<p>Role</p><p>Under the direct supervision of the Country Director and with a technical reporting line to the Global MEAL Lead, the Country MEAL Officer leads the implementation, adaptation, and management of Geneva Call’s Monitoring, Evaluation, Accountability and Learning (MEAL) systems for the Iraq country mission. Working in close collaboration with the Head of Programmes, programme teams across Iraq, the HQ MEAL Unit, and the MENA regional team, the role ensures that MEAL systems remain responsive to the evolving conflict context, support high-quality data collection, analysis, reporting, and accountability to affected populations, and generate evidence to inform timely decision-making, adaptive It was founded in 1956 and today it is operating in 40 countries around the world, where it protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC has been active across Iraq since 2003 and plays a crucial role in addressing the complex humanitarian needs of displaced populations and conflict-affected communities. Operating in collaboration with local partners and authorities and adopting humanitarian, development, and peacebuilding (HDP) approaches, DRC focuses on providing a wide range of services to enhance the resilience and well-being of vulnerable individuals. DRC s work in Iraq has been focused on implementing multi-sectoral programming through an area-based approaches, integrating protection, economic recovery, humanitarian disarmament and peacebuilding programming as well as advocacy. By implementing context-specific solutions, DRC contributes to the stability and recovery of communities in Iraq, striving to create a more sustainable and inclusive future for those affected by displacement and conflict.</p><p>The purpose of this consultancy is to work with DRC in supporting ministry of labor and social affairs (MoLSA) in Kurdistan Region of Iraq (KRI) to modernize their vocational training program to enhance employment opportunities to youth and job seekers. The consultant (consultancy team) will 1) Review the existing solar panel curriculum of MoLSA. 2) in collaboration with DRC and MoLSA Directorate of vocational training in KRI, form a curriculum development technical committee from MoLSA technical trainers representing each governorate. 3) Lead organizing the technical committee meeting reviewing the existing curriculum and identifying the gaps and areas to be updated. 4) collect the inputs from the technical committee members about areas of gaps and improvement and lead combinging them and reflecting them on the curriculum content. 5) ensure effectively updating the existing curriculum as per the competency-based standards (CBT). DRC is looking for a consultancy firm with a technical specialist and a lead consultant to ensure the updated training curriculum matches with the labor market needs,</p><p>Vocational training centres under DoLSA play an important role in supporting youths and job seekers and equip them with the market driven and competency-based skills to prepare them for employment and the labor market. However, due to changes in the labor market, industry demands, and technological development, there may be a need for updated or new vocational training curricula that better align with current workforce needs In order to deliver relevant and effective vocational training to youth and job seekers in general, there is a need to update the solar panel competency-based curriculum that matches with the market changes and development of technologies. Through this consultancy work, DRC is going to support MoLSA to modernize their vocational training program to enhance employment opportunities to youth job seekers including women and people living with disabilities from different population categories of IDPs, refugees and vulnerable host communities.</p><p>The objective of the consultancy is to:</p><ul><li>Conduct a desk review of the existing solar panel curriculum to identify gaps and areas of improvement according to the labor market demand, skills gaps and context evolution. <p><h4>Program logistics and property manager overview</h4>
<p>The program logistics and property manager will be primarily based in Baghdad, Iraq. The logistics and property manager will manage all supply chain services, including acquisitions, receiving, stocking, inventorying, issuing, and shipment of goods, utilizing resources to accomplish operational requirements. The logistics and property manager will report to program management to manage multiple geographical sites and functions to support critical client mission activities of this contract. The logistics and property manager is specifically accountable for proactively identifying, analyzing, and correcting systemic performance concerns, and for providing structured performance briefings to the program manager and business group vice president to ensure sustained contract compliance and mission readiness.</p>
<h4>Duties</h4>

<h4>Working and living conditions</h4>
<p>This position is in an austere environment with harsh and dangerous conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit (50-55 degrees Celsius) during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods.</p>
<p>Work schedules are a minimum of six days per week and ten hours per day, while some jobs have higher daily and weekly minimums. <p><h4>Essential responsibilities:</h4>
<p>Aerostat operators/user-level maintainers will participate in the overall, hands-on operation of the aerostat system including launch, in-flight, recovery, and moored activities.</p>
<p>Candidates will perform all functions to operate the PGSS/PTDS, an aerostat mounted intelligence, surveillance, and reconnaissance (ISR) platform, its mobile mooring platform (MMP), sensor payload(s), communications and navigation systems as well as associated support equipment (boom lift, forklift, all terrain vehicles (ATVs), and electrical power generators).</p>
<p>Candidate will perform user-level maintenance functions including performing hands-on preventative maintenance checks and services (PMCS), troubleshooting, removing and replacing line replaceable units (LRUs), and removing and replacing payloads.</p>

<li>Possess at least two (2) years aerostat experience as an operator at the 20 series level or greater from Army MOS 35F (Intelligence Analyst), 35G (Geospatial Intelligence Imagery Analyst), 35H (Common Ground System Analyst), 96R (Ground Surveillance Systems Operator), 96U (Unmanned Aerial Vehicle Operator), or military branch equivalent.</li>
<li>Two years of hands-on experience in performing operations and maintenance tasks either on an aerostat system or a related industry/military equivalent is required.</li>
<li>Must be qualified at the 10 series or greater level (via military or civilian technical schools) is required.</li>
<li>Ability to read electronic schematics.</li>
<li>O&M of electro-mechanical equipment to include one or more of the following:
<ul>
<li>Hydraulic/servo valves</li>
<li>Hydraulic actuators, control systems</li>
<li>Test and diagnostic equipment</li>
</ul>
</li>
</ul>
<p><strong>2) Networking, IT & information systems</strong></p>
<ul>
<li>Two years’ experience is required.</li>
<li>Must be qualified at the 10 series or greater level; MOS 25B/F or other military branch equivalent or industry occupational specialties as a CISCO Network Administrator; Army MOS 25L/N or other military branch equivalent or industry occupational specialties as a Network Installation (BICSI or Network + or Comp T Certification) will be considered.</li>
<li>CCIE certification with fiber optic certification is preferred.</li>
</ul>
<p><strong>3) Mechanical maintenance</strong></p>
<ul>
<li>Mechanical maintenance with qualifications at the 10 series or greater from U.S. Army MOS 94D/X and 91/B/S/W or other military branch equivalent, or industry occupational specialties such as National Institute for Automotive Service Excellence (ASE) Certified Truck Mechanic or Federal Aviation Administration (FAA) General Mechanic 1 or greater.</li>
<li>Two years of hands-on experience on an aerostat system or a related industry/military equivalent is required.</li>
<li>O&M of mechanical equipment to include one or more of the following: hydraulic systems, winch systems, tether/cable handling systems, industrial generator sets, power switch gear, HVAC, cranes aerial lift, forklift, industrial generator sets.</li>
</ul>
<h4>Physical requirements:</h4>
<ul>
<li>Requires the ability to regularly lift up to 50 lbs.</li>
<li>Requires the ability to regularly climb extension ladders, roof ladder, stepladders, and stairs at least 10 times during shift.</li>
<li>Requires the flexibility to bend/stoop, squat repetitive during shift.</li>
<li>Requires the ability to regularly kneel repetitive for shift.</li>
<li>Requires the ability to move in a 90-degree fashion on a repetitive basis for shift.</li>
<li>Requires the ability to stretch/reach on a repetitive basis for shift.</li>
<li>Requires the ability to walk extensively throughout the plant during shift.</li>
<li>Requires the ability to interact with all clients in a professional and friendly manner despite periods of stress.</li>
</ul>
<h4>Medical requirements:</h4>
<p>Successfully complete and pass the medical and dental examinations as required by the employer and customer for deployment to Iraq.</p>
<p>Must maintain physical and dental requirements for the duration of the deployment.</p>
<h4>Working and living conditions:</h4>
<p>This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to CENTCOM, EUCOM, and AFRICOM for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums.</p></p><p></p>
