<p>INTECH Process Automation is seeking a Seasoned<strong> Commissioning Technician (Instrument) </strong>to join our Operations & Maintenance (O&M) team. The selected candidate will be Responsible for <strong>instrument pre-commissioning, commissioning, calibration, loop checking, functional testing, and punch-list rectification</strong> in accordance with approved procedures. Ensure accurate test results, proper defect reporting, and safe system readiness for handover.</p><br><p><strong>Key Responsibilities:</strong></p><br><ul><li>Perform <strong>instrument pre-commissioning and commissioning</strong> activities in accordance with approved procedures.</li><li>Conduct <strong>calibration, continuity checks, loop checks, and signal verification</strong>.</li><li>Configure and test <strong>field instruments, smart devices, and instrument interfaces</strong>.</li><li>Perform <strong>functional, Cause & Effect, alarm, interlock, and shutdown tests</strong> under Engineer supervision.</li><li>Verify instrument signals and functionality through <strong>DCS, SIS/ESD, F&G, PLC, and ICSS interfaces</strong>.</li><li>Identify, troubleshoot, and rectify <strong>commissioning defects and punch-list items</strong>.</li><li>Support <strong>energization, isolation, reinstatement, startup, and controlled return to service</strong>.</li><li>Maintain and verify <strong>test equipment, calibration standards, tools, and commissioning consumables</strong>.</li><li>Complete <strong>test sheets, calibration records, checklists, punch lists, and commissioning documentation</strong>.</li><li>Report abnormal conditions, failed tests, defects, and unresolved issues to the <strong>Commissioning Engineer</strong>.</li><li>Coordinate with <strong>Operations, Instrumentation, ICSS, Electrical, Mechanical, Construction, HSE, and vendors</strong>.</li><li>Comply with <strong>PTW, LOTO, HSE, process safety, quality, and commissioning requirements</strong>.</li></ul> </div>
<p>Under the overall guidance of the Project Manager and the direct supervision of the Lead Civil Engineer, the Civil Engineer is required to perform the following specific duties and responsibilities ensuring their effectiveness, transparency, and integrity:</p>
<p>Plan, supervise, and manage the implementation of rehabilitation and/or construction works, ensuring alignment with project requirements, timelines, and budgets.</p>
<p>Responsible for implementation and contributing to the preparation of the bill of quantities, as-built and construction drawings, Specifications and other engineering documents.</p>
<p>Responsible for day-to-day site visit of the construction works, coordination with the contractors and suppliers according to the needs and requirements on site; Inspects and report on contractor s works in progress ensuring that the contractor meets client`s quality standards and implement the contract in accordance with the regulations.</p>
<p>Provide support and guidance to the contractor and assists in resolving site problems, as necessary; Assist in the preparation of project plans, detailed schedules, and progress reports, and contribute to project closure activities and documentation.</p>
<p>Responsible for supervision of site technical staff and consultants assigned to the project, and the assignment and monitoring of duties during the progress of works; Liaise with relevant government authorities, beneficiaries, and stakeholders to facilitate permits, secure approvals, and maintain effective working relationships.</p>
<p>Embed sustainability dimensions including social and gender inclusion, as well as Health, Safety, Security, and Environmental (HSSE) aspects into the project during the design and construction phases; Ensure PSEA measures are implemented throughout the project implementation, as per the country PSEA action plan; Perform other related duties as required by the Project Manager.</p>
<p>Supervise and monitor contractors setting-out and construction activities, ensuring full compliance with contract specifications, approved work plans, and project requirements in terms of scope, timeline, and budget; Conduct daily site visits to monitor work progress, identify issues, and propose practical engineering solutions in coordination with the Project Manager and Lead Civil Engineer; Responsible for preparation of progress reports on construction activities, according to the agreed timeframe of works and submission of such on a weekly basis to the Project Manager; Assess and report on the project closing plans, archiving of cost and progress report and hand over all related reports to the Project Manager; Evaluate and assess work schedules and programmes, including the comparison with the schedule baselines and reports to the Project Manager accordingly; Check all laboratory reports, operation and maintenance manuals, and keep records and report to the Project Manager accordingly; Assess the work activities of contractor/s, measure completed work, and make recommendations to the Project Manager for progress payments to contractors.</p>
<p>Carry out on-site technical inspections and assessments to ensure that all construction activities comply with client`s quality standards and approved project specifications. Maintain accurate records and compile periodic and ad hoc reports in accordance with client`s procedures and reporting requirements.</p>
<p>Conduct site inspections, testing, and quantity verification, and review/approve technical submittals including shop drawings, material approvals, and as-built documentation. Maintain records, compile periodic reports and any specific reports required by client`s standard procedures; Responsible for the preparation and verification of a database for the available materials shipped to the project, schedules of labor force, and monitoring of quality of such during the progress of works; Check, verify and approve the interim payments submitted by the Contractor/s and submit detailed reports to the Project Manager.</p>
<p>Maintain accurate records of site activities, inspections, incidents and progress, ensuring timely submission of reports (weekly/monthly/quarterly). Support project closure through commissioning, handover and archiving of construction documentation. Assist in compiling periodic and specific reports, and ensure all project documentation is up-to-date and properly filed. Support the Project Team in overseeing change controls, risk and issue registers, and ensure timely and accurate reporting on project progress.</p>
<p>Ensure that lessons learned and challenges are documented throughout the project implementation and shared with the project team; Participate in knowledge-sharing initiatives and contributing insights and lessons learned.</p>
<p>Project reporting Civil Engineer will be reporting to Lead Civil Engineer and/or Project Manager (PM)</p><p><strong>Desired Candidate Profile</strong></p><h3>Key competencies</h3>
<p>A minimum of 2 years of experience in development and coordination within agricultural, water resources , or related projects, particularly in irrigation (Open Channels and Closed Pipe System) and water-related activities, is required. Experience in site supervision, as well as monitoring and evaluation, is required. Experience working on international and/or local projects in conflict-affected areas is preferred. Experience in implementing and delivering projects for international organizations is considered an asset. Experience in report writing, data analysis, and document drafting is desirable. Experience in Health and Safety Management is desirable. Experience in quality assurance and quality control (QA/QC) for infrastructure projects is desirable. Experience working in the southern governorates is desirable.</p>

Assessing health, safety & environment measures to be applied in all departments in the company. Search and conduct survey for all Buildings for the existence of firefighting systems. Record any abnormal situation from HSE (health, safety & environment) angles, notify the related team leader about the cases, and take suitable action to solve any problems arising in this regard, seeking superior advice if needed. Follow up on testing the drinkable water used in the company at the governmental Health and Environment departments. Follow Civil Defense Department instructions for governmental safety and health codes and measures. Prepare reports about any fire or risky incidences be happened. provide the facility & safety team leader/facility & safety engineer with the needed reports regularly, upon request. Coordinate with security monitors about all buildings' firefighting extinguishers. He accompanies maintenance contractor companies during their regular visits and collects reports of maintenance. Monito the firefighting systems installation projects by outsourced companies. Carry out all instructions issued by the safety section and announce them to other parties. Carry out any other needed duties that may be asked for by the facility & safety section and directly supervise. Support his/her Facility & Safety engineer and/or direct supervisor when overloaded work exists. <p>The Electrical Engineer will be responsible for electrical system design, load calculations, and preparation and review of material submittals in compliance with project specifications and international standards.</p>
<p>Determine, review and establish the local and international policies, standards and specifications required for mechanical engineering work related to building construction and refurbishment, water supply stations and water wells, water supply networks for the project in Iraq. Carry out inspections of the water supply facilities to be constructed, assess the current situation of the mechanical systems, and design suitable upgrades/replacement of existing mechanical systems to meet the local and international standards and specifications applicable, and in consultation with all stakeholders. And or, propose, design the replacements and new installations. Prepare and/or review detailed mechanical engineering design documentation including drawings, specifications and scope of work reports to be included in water supply facilities construction tender documents. Prepare quality control and quality assurance documentation related to mechanical engineering work for new water supply facilities. and rehabilitation works. Assist the PM, Deputy PM, Water Supply Engineer and the QA/QC Engineer in the preparation of bidding documents for the new water supply facilities. Supervise on-site works carried out by contractors closely on a day to day basis to ensure quality of the works is monitored and controlled as per specification requirements. Prepare and submit progress reports to the Project Manager/Deputy PM at intervals agreed upon. Ensure safety and health of everyone involved in the project and general public by identifying risks and threats, planning, implementing and maintaining internationally acceptable safety standards in all aspects, at all stages of the project. Ensure all design and construction of water supply facilities and mechanical works is carried out in accordance with and in compliance with industry standards and international best practice energy efficiency principles, standards, guidelines and specification. Provide expert advice to all stakeholders including contractors, PM/Deputy PM, project staff , clients and donor agencies on Mechanical engineering related water supply facilities works where required. Preparing Mechanical drawing package including for new and or rehabilitation works. Preparing Mechanical SOW (scope of work) with technical specification including water wells, pump stations, water supply networks and related works, plumbing and fire protection systems. Designing and preparing a package of water supply and sanitation systems for small and medium scale projects. Using S-pipe and D-pipe or any other relevant and applicable software Create and review technical drawings, plans, and specifications using computer software and prepare design packages in line with client`s design planning manual and design reviewers instructions. Coordinate while required, with design reviewers and incorporate their comments if any. Perform detailed documentation to track project development and design process Ensure project timeline is met and project stays within budget Support the project team in the evaluation and endorsement of objectives and goals of contractor plans, including staffing and budgeting, milestone descriptions, risk management strategies, detailed schedules and scope descriptions, and work breakdown structures Check to assure all materials and /equipment have been tested, submitted and approved. Review all submittals to insure compliance with the plans and specification Inspect all material, equipment and mechanical tools delivered, at the time of receipt, to ensure compliance with submittals, and specifications. Resolve technical problems at site and the certification of construction work at site. Recommend design changes, cost reductions, warranty improvements, and manufacturing issues. Perform other duties as may be assigned. Establishment of procedures with time limits for inspection, sampling and testing of works and all other electrical requirements. Implementation and monitoring of quality assessments. Supervises the Quality Control functions/activities of a project or its parts, including Quality Control inspection schedules and the collection of Quality Records. The role is primarily site-based in Iraq, with regular coordination with multi-disciplinary teams.</p><br><br><br><p><b>Key Responsibilities: </b></p><br><br><ul><li>Site Execution & Supervision: Oversee construction activities for OHTL, ensure work is carried out as per approved drawings, method statements, and specifications and monitor contractor performance and productivity.</li></ul><ul><li>Project planning & Execution: Plan and execute OHTL Projects (typically 33kV to 132kV or higher voltages) by coordinating with engineering, procurement, and construction teams. Monitor project milestones and deliverables.</li></ul><ul><li>Review construction schedules and ensure adherence to timelines, identify site constraints and propose mitigation measures and liaise with local authorities and stakeholders when required. Prepare and present regular progress reports to senior management and clients.</li></ul><ul><li>Quality Control: Ensure compliance with project specifications, standards (IEC/IEEE), and client requirements.
