UNICEF is committed to deliver for all children and young people through its overall impact goal of realizing the rights of every child, especially the most disadvantaged. The UNICEF Strategic Plan, 20XX recognizes the whole spectrum of young people, including young adults or youth over 18, and includes in its Change Strategies supporting young people and children as agents of change. Taking its cue from the strategic plan, the Global Communication and Advocacy Strategy 20XX (GCAS) asserts the important role that young people can play in the successful realization of UNICEF s mandate, and outlines the need to listen to, co-create and collaborate with young people and create meaningful engagement opportunities for them to make a difference.
Event Management Service for a Social Dialogue Workshops Erbil, Kurdistan Region of Iraq 6 and 18th August 2026 Background and Context: More than 1.1 million Iraqis remain in protracted displacement, concentrated in the KRI and Ninawa. The Employment and Employability project has documented youth unemployment among some IDP groups at 49.6%, female refugee labour-force participation below 3% in Erbil and Duhok, and informality rates around 94% among young displaced men. The Iraqi Government's ongoing closure of IDP camps adds urgency: without a tripartite framework, people leaving camps risk moving into unprotected informal work with no recourse. The first social dialogue session will be based on the Policy Brief, Refugees, IDPs and labour market Integration in Iraq and Kurdish Region of Iraq: Advancing Inclusion through Employment that was commissioned by the GIZ supported project, Promoting Employment and Employability among Refugees, Internally Displaced Persons (IDPs) and Host Communities focusing on Women, PWDs, and Youths in Northern Iraq. That alone gives the session a concrete, ready-to-sign output. The broader discussion on labour market access barriers and active labour market policies adds systemic value. In addition, a second social dialogue will be held to discuss labour migration. Iraq recently issued new regulations on the recruitment and employment of foreign workers, creating an urgent implementation challenge that is felt differently at the federal and KRI levels. Federal and KRI frameworks diverge on work permits, recruitment procedures and labour market access a gap raised repeatedly in joint Federal MOLSA KRI discussions. At the same time, migrant workers and refugees in the KRI face documented gaps in labour rights protection, access to justice and social security coverage. This session gives the Tripartite Committee its first major substantive policy discussion: one where all three parties have an immediate, practical interest and where their combined voice can directly influence how new regulations are implemented across both levels of government. Purpose for this Service: The purpose of the service is to support and facilitate holding TWO social dialogue to be held on two separate occasions and to discus on the following topics: 6 August-Social Dialogue-One: Economic Inclusion and Decent Work for Refugees and Displaced populations 18 August -Social Dialogue-two: Labour Migration Governance: Foreign Workers, Refugees and labour mobility Objective: The ILO seeks to contract an event management company to provide logistical services for two Social Dialogue workshops to be held in the first and third weeks of August 2026.
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life in its social, political, economic, civic and cultural dimensions her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society s most disadvantaged citizens addressing inequity not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations. Strategic office context : The Iraq Country Programme PHONE_NUMBER) is structured around five programme components including (1) Health & Nutrition, with focus on Early Childhood Development, (2) Education and Youth skills, with focus on Back to Learning, (3) Child Protection with focus on Case Management, (4) Social Inclusion with focus on Social Protection. (5) WASH with focus on climate change, supported by strong advocacy and communication. UNICEF in Iraq aims to transform its programming to become more strategic, relevant, and impactful focusing on high-priority interventions that can be scaled and sustained by government systems. Aligned with national aspirations for both SDG 3 (Good Health and Well-being) and SDG 6 (Clean Water and Sanitation), The Child Survival and Development (CSD) programme will adopt an integrated approach that combines public health and environmental sustainability, prioritizing primary health care (PHC), safe water, sanitation, and hygiene. This holistic strategy aims to deliver large-scale impact across health, nutrition, and WASH outcomes. In the Health and Nutrition sector, UNICEF continues to provide strategic support to the Government in areas such as immunization, newborn care, digital health transformation, and supply chain management. To improve the quality of health outcomes, UNICEF will leverage public financing for primary health care (PHC), advocate for policy reforms, strengthen partnerships with the private sector, and promote social and behavioral change to address newborn and children health and chronic malnutrition. Furthermore, adolescent health and nutrition, along with mitigating the impact of environment pollution on maternal and child health, will remain key priorities for action and investment. In the WASH sector, UNICEF continues to provide strategic support in advancing water security, unlocking sanitation gaps, and addressing climate-related challenges. This includes facilitating the development of integrated master plans for water supply, wastewater management, and water reuse; promoting digitalization and automation of water systems; supporting the formulation of national climate action plans aligned with Iraq s climate commitments; and fostering inclusive public-private partnerships and civil society engagement, while maintaining its leadership role in the sector. Purpose of the job: Reporting to the Deputy Representative, the Chief Child Survival and Development (CSD) is responsible for leading UNICEF Iraq s efforts to improve child survival and development outcomes through the strategic integration of Health, Nutrition, and WASH programming. The Chief CSD is accountable for the overall leadership, coordination, and technical quality of the Child Survival portfolio. This includes setting strategic direction, ensuring effective programme design and delivery of results especially for priority areas on early childhood development (ECD) and Climate Change (CC), and fostering cross-sectoral collaboration. The Chief CSD is also accountable for mobilizing and using resources efficiently, and supporting system strengthening and policy dialogue. As a member of the Country Management Team (CMT), the Chief CSD contributes to the overall governance of the office, providing strategic input into key management decisions and ensuring programmatic coherence and alignment with UNICEF s organizational goals.
