment (O&S) support for the Persistent Surveillance Systems Tethered (PSS-T) program in OCONUS site locations. PSS-T is comprised of former Persistent Ground Surveillance System (PGSS) and Persistent Threat Detection System (PTDS) programs. Position is contingent based upon availability and possible class dates. Updates to your application may be delayed. Essential Responsibilities: • Aerostat Operators/User-level maintainers will participate in the overall, hands-on operation of the aerostat system including launch, in-flight, recovery, and moored activities. • Candidates will perform all functions to operate the PGSS/PTDS, an aerostat mounted Intelligence, Surveillance, And Reconnaissance (ISR) platform, its Mobile Mooring Platform (MMP), Sensor Payload(s), communications and navigation systems as well as associated support equipment (Boom Lift, Forklift, All Terrain Vehicles (ATV's), and Electrical Power Generators). • Candidate will perform User-level maintenance functions include performing hands-on Preventative Maintenance Checks and Services (PMCS), troubleshooting, removing and replacing Line Replaceable Units (LRUs), and removing and replacing payloads. • Candidate must possess a diverse range of skills with the ability to quickly adapt to new situations. <h4>Essential responsibilities:</h4> Aerostat operators/user-level maintainers will participate in the overall, hands-on operation of the aerostat system including launch, in-flight, recovery, and moored activities. Candidates will perform all functions to operate the PGSS/PTDS, an aerostat mounted intelligence, surveillance, and reconnaissance (ISR) platform, its mobile mooring platform (MMP), sensor payload(s), communications and navigation systems as well as associated support equipment (boom lift, forklift, all terrain vehicles (ATVs), and electrical power generators). Candidate will perform user-level maintenance functions including performing hands-on preventative maintenance checks and services (PMCS), troubleshooting, removing and replacing line replaceable units (LRUs), and removing and replacing payloads. Candidate must possess a diverse range of skills with the ability to quickly adapt to new situations. Tasks will be performed under direction of higher classified technicians and/or site personnel. <h4>Minimum requirements:</h4> <ul> <li>High school diploma or equivalent is required.</li> <li>Two-year associate’s degree in a technical field from an accredited college can substitute for work experience.</li> <li>Must have an active secret US government clearance or the ability to obtain a secret clearance. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to CENTCOM, EUCOM, and AFRICOM for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums.

Job specification: The postholder plays a critical role in the readiness of Canines. He/She is the lead in overseeing canine operations, and ensuring K9 readiness, compliance with MOI K9 Training & Evaluation Directorate and aviation security standards, and effective deployment of K9 teams to check points for screening and patrols where required. The post holder works directly for the Head of the K9 Unit in managing the daily operations, canine logistics, and closely with the K9 Training Team in ensuring that all handlers and K9s are fully trained, certified and operationally effective. He/She works with the Unit Veterinarian in overseeing canine welfare, daily nutrition and daily kenneling activities. Finally, to support the Head of K9 Unit in liaising with regulatory authorities and ensuring compliance with the MOI Directorate of Training & Evaluation with Veterinary and Technical compliance standards required for certification, through drills, exercises and evaluations. Key Areas of Responsibility: a) Operational Oversight : • Supervise daily activities of K9 handlers and dogs across EDD and NDD teams. • Plan and coordinate deployment schedules for detection operations across all checkpoints. • Coordinate with airport security, and where necessary customs, and law enforcement for joint operations. • Ensure compliance with safety protocols and operational standards. • Ensure optimal rotation and rest schedules for dogs and handlers. b) Training & Development Support : • Coordinate schedules with the K9 Training staff for regular training sessions for EDD and NDD teams, including simulated threat scenarios. • Work with the K9 Training Staff to evaluate performance and readiness of K9 teams. • Implement continuous improvement strategies for detection accuracy. • Work with the Head of K9 Unit and the K9 Training staff to implement corrective training plans and maintain certification standards. c) Translation & Liaison Duties : • Translate operational briefings, SOPs, incident reports, and communications between multilingual teams. • Act as liaison and facilitate communication between international management/supervisors, local handlers, and airport authorities. • Ensure accurate real-time interpretation during joint operations, inspections, audits and emergency responses. d) Canine Welfare & Logistics : • Ensure proper nutrition, rest, and psychological well-being of dogs. • Monitor health, nutrition, and veterinary care schedules of all canine assets. • Coordinate with procurement for replenishment and upgrades. e) Administrative & Reporting : • Prepare mission reports, incident logs, and performance reviews. • Assist Head of K9 Unit in budget planning and procurement for K9 operations. f) Compliance & Policy Enforcement & Documentation : • Enforce SOPs are related to canine deployment, search protocols, and handler conduct. • Ensure adherence to international standards for detection dog use. • Monitor legal and ethical guidelines in narcotics and explosives detection. • Ensure adherence to Iraqi Civil Aviation Authority, MOI and international K9 deployment standards. • Maintain detailed logs of canine activity, detection results, and incident reports. • Assist Head of K9 Unit in preparation of monthly performance summaries and submit them to SEC Headquarters. g) Emergency Response & Incident Management : • Lead K9 response during bomb threats, suspicious packages, or narcotics interceptions. • Liaise with emergency services and provide translated briefings during crises. • Document and debrief all incidents for legal and operational review.Education • Certifications in explosive detection, narcotics detection (essential). • Certifications in K9 Supervisory & Training (essential). • Canine handling & detection techniques (essential). • Managing Safely (IOSH) or equivalent (desirable). Experience • Applicant should preferably have proven supervisory experience in law enforcement or military K9 Units. • Minimum of 5-7 years in a K9 operations (EDD & NDD) role with domestic and international experience, preferably in airport or border security. • Experience of liaising with K9 Regulatory & Training authorities. • Experience of operating in post conflict, multicultural & low infrastructure environments. مواصفات الوظيفة: يقوم المؤدي للدور بدور محوري في جاهزية الكلاب. هو/هي القائد في الإشراف على عمليات الكلاب، وضمان جاهزية الكلاب، والامتثال لإدارة تدريب وتقييم الكلاب في MOI ومعايير أمن الطيران، ونشر فرق الكلاب بفعالية في نقاط التحقق للمسوحات والدوريات حيثما لزم. يعمل حامل الوظيفة مباشرة مع رئيس وحدة الكلاب في إدارة العمليات اليومية، واللوجستيات الخاصة بالكلاب، وبالتعاون الوثيق مع فريق تدريب الكلاب لضمان أن جميع المُتعهدين والكلاب مدربون بالكامل ومرخصون وفعّالون عملياً. يعمل مع طبيب وحدة الحيوان للإشراف على رفاهية الكلاب، والتغذية اليومية وأنشطة الإيواء اليومية. وأخيراً، لدعم رئيس وحدة الكلاب في التنسيق مع السلطات التنظيمية وضمان الامتثال لإرشادات مديرية MOI للتدريب والتقييم مع معايير الامتثال البيطري والتقني المطلوبة للحصول على الشهادات، من خلال التدريبات والتمارين والتقييمات. المجالات الرئيسية للمسؤولية: أ) الإشراف التشغيلي: • الإشراف على الأنشطة اليومية لمتعقّبي الكلاب والكلاب عبر فرق EDD وNDD. • تخطيط وتنسيق جداول نشر عمليات الكشف عبر جميع نقاط التفتيش. • التنسيق مع أمن المطار، وحيثما لزم الأمر الجمارك، وقوى الأمن لعمليات مشتركة. • ضمان الامتثال لبروتوكولات السلامة والمعايير التشغيلية. • ضمان أفضل دوران وراحة جداول للكلاب والمتعاملين. ب) الدعم التدريب والتطوير: • تنسيق الجداول مع موظفي تدريب الكلاب لجلسات تدريب منتظمة لفرق EDD وNDD، بما في ذلك سيناريوهات التهديد المحاكاة. • العمل مع موظفي تدريب الكلاب لتقييم أداء وجاهزية فرق الكلاب. • تنفيذ استراتيجيات تحسين مستمر لدقة الكشف. • العمل مع رئيس وحدة الكلاب وموظفي تدريب الكلاب لتنفيذ خطط تدريب تصحيحية والحفاظ على معايير الشهادات. ت) مهام الترجمة والتنسيق: • ترجمة الموجزات التشغيلية، procedures التشغيلية القياسية، تقارير الحوادث، والاتصالات بين الفرق متعددة اللغات. • العمل كحلقة وصل وتسهيل التواصل بين الإدارة/المشرفين الدوليين، والمتعهدين المحليين، وسلطات المطار. • ضمان ترجمة فورية دقيقة أثناء العمليات المشتركة، والتفتيشات، والمراجعات، والاستجابات الطارئة. د) رفاهية الكلاب واللوجستيات: • ضمان التغذية الملائمة، والراحة، والرفاهية النفسية للكلاب. • متابعة جداول الصحة والتغذية والرعاية البيطرية لجميع أصول الكلاب. • التنسيق مع قسم الشراء لإعادة التوريد والترقيات. هـ) الإدارة والتقارير: • إعداد تقارير المهمة، سجلات الحوادث، وتقييمات الأداء. • مساعدة رئيس وحدة الكلاب في تخطيط الميزانية والمشتريات لعمليات الكلاب. و) الامتثال وتطبيق السياسة والتوثيق: • تطبيق إجراءات التشغيل القياسية المرتبطة بنشر الكلاب، وبروتوكولات البحث، وسلوك المتعامل. • ضمان الالتزام بالمعايير الدولية لاستخدام كلب الكشف. • متابعة الإرشادات القانونية والأخلاقية في الكشف عن المخدرات والمتفجرات. • ضمان الالتزام بهيئة الطيران المدني العراقية، وMOI والمعايير الدولية لنشر الكلاب. • الحفاظ على سجلات تفصيلية لنشاط الكلاب ونتائج الكشف وتقارير الحوادث. • مساعدة رئيس وحدة الكلاب في إعداد ملخصات الأداء الشهرية وتقديمها إلى المقر الرئيسي SEC. ز) الاستجابة للطوارئ وإدارة الحوادث: • قيادة الاستجابة بوجود الكلاب أثناء التهديدات الانفجارية، الحزم المشبوهة، أو اعتراضات المخدرات. • التنسيق مع خدمات الطوارئ وتقديم موجزات مترجمة أثناء الأزمات. • توثيق ومراجعة جميع الحوادث للمراجعة القانونية والتشغيلية.التعليم • شهادات في الكشف عن المتفجرات، والكشف عن المخدرات (أساسي). • شهادات في إشراف وتدريب الكلاب (أساسي). • تقنيات التعامل مع الكلاب والكشف (أساسي). • السلامة الإدارية (IOSH) أو ما يعادلها (مرغوب). الخبرة • يفضل أن يمتلك المتقدم خبرة إشراف مثبتة في وحدات الكلاب في إنفاذ القانون أو العسكرية. • الحد الأدنى 5-7 سنوات في دور عمليات الكلاب (EDD وNDD) مع خبرة محلية ودولية، ويفضل في أمن المطارات أو الحدود. • خبرة في التنسيق مع جهات تنظيم وتدريب الكلاب. • خبرة في العمل في بيئات ما بعد الصراع متعددة الثقافات وبُنى تحتية منخفضة. المهارات الحاسوبية • معرفة حزمة Microsoft Office من منظور المستخدم والقدرة على إدارة برمجيات مشاريع/إدارة محددة أخرى، مع توفير التدريب الكافي. مهارات اللغة • إتقان مكتوب ومحادث باللغة الإنجليزية (أساسي) والعربية (أساسي). متطلبات التدريب • خبرة في تقديم تدريب الكلاب لـ EDD و/أو NDD.
