<p>Job specification:
The postholder plays a critical role in the readiness of Canines. He/She is the lead in overseeing canine operations, and ensuring K9 readiness, compliance with MOI K9 Training & Evaluation Directorate and aviation security standards, and effective deployment of K9 teams to check points for screening and patrols where required. The post holder works directly for the Head of the K9 Unit in managing the daily operations, canine logistics, and closely with the K9 Training Team in ensuring that all handlers and K9s are fully trained, certified and operationally effective. He/She works with the Unit Veterinarian in overseeing canine welfare, daily nutrition and daily kenneling activities. Finally, to support the Head of K9 Unit in liaising with regulatory authorities and ensuring compliance with the MOI Directorate of Training & Evaluation with Veterinary and Technical compliance standards required for certification, through drills, exercises and evaluations.
Key Areas of Responsibility:
a) Operational Oversight :
• Supervise daily activities of K9 handlers and dogs across EDD and NDD teams.
• Plan and coordinate deployment schedules for detection operations across all checkpoints.
• Coordinate with airport security, and where necessary customs, and law enforcement for joint operations.
• Ensure compliance with safety protocols and operational standards.
• Ensure optimal rotation and rest schedules for dogs and handlers.
b) Training & Development Support :
• Coordinate schedules with the K9 Training staff for regular training sessions for EDD and NDD teams, including simulated threat scenarios.
• Work with the K9 Training Staff to evaluate performance and readiness of K9 teams.
• Implement continuous improvement strategies for detection accuracy.
• Work with the Head of K9 Unit and the K9 Training staff to implement corrective training plans and maintain certification standards.
c) Translation & Liaison Duties :
• Translate operational briefings, SOPs, incident reports, and communications between multilingual teams.
• Act as liaison and facilitate communication between international management/supervisors, local handlers, and airport authorities.
• Ensure accurate real-time interpretation during joint operations, inspections, audits and emergency responses.
d) Canine Welfare & Logistics :
• Ensure proper nutrition, rest, and psychological well-being of dogs.
• Monitor health, nutrition, and veterinary care schedules of all canine assets.
• Coordinate with procurement for replenishment and upgrades.
e) Administrative & Reporting :
• Prepare mission reports, incident logs, and performance reviews.
• Assist Head of K9 Unit in budget planning and procurement for K9 operations.
f) Compliance & Policy Enforcement & Documentation :
• Enforce SOPs are related to canine deployment, search protocols, and handler conduct.
• Ensure adherence to international standards for detection dog use.
• Monitor legal and ethical guidelines in narcotics and explosives detection.
• Ensure adherence to Iraqi Civil Aviation Authority, MOI and international K9 deployment standards.
• Maintain detailed logs of canine activity, detection results, and incident reports.
• Assist Head of K9 Unit in preparation of monthly performance summaries and submit them to SEC Headquarters.
g) Emergency Response & Incident Management :
• Lead K9 response during bomb threats, suspicious packages, or narcotics interceptions.
• Liaise with emergency services and provide translated briefings during crises.
• Document and debrief all incidents for legal and operational review.</p><p>Education
• Certifications in explosive detection, narcotics detection (essential).

Experience

Responsible for implementing and maintaining all fire protection services related functional standards within their assigned department IAW the Statement of Work. Implements the Fire Chief s comprehensive firefighting program at the assigned installation to ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire and Emergency Services, Local work instructions, and National Fire Protection Association (NFPA) Guidelines.</p><p>This position description is subject to change at any time as needed to meet the requirements of the program or company. Reports to the Assistant Chief of Operations and functions under their direct supervision. Supervises a structural and/or aircraft firefighting crew at assigned fire department to ensure compliance with PWS and all local requirements are met. Assigns, directs, and reviews the work of assigned subordinate employees who assist in carrying out program activities. Ensure timely submittal of CDRL, deliverable, and work product reports pertaining to the operations section as required. Ensures rescue operations are performed in accordance with established policies and procedures and minimize the risk of additional danger to firefighting personnel and endangered persons. Responds to hazardous material incidents; leads operations level actions, as directed by the Assistant Fire Chief, to establish control of the affected area with minimal risk to response As required and/or assigned, oversees fire alarm communication center operations to ensure all firefighting equipment and personnel are dispatched as required. Ensures that the communications center is manned at all times during the shift. Oversees the checkout of communications equipment at the beginning of the shift. As necessary, details additional personnel in case of short staffing. Maintains constant contact with the communications center during real world emergencies or fire drills. Ensures the maintenance of reference materials such as the NFPA Standards, IFSTA Training Manuals, Lesson Plans, and reviews and provides input to work instructions pertaining to the operations, training, and communications sections of the department. Performs mid-level supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. <p>The post holder is responsible for the delivery of Aviation security training programs through courses and workshops, ensuring that all aviation security staff are well-trained and capable of performing their duties efficiently and safely. Additionally, ensuring that other airport workers and stakeholders receive requisite security training and briefings in accordance with mandated international security standards.
All training must be compliant with the Regulatory requirements of ICAO Document 8973 Aviation Security and the ICAA National Civil Aviation Security Training Program (NCASTP).
A solid knowledge of performance management tools, techniques, and utilizing ‘state of the art’ technology, is vital, along with the ability to forge relationships with peers and customers.
Key Areas of Responsibility:
a) Regulatory requirements: Demonstrate excellent knowledge of all pertinent security regulations and standard operating procedures, the training requirements of the ICAO Document 8973 Security Manual and the ICAA National Civil Aviation Security Training Program (NCASTP).
b) Lesson Plans & Courses: Assist in the development, and then deliver comprehensive aviation security training programs, including lesson plans, exercises and instructional materials for all identified training courses – specifically the core regulated security courses for a Certified Security Officer (CSO), the supervisory and specialist courses for the experienced staff, and for
all airport staff the General Security Awareness Training (GSAT) and customer service courses. Create and conduct training sessions on aviation security protocols, procedures, and regulations.
c) Courses, Development & Delivery Security Oversight: Organize and prepare all courses to international standards, quality checked against stated learning objectives, then delivered in the national language of Iraq or, when require, in English. (Ensure all courses, lesson plans, examinations and power point presentations are written in Arabic and English).
d) Instructional Design: Apply instructional design methodologies to improve training effectiveness and job performance.
e) Examinations: Ensure that all courses and examinations are delivered to the standard, content and required level of knowledge; that examination results are properly evaluated & appropriate remedial action initiated where necessary.
f) Course Certification: Issue course certificates to successful candidates after course completion.
g) Maintaining Records: Maintain accurate records of all training activities, certifications, and employee progress and ensure that staff and training records are properly filed and secured in accordance with Training Manual procedures.

k) Assess and evaluate trainees: Monitor and assess the progress of trainees, providing feedback and guidance to ensure they meet the required standards.
l) Maintain training materials: Update and maintain training materials to ensure they are current and effective.
m) Currency: Keep current with the latest developments, training trends and industry best practices in airport operations, security regulations, and training methodologies to ensure that the training syllabuses are current and effective.

<p>The post holder is responsible for the delivery of Ground Security training programs to the Response team through courses and workshops, ensuring that all Response Team Security staff are well-trained with weapons and basic tactics, incident responses and capable of performing their duties efficiently and safely.
Additionally, ensuring that other airport workers and stakeholders receive requisite security training and briefings in accordance with mandated international security standards, as required. It includes weapon training and assisting in the conduct of 6-monthly range shoots for Response Team personnel, continuous assessment and improvement of security training procedures and implementing various training methods and best practice to develop and enhance staff skills and performance.
All training must be compliant with the Regulatory requirements of ICAO Document 8973 Aviation Security, MOI ROE and the ICAA National Civil Aviation Security Training Program (NCASTP).
A solid knowledge of performance management tools, techniques, and utilizing ‘state of the art’ technology, is vital, along with the ability to forge relationships with peers and customers.
Key Areas of Responsibility:
a) Regulatory requirements: Demonstrate excellent knowledge of all pertinent security regulations and standard operating procedures, the training requirements of the ICAO Document 8973 Security Manual, the ICAA National Civil Aviation Security Training Program (NCASTP) and the MOI Rules of Engagement.
b) Lesson Plans & Courses : Assist in the development, and then deliver comprehensive ground security Response training programs, including lesson plans, exercises and instructional materials for all identified training courses – specifically the core regulated security courses for a Response Team Security Officer (RSO), the supervisory and specialist courses for the experienced Response staff (RSS), incident management, Rules of Engagement and for all airport staff the General Security Awareness Training (GSAT) and customer service courses. Create and conduct training sessions on Response Team security protocols, procedures, and regulations.
c) Course Preparation & Delivery : Organize and prepare all courses to international standards, quality checked against stated learning objectives, then delivered in the national language of Iraq or, when required, in English. (Ensure all courses, lesson plans, examinations and power point presentations are written in Arabic and English).
d) On-Boarding Induction: Assist the HoS Security Training in the conduct of effective induction and orientation sessions for all new security hires.
e) Weapon Training: Deliver basic Weapon Training modules to Ground Security Staff including: the safety and operation of weapons, ammunition, marksmanship, dry shooting training, basic tactics and Rules of Engagement.
f) Range Shoots: Assist the HoS Response Team (QRF) (Range Conducting Officer), and Range Safety Officers in the conduct and supervision of the 6-monthly range shoots for all Response Team personnel.
g) Incident Response Training: Educating staff on how to handle various security incidents, from minor infractions to serious breaches.
h) Instructional Design: Apply instructional design methodologies to improve training effectiveness and job performance.

<p><h4>Duties</h4>

Ensure Property Department compliance with Property Management and Control Procedures.<br>
Conduct random compliance audits on all sites and departments in Iraq.<br>
Develop and execute corrective action plans for audit deficiencies and inventory accountable property.<br>
Mentor lower-level Property Staff and custodians in proper process and procedures as they relate to Government Property.<br>
Identify problem areas and recommend viable solutions.<br>
Perform physical inventories of Government Furnished Property (GFP) and Contractor Acquired Property (CAP), as directed by the Property Management and Control Procedures and/or the Logistics and Property Manager.<br>
Ensure Government Property Identification numbers (GP) are properly assigned, prepare required schedule, and assist with identifying lost, damaged, and destroyed property as well as excessive consumption.<br>
Work closely with Property Custodians to ensure overall accountability of assets.<br>
Track and record movement of all types of Government property. This includes movement from one point to another within a contractor’s facility, movement between facilities for any purpose, and protection during movement.<br>
Conduct country-wide Property Training on a yearly basis as well as establish training plans for new hire employees and refresher training.<br>
Ensure compliance with Federal Acquisition Regulation (FAR), Statement of Work (SOW), and Standard Operating Procedures (SOP).<br>
Develop processes and desktop procedures to maintain continuity of job performance.<br>
Audit logs and status records to ensure completion of lost, damaged, or destroyed items.<br>
Check LTDD packages for accuracy and completion.<br>
Perform additional duties and projects as qualified to perform as assigned.<br>
