<li>Under broad direction from the Asset Manager, senior IAM management and "Operating Company", leads the Asset Operations Organization impacting the planning, growth, profitability and efficiency of the asset.</li>
<li>Manages field operations effectively and safely by leading the operations teams and all field personnel in delivering the production, budget, schedule and HSE targets agreed by Halliburton, the "contract," and Operating Company while fully complying with all applicable legislation, Company policies and procedures and provisions of "contract," and following the strategy and plans communicated by senior management.</li>
<li>Interacts with Operating Company's representatives, contractors, local regulators, local authorities, unions and local community to facilitate the following: awareness of company strategy, requirements and objectives, delivery of production, budgets, schedules, and full compliance at all levels.</li>
<li>Liaises with Operating Company's representatives, national regulatory authorities, unions, and local community on a regular basis.</li>
<li>Discusses, presents, negotiates, and implements actions and requirements while complying with regulations.</li>
<li>Creates a team-based approach that recognizes Halliburton values and conducts the business activities within Halliburton Code of Business Conduct.</li>
<li>Leads by example and monitors the Asset Team, supervising operating personnel to ensure adherence to competency, HSE, and Quality plans.</li>
<li>Meets or exceeds the performance measured through KPIs set by Halliburton, Operating Company and the contract.</li>
<li>Ensures field operations operate within OPEX and CAPEX budget requirements, using Halliburton accounting system and existing authority matrix.</li>
<li>Delivers the Annual Work Program and Budget relevant to Operating Company's field operations.</li>
<li>In agreement with line management, develops the local management system including internal auditing, training, reporting, standards development, maintaining relevant databases, and supporting information systems including the production and distribution of the various reports.</li>
<li>Leads implementation of Halliburton and Operating Company's HSE protection objectives.</li>
<li>Additionally, directs work and decisions from the Drilling and Workover, Facilities and Projects, Production, Contracts and Government Relations and HSE teams. Supervises the Facilities, Wells, Workovers, Maintenance, Logistics, HSE and other operations managers.</li>
<li>Requires the ability to communicate and collaborate effectively with company-wide team members, professionals, and senior leadership as well as with external stakeholders such as partners, clients, national oil companies, and government departments.</li>
<li>Over time, will become very knowledgeable of HAL technologies and solutions experience together with the exploitation methodologies and technologies other companies apply. </li>

<p>The technical advisor is responsible for the technical leadership, strategic direction, and operationalization of the community-based psychosocial support and community-based initiatives within their pillar. S/he actively drives the pillar s progress by aligning strategy and objectives with community-specific needs. Working with program and project managers across SEED, they apply their thematic expertise to lead intervention design and planning, and support implementation of group and community activities. They ensure that all psychosocial support and community development activities are technically sound, culturally appropriate, and effectively designed to meet SEED s strategic goal of engaging and empowering communities. Core functions include creating or updating curricula and materials for community and group-based activities; training and equipping staff to deliver the curricula, and providing ongoing technical support to staff; creating robust MEAL systems to review impact and community feedback; and supporting program teams to implement the engagements. This position will lead the Child, Adolescent, and Youth Engagement thematic pillar which supports children, adolescents, and youth to grow in safe and protected environments, allowing them to build their skills and identity, and actively participate as resilient, engaged contributors to their families and communities. <p>The operations manager will be based at one of the three Amentum sites in Iraq and serve the operations and maintenance support services (OMSS) contract in support of the U.S. Department of State. This position will be responsible for taking ownership of all site operational responsibilities to include directing the daily performance of the organization, planning, scheduling and training processes to meet the requirements of the contract. <p> The Consultant will provide time-bound specialized technical expertise to support the implementation of specific Intelligence-Led Policing (ILP) capacity-building activities under the project Supporting Community Engagement and Policing in Iraq Phase II , led by the Community Engagement and Policing (CEP) unit of IOM Iraq. The objective of this project is to strengthen public trust and confidence in Iraq s security institutions by enhancing accountable, inclusive, and community-responsive policing practices in areas of return and border regions. The project focuses on two primary pillars: i) increase Iraq s security agencies legitimacy and accountability in areas of return and border areas through an increased professionalization of police and border guards and mainstream of CEP approaches across different Directorates within the MoI; and ii) strengthen the CP community outreach, especially amongst women, through the CP Women Empowerment and Protection (WEP) Action Plan, to ensure rights-based stabilization interventions that respond to the needs of communities. The required expertise in prevention-oriented Intelligence-Led Policing (ILP), intelligence development frameworks, police analytical systems, and operationalization of risk analysis methodologies is not currently available within IOM Iraq. The engagement of an external consultant is therefore required to provide specialized technical knowledge, support the development of practical tools and procedures, and strengthen the capacity of the Community Policing Directorate and relevant Ministry of Interior counterparts to establish sustainable prevention-oriented ILP approaches. The project was built on lessons learned from the first phase, implemented between 2025 and 2026, in coordination with the CP Directorate, who identified further need of capacity building on prevention-oriented ILP principles to increase their ability to identify and respond to their communities major security threats. The project will target areas with significant numbers of returnees from northeast Syria as well as border areas, particularly focusing on the governorates of Ninewa, Anbar, Salah al Din, Basra, and Missan, and will be implemented jointly with the Integrated Border Governance (IBG) team and the Prevention of Violent Extremism (PVE) teams of IOM Iraq. Within this framework, the ILP consultant will design and deliver three activities contributing to the first pillar of the project: Deliver ToT and core training for MoI officers on data management and risk analysis; Develop an initial assessment to set-up a structured data-management and community risk analysis framework to support the CP Directorate and relevant MoI units in strengthening preventive, evidence-based policing.
