<p><b>Title:</b></p><br><br>Lead Interface Engineer<br><br><p><b>Job Description</b></p><br><br><p>Division: CSSP (Ratawi Hub – Iraq) </p><br><br><p>Direction : IM</p><br><br><p><b>Job title: Lead Interface Engineer</b></p><br><br><p><b>Situation in organization</b></p><br><br><p>Within the Project Organization, the Lead Interface Engineer is reporting to the Interface Manager</p><br><br><p>Job Location(s): CPP Office (Abu Dhabi, UAE) during Detailed Engineering Phase / SITE (Iraq) during Construction Phase</p><br><br><p><b>Job dimensions</b></p><br><br><p>The Lead Interface Engineer shall assist the Interface Manager on the following:</p><br><br><ul><li>take care of the overall Management of interface and data changes between stakeholders of the Common Seawater Supply Project, and provide advice on any schedule & commercial issues arising from such interfaces and changes</li><li>ensure that Interfaces Management procedures are in place and that EPC and other contractors implement the required interface management system throughout the project duration</li></ul><p>The Lead Interface Engineer is anticipated to start early 2026 and will be based in Abu Dhabi (UAE).</p><br><br><p><b>Activities</b></p><br><br><p>The job holder shall assist the Interfaces Manager:</p><br><br><ul><li>with the support of the Project Management Consultant, define, implement and maintain the methodology/procedure to be applied and the corresponding database to be created, to ensure a clear and accurate identification and management of interfaces. Shall be the coordinator of the Management of Change, providing the justification through all disciplines of the change. Ensure complete documentation of all changes, and communication of these in compliance with the processes agreed with BOC and regulatory authorities.</li><li>Preparing technical papers to support management positions for clarifications / decisions with regulatory authorities of host countries, other entities or partners.</li><li>Ensure that EPC Contractor implements required interface management system & resources and monitor throughout the project duration that EPC Contractor honours its responsibilities as defined in the project interface procedure.</li><li>Ensure the implementation of interface changes/optimisations resulting from negotiations of the external interfaces.</li><li>Together with Project Management Consultant, ensure design consistency and continuity throughout the facilities.</li><li>Avoid change orders and delays caused by interface issues; ensure timely follow-up of interface issues.</li><li>Assist the Project Management Consultant, prior to and during construction phase, by anticipating operational interfaces with other parties (clashes or conflicting program).</li><li>In case of SIMOPS (phased delivery of the plant): propose solutions and participate to definition and resolution.</li></ul><p><b>Context and environment</b></p><br><br><br><p>Basrah Oil Company (BOC) is undertaking the Seawater Treatment Facilities (STF) project to provide treated seawater to the oil fields in southern Iraq (for injection). The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:</p><br><br><ul><li>Site development and non-process facilities.</li><li>Ancillaries and buildings.</li><li>Seawater intake and outfall structures.</li><li>Material off-loading facility.</li><li>Seawater clarification, filtration and deoxygenating processes.</li><li>Chemical addition systems.</li><li>Shipping pumps.</li><li>Power Generation.</li><li>Utilities.</li></ul><p>FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.</p><br><br><p>In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.</p><br><br><br><p><b>Accountabilities</b></p><br><br><ul><li>Accountable for the interfaces and MoC, being internal (between units, disciplines, PMT, One Tech and Specialists) or external (between other CSSP Projects, Contractors, COMPANY, etc…). The job holder coordinates all interface and MoC matters, protecting the WI Project and COMPANY’s position with regards to all external interfaces and to internal interfaces between Contractors, and ensuring that changes are evaluated and executed for the overall benefit of the Project.</li><li>Accordingly, the job holder shall make the necessary coordination between all involved Contractors/parties and Company Teams and implement an agreed interface management procedure and methodology. She/He shall ensure the proper and timely follow-up and resolution of interfaces issues between the various involved parties documents. She/He must support the Interface Manager to ensure full control of the Management of Change process, and shall document all the changes, taking care to perform a full review with various disciplines with Project aspects to justify or reject the change.</li><li>A key aspect of interface coordination is the ability to effectively communicate, across all involved parties, all details related to an interface, including requirements, technical specifications, and potential issues. It is important that the communication channel is promptly established, the proper information is exchanged, and all involved parties acknowledge that they fully understand the interface requirements.</li><li>The nature of the development might call for a “staged” delivery of the facilities. This position will be responsible for managing the daily work assignments of Material Handling and Heavy Equipment Operations and will report to the Operations and Maintenance Manager. DUTIES: Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace. Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation. Provide oversight of all material handling and heavy equipment support operations. Primary responsibilities will be the safety and professional operations of a daily multi-national workforce and ensuring that all work requests are completed. Knowledge, Skills, and Abilities: Good time management skills and able to multi-task using various types of cranes and rigging gear. Knowledge of proper loading techniques and forklift weight capacities. Ability to lift up to 30 pounds, bend, stoop, and climb in and around construction type equipment and work in adverse climatic conditions. Ability to coordinate and complete basic Transportation Movement Request (TMR). Prior experience in working with a multi-national workforce Ability to extract information to produce reports. <p>Job description:
• The incumbent is responsible for the management and supervision of all airside operations activities at Karbala International Airport (KIA), requiring specific technical competencies, skills and behavioral attributes, ensuring a safe, secure and efficient airside environment in full compliance with applicable national regulations and ICAO SARPS, including oversight of airside safety, permits and licensing, wildlife and landscaping and standards training and development Sections.
Human and Technical Resources
• Ensures that subordinate Sections have the necessary and appropriate number of staff to provide the services and tasks within airside operations, and that they have received training on the competencies and skills required for their functions;
• Determines and evaluates that the Sections within ASO Department have the necessary number and type of equipment required for operational tasks, that they are properly maintained, and that they are in good and safe operating condition;
• Plans, coordinates and supervises the execution of all operational activities within the ASO Department, including AMG, SST, PEL and WLS Sections;
• Implements and enforces the approved corporative policies within the Airside Operations Department;
Planning and Programmes
• Develop, implement and maintain the ASO Manuals and all associated airside standard operational procedures (SOPs), in compliance with ICAA ICAR 12, ICAO Annex 14 SARPs, and KIA requirements; ensure periodic review, update and formal approval of all operational documents.
• Coordinate the preparation, review and approval of all ASO SOPs, and Work Instructions (WIs) for all sections (AMG, SST, PEL and WLS), ensuring alignment with the AOM and applicable regulatory requirements.
• Develop and maintain the ASO Annual Training Programme, covering initial qualification, recurrent and competency-based training for all ASO staff, including airside safety, airside driving, wildlife hazard management and standards, in compliance with ICAA and ICAO SARPS.
• Prepare and maintain the Airside Contingency Plan covering abnormal and disrupted airside operations scenarios, including runway and taxiway closures, FOD events, wildlife strikes, and airside emergencies; ensure alignment with the Airport Emergency Plan (AEP) and that all ASO staff are trained on their respective roles and procedures.
• In coordination with the E&M Department, support the development of the ASO Equipment and Vehicle Maintenance Plan, defining preventive maintenance schedules, inspection cycles and replacement planning for all ASO operational equipment, airside vehicles and specialist tools assigned to the department.
• Prepare and submit the annual ASO Plan, including operational objectives, KPIs, resource needs and CAPEX/OPEX proposals, aligned with airport strategic goals; monitor progress and report to the Airport Operations Director.
Core Operational, Corporate and Compliance Activities
• Develop, implement and review airside operational manuals, procedures and instructions to ensure safe and efficient airside operations at KIA.
• Develop and implement airside operational procedures in compliance with ICAA ICAR 12 and other applicable regulations, and ICAO Annex 14 SARPS;
• Manage and oversee all airside driver´s and vehicles permits licensing and activities, ensuring compliance with ICAA requirements and applicable airside regulations.
• Manage the Wildlife Hazard Management Programme in accordance with ICAA reegulations and ICAO Doc 9137 Part 3, ensuring effective control of wildlife hazards on and around KIA airside area.
• Oversee and monitor all the activities and airside works performed by contractors or subcontractors on the airside, providing escort whener required and necessary;
• Liaise with the GHS Department, any other ground service providers, airlines, and other airside stakeholders, ensuring alignment with airside regulatory requirements and operational standards.
• Develop and monitor airside operational performance metrics, KPIs and service level indicators, ensuring continuous improvement in airside safety and operational efficiency.
• Participate in and support the airport committees established by ICAA and/or defined by ICAO, contributing as a subject matter expert on airside operations matters;
• Serves as a member of the Airside Operations Department, on the Runway Safety Committee, and Safety and Environmental Committee (if established);

<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p> International Organization for Migration Project Context and Scope The project titled Inclusive Stabilization Partnerships for Reintegration and Empowerment (INSPIRE) is a five-year programme (July 2026 June 2031) funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands (MFA) and implemented by the International Organization for Migration (IOM). INSPIRE will operate in Ninewa, Anbar, and Salah al-Din Governorates, with national-level engagement in Baghdad. The project aims to address key barriers faced by vulnerable internally displaced persons (IDPs), returnees (including Iraqi individuals from northeast Syria), and host community members in accessing basic services, civil documentation, and durable solutions. It operates across three interconnected levels: individual, community, and systemic, organized under three outcomes: Outcome 1: Improved access to basic services and durable solutions pathways for vulnerable displaced populations Outcome 2: More resilient and cohesive communities in areas of high return, with empowered local civil society structures Outcome 3: Enhanced national and local government capacity to plan, coordinate, and deliver services to Iraqi citizens Inception Phase Recognizing Iraq's evolving context, with shifting return and displacement patterns, changing funding priorities, and significant differences across governorates and districts - INSPIRE will begin with a three-month inception phase. This phase is critical to ensure that the five-year programme is evidence-based, context-sensitive, and strategically targeted from the outset. • The incumbent is responsible for the management and supervision of all airside operations activities at Karbala International Airport (KIA), requiring specific technical competencies, skills and behavioral attributes, ensuring a safe, secure and efficient airside environment in full compliance with applicable national regulations and ICAO SARPS, including oversight of airside safety, permits and licensing, wildlife and landscaping and standards training and development Sections.
Human and Technical Resources
• Ensures that subordinate Sections have the necessary and appropriate number of staff to provide the services and tasks within airside operations, and that they have received training on the competencies and skills required for their functions;
• Determines and evaluates that the Sections within ASO Department have the necessary number and type of equipment required for operational tasks, that they are properly maintained, and that they are in good and safe operating condition;

Organizational Context and Scope Following the end of hostilities against Islamic State in Iraq and Syria (ISIS), the return of millions of Iraqis is threatened by the lack of livelihoods, widespread destruction and the presence of uncleared debris, heavy damage to critical public infrastructure and destroyed shelter. The situation is further complicated by a fluid and complex security environment. The Transition and Recovery Division (TRD) within International Organization for Migration (IOM) Iraq works to remove the initial obstacles to Internally Displaced Persons (IDPs) return in Iraq s post-conflict areas and lay the foundation for longer-term recovery, economic development and reconstruction in general. Under the overall supervision of the Head, TRD in Baghdad, the direct supervision of the Senior Operations Coordinator (Return & Recovery) in Erbil` and in coordination with relevant units in IOM Iraq, the Programme Officer (Cash Based Interventions (CBI)) will have the overall responsibility for the development and maintenance of IOM Iraq's cash-based assistance systems and portfolio. Advise the technical units, Regional Coordinators and divisions on integrating CBIs into operational plans and strategies to efficiently meet programme objectives, liaising with technical sectors.
