<p>The Lead Interface Engineer shall assist the Interface Manager on the following:</p>

<li>Take care of the overall management of interface and data changes between stakeholders of the Common Seawater Supply Project, and provide advice on any schedule and commercial issues arising from such interfaces and changes.</li>
<li>Ensure that interface management procedures are in place and that EPC and other contractors implement the required interface management system throughout the project duration.</li>

<p>The Lead Interface Engineer is anticipated to start early 2026 and will be based in Abu Dhabi (UAE).</p>
<h4>Activities</h4>
<p>The job holder shall assist the Interfaces Manager:</p>

<li>With the support of the Project Management Consultant, define, implement and maintain the methodology/procedure to be applied and the corresponding database to be created, to ensure a clear and accurate identification and management of interfaces. This procedure will be as efficient and simple as possible and will be used throughout the life of the project and shall be applied by the different entities/contractors.</li>
<li>Management of interface and change data between parties, monitor and control interface and change issues, in order to resolve interface and change issues in a timely and organised manner according to the project interface and change control procedures.</li>
<li>Attend major interface meetings, internal and external with other entities of CSSP Project, contractor representatives, vendors, TotalEnergies specialists, partner’s experts, etc. Lead interface and other technical meetings as required.</li>
<li>Ensure that HSE requirements are systematically considered all along the interface management process and in particular that interfaces are properly addressed during HAZID/HAZOP/PTR project audits.</li>
<li>Consolidate and advise the Project Director and Technical and Project Control Managers of any risks, especially schedule and commercial issues arising from interfaces and changes. Shall be the coordinator of the Management of Change, providing the justification through all disciplines of the change. Ensure complete documentation of all changes, and communication of these in compliance with the processes agreed with BOC and regulatory authorities.</li>
<li>Prepare technical papers to support management positions for clarifications or decisions with regulatory authorities of host countries, other entities or partners.</li>
<li>Ensure that EPC Contractor implements required interface management system and resources and monitor throughout the project duration that EPC Contractor honours its responsibilities as defined in the project interface procedure.</li>
<li>Ensure the implementation of interface changes/optimisations resulting from negotiations of the external interfaces.</li>
<li>Together with Project Management Consultant, ensure design consistency and continuity throughout the facilities.</li>
<li>Avoid change orders and delays caused by interface issues; ensure timely follow-up of interface issues.</li>
<li>Assist the Project Management Consultant, prior to and during construction phase, by anticipating operational interfaces with other parties (clashes or conflicting program).</li>

<h4>Context and environment</h4>
<p>Basrah Oil Company (BOC) is undertaking the Seawater Treatment Facilities (STF) project to provide treated seawater to the oil fields in southern Iraq (for injection). The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:</p>
<ul>
<li>Site development and non-process facilities.</li>
<li>Ancillaries and buildings.</li>
<li>Seawater intake and outfall structures.</li>
<li>Material off-loading facility.</li>
<li>Seawater clarification, filtration and deoxygenating processes.</li>
<li>Chemical addition systems.</li>
<li>Shipping pumps.</li>
<li>Power generation.</li>
<li>Utilities.</li>
</ul>
<p>FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.</p>
<p>In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.</p>
<h4>Accountabilities</h4>
<p>Accountable for the interfaces and management of change (MoC), being internal (between units, disciplines, PMT, One Tech and specialists) or external (between other CSSP projects, contractors, company, etc.). The job holder coordinates all interface and MoC matters, protecting the WI Project and company’s position with regards to all external interfaces and to internal interfaces between contractors, and ensuring that changes are evaluated and executed for the overall benefit of the project.</p>
<p>Accordingly, the job holder shall make the necessary coordination between all involved contractors/parties and company teams and implement an agreed interface management procedure and methodology. He/she shall ensure the proper and timely follow-up and resolution of interface issues between the various involved parties documents. He/she must support the Interface Manager to ensure full control of the Management of Change process, and shall document all the changes, taking care to perform a full review with various disciplines with project aspects to justify or reject the change.</p>
<p>A key aspect of interface coordination is the ability to effectively communicate, across all involved parties, all details related to an interface, including requirements, technical specifications, and potential issues. It is important that the communication channel is promptly established, the proper information is exchanged, and all involved parties acknowledge that they fully understand the interface requirements.</p>
<p>The nature of the development might call for a “staged” delivery of the facilities. Simultaneous activities between construction activities and operations activities can occur to meet the agreed schedule.</p>

<p>Support the overall implementation of the social cohesion and tribal engagement programme in Iraq, including its financial, administrative and technical implementation, in compliance with IOM policies and standards, conflict-sensitive programming standards, as well as donor requirements, agreed timeline and deliverables.</p><p><br></p><p>In coordination with the Programme Manager, coordinate the work of all staff assigned to the programme, as well as consultants, implementing partners and service providers recruited to support and/or undertake specific activities.</p><p><br></p><p>Maintain close collaboration and contribute to strengthening the partnerships with tribal leaders, community actors, government counterparts, UN agencies, and civil society organizations to support coherent, coordinated, and peace-positive engagement across target locations.</p><p><br></p><p>Draft and produce high-quality progress and other reports, including donor reports and thematic briefs, and ensure proper information exchange on all operational aspects of the programmes between IOM, the programmes’ donors and other stakeholders.</p><p><br></p><p>Provide technical support in analyzing conflict dynamics, emerging tensions, and social cohesion trends in view of strategic, programmatic and programme-specific funding opportunities.</p><p><br></p><p>Contribute to the identification of emerging and donors’ priorities and strategies, explore the possibility to develop follow up initiatives and/or initiate new programme development process in Iraq, and draft projects proposals, in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy.</p><p><br></p><p>In coordination with the Programme Manager, facilitate adequate information management on programme’s activities through regular updates, summaries, talking points, and other relevant materials that promote IOM’s visibility in Iraq and ensuring alignment with donor visibility requirements.</p><p><br></p><p>Assist in conducting conflict analysis and contextual assessments to identify potential activities to be implemented as part of the tribal engagement and social cohesion programme in line with IOM mandate and the priorities established by the Government and partners in Iraq.</p><p><br></p><p>Contribute to the development of relevant monitoring and evaluation plans and tools to track programme objectives and benchmarks, measure progress and effectiveness, make recommendation on suitable course corrections, and supporting further development and improvements.</p><p><br></p><p>Ensure adequate information management on programme related activities including awareness raising and visibility; provide regular updates, summaries, and other relevant materials, in coordination with the donor and IOM’s Public Information Department.</p><p><br></p><p>Participate in relevant coordination meetings, donor engagements, community forums, and technical working groups, as well as other forums, to facilitate proper coordination and presentation of IOM’s social cohesion and tribal engagement activities.</p><p><br></p><p>Participate in relevant UN working groups and activities to encourage the mainstreaming of peacebuilding and conflict-sensitive approaches into United Nations frameworks.</p><p><br></p><p>Perform such other duties as may be assigned.</p><p><br></p><p><b>Qualifications</b></p><p>Required Qualifications and Experience</p><p><br></p><p><b>Education</b></p><p><br></p><p>Master’s degree in Peacebuilding, International Relations, Social Sciences, Resource Management, Conflict Resolution, Political Science, or a related field from an accredited academic institution with two years of relevant professional experience; or,</p><p>University degree in the above fields with four years of relevant professional experience.</p><p>Accredited Universities are those listed in the UNESCO World Higher Education Database.</p><p><br></p><p><b>Experience</b></p><p><br></p><p>Demonstrated experience in the conceptualization, development, implementation, monitoring, reporting, and evaluation of social cohesion, tribal engagement, peacebuilding, or conflict‑sensitive programming in Iraq, with proven ability to design and steer context‑appropriate interventions;</p><p>Experience supervising and providing technical guidance to national staff, consultants, and/or field teams, including leading capacity‑building efforts, coaching personnel, and ensuring adherence to programmatic standards;</p><p>Experience in liaising with governmental counterparts, tribal leadership structures, community stakeholders, and national and international institutions, with a strong ability to facilitate dialogue, consultations, workshops, and engagement with high‑level or sensitive actors; and,</p><p>Experience in donor‑funded programme management, including contributions to Monitoring, Evaluation and Learning (MEL), development of programme tools, donor reporting, proposal development, and compliance with UN and bilateral donor programming requirements.</p><p> </p><p><b>Skills</b></p><p><br></p><p>Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;
