<p>In coordination with the RMO, support the R&amp;R Officer PSD in monitoring the financial aspects of all PSD projects, including overseeing expenditure, fund availability, and cash flow management. Proactively prepare expenditure plans, internal monitoring reports, for all PSD projects. Identify and address bottlenecks, recommend solutions, and ensure approval processes are followed. The consultant will provide targeted technical expertise, support the design and initial implementation of conservation agriculture interventions, deliver capacity-building and training, and ensure the technical quality of outputs.&nbsp;<br>&nbsp;The consultancy is required due to the need for specialized technical expertise in conservation agriculture and zero tillage systems, which is not available within the current project team. The consultant will provide time-bound technical support for the design, piloting, implementation, and capacity-building activities related to the specific conservation agriculture intervention.</p><br><p><strong>Project Context and Scope</strong></p><br><p>The&nbsp;Consultant&nbsp;will be supporting Conservation Agriculture activities within IOM Iraq’s Climate Programme. The consultant will provide targeted technical expertise, support the design and initial implementation of conservation agriculture interventions, deliver capacity-building and training, and ensure the technical quality of outputs.&nbsp;The project aims to enhance climate resilience, improve soil health, and promote sustainable agricultural practices in the Qushtapa sub-district, Kurdistan Region of Iraq. The intervention is part of a broader Ecosystem-Based Adaptation (EbA) approach to address water scarcity, land degradation, and pressures on local livelihoods.</p><br><p>As part of this effort, the project will pilot zero tillage practices on selected agricultural lands. Approximately 3–4 plots (each 3–5 Iraqi dunams) will be identified in collaboration with local farmers, who will voluntarily allocate portions of their land for demonstration purposes.</p><br><p>The selected consultant will provide specialized technical support for the design, pilot implementation, and capacity-building activities related to zero tillage practices in the targeted area. The assignment is limited to the implementation period of this specific pilot intervention.</p><br><strong>Organizational Department / Unit to which the Consultant is contributing</strong><br><p>Under the general guidance of the Chief of Mission, the overall supervision of the Head of Division and the direct supervision of the Programme Coordinator and the technical guidance of the relevant programme unit.</p><br><p><strong>The consultancy is open to national consultants and will be primarily remote. <p>The Avionics Technician performs aircraft maintenance to include inspection, operational test, repair, modification and replacement of aircraft electrical / avionics systems and components. Applies technical knowledge and skills to troubleshoot electrical / avionics discrepancies.</p> <div> <div> <div> <div> <div> <div> <div> <div> <div> <p> </p> <p> <b>Essential Responsibilities:</b> </p> <ul> <li> <p>Possess in-depth knowledge of applicable maintenance/technical manuals and publications, and special tools and test equipment. Must be familiar with operational capabilities and limitations of electrical/avionics systems</p> </li> <li> <p>Possess a high degree of expertise of aircraft electrical/avionics systems</p> </li> <li> <p>Performs the inspection, testing, troubleshooting, repair, modification and rewiring as required of complex avionics/electrical systems and subsystems discrepancies and modifications</p> </li> <li> <p>Use schematic diagrams, blueprint drawings, maintenance manuals and factory publications to operate, modify, test and repair aircraft electrical / avionics systems.</p> </li> <li> <p>Utilize test equipment to include but not limited to digital volt / amp meter, transponder ramp tester, fuel quantity tester, ITT calibration test set, and other test equipment required in the troubleshooting, modification, and repair of avionics / electrical systems.</p> </li> <li> <p>Order parts and materials.</p> </li> <li> <p>Obtain and maintain qualification as a Plane Captain and any associated licenses/qualifications necessary to perform the duties of an OMAT2. </p> </li> <li> <p>Operate ground support equipment.</p> </li> <li> <p>Identify and treat avionics/ electrical corrosion.</p> </li> <li> <p>Perform aircraft jacking and hoisting as required.</p> </li> <li> <p>Perform certification and re-certification of altimeter systems.</p> </li> <li> <p>Perform calibration of directional guidance systems.</p> </li> <li> <p>Required to perform collateral duty inspections.</p> </li> <li> <p>Must obtain and keep current turn qualification.</p> </li> <li> <p>Maintain cleanliness of the work center.</p> </li> <li> <p>Comply with Foreign Object Damage (FOD), Egress Familiarization, and Hazardous Waste and Tool Control programs.</p> </li> <li> <p>Comply with all established general and industrial safety rules and regulations as applicable to the contract, facility, and job assignment.</p> </li> <li> <p>Assist as directed to ensure safety, security and preservation of government / company owned equipment.</p> </li> <li> <p>Present a courteous and professional demeanor when dealing with customers.</p> </li> <li> <p>Furnish and maintain own hand tools.</p> </li> <li> <p>Operate portable firefighting equipment.</p> </li> <li> <p>Operate aircraft ground servicing equipment including vehicles, tugs, tractors, servicing carts, aircraft jacks and hoists, test equipment, hand tools, power tools.</p> </li> <li> <p>Perform all other position related duties as assigned or requested.</p> </li> </ul> <p> </p> <p> <b>Minimum Qualifications:</b> </p> <ul> <li> <p>Satisfactory completion of U.S. Armed Forces aircraft avionics school or other schools with equivalent curriculum or three (3) years of on-the-job training and / or experience working with similar avionics systems and components is required.</p> </li> <li> <p>Graduation from high school or GED required.</p> </li> <li> <p>Must be able to meet any Government / Company licensing / qualification requirements for the position.</p> </li> <li> <p>Must have an FAA Airframe and Powerplant (A&amp;P) License.</p> </li> <li> <p>Must have three (3) years experience in T6 aircraft electrical / avionics maintenance including avionics corrosion detection, treatment and prevention, performing maintenance on avionics and/ or electrical systems, utilizing tools, blueprints, drawings, wiring diagrams, schematics and normal safety requirement.</p> </li> <li> <p>Demonstrate a basic knowledge of aircraft systems and nomenclature. </p> </li> <li> <p>Possess working knowledge and skill in the use of basic tools and test equipment.</p> </li> <li> <p>Must be familiar with the operational capabilities and limitations of electrical / avionics systems.</p> </li> <li> <p>Possess a working knowledge of the detection, prevention, and treatment of corrosion.</p> </li> <li> <p>Must be able to read, write, understand, and communicate the English language and follow verbal and written instruction.</p> </li> <li> <p>Must obtain and keep current turn qualification.</p> </li> </ul> </div></div></div></div></div></div></div></div></div>
