<p>In coordination with the RMO, support the R&R Officer PSD in monitoring the financial aspects of all PSD projects, including overseeing expenditure, fund availability, and cash flow management. Proactively prepare expenditure plans, internal monitoring reports, for all PSD projects. Identify and address bottlenecks, recommend solutions, and ensure approval processes are followed. In collaboration with PSD Project Officers, PSD Reporting Officer, Partnerships and Coordination Division and RMU, provide support to the R&R Officer in drafting and reviewing project budgets. Assist in conducting analyses on variations between budgeted and actual expenditures and forecast future budget requirements. Support the PSD Project Officers in forecasting cash flows based on project activities and ensure financial expenditures and records adhere to donor agreements. Monitor and track projectization for PSD staff and operations. Track commitments, precommitments, and expenditures to ensure operations align with the project budget. Support program staff in the procurement, transportation and facilitating access in all regions of the country. Collaborate with the Liaison and Access team to address any access issues. Collaborate with Supply Chain Unit to assess the impact of price changes on the overall procurement process. Determine how the price changes may affect budgets, delivery timelines, and other logistical considerations. <h4>Overview</h4>
<p>The Delivery Coordinator will serve as the primary integrator between the construction and commissioning teams across multiple projects, ensuring smooth and efficient coordination of all interfaces. These projects include, but are not limited to, tie-ins, power projects, oil and gas projects and facilities. The role involves close collaboration with the client's project and operations team to ensure project alignment, successful completion and handover.</p>
<h4>Key responsibilities</h4>

Act as the liaison between the construction and commissioning teams to ensure a seamless transition from mechanical completion to commissioning.<br>
Oversee and track the mechanical completion status and ensure all relevant documentation is provided to the commissioning team.<br>
Facilitate the timely handover of systems from construction to commissioning, ensuring all pre-commissioning activities are completed as per the agreed schedule.<br>

Work closely with the commissioning team to support requirements for pre-commissioning and commissioning activities in line with schedule.<br>
Monitor the readiness of sub-systems, systems and equipment for commissioning, ensuring any potential bottlenecks are communicated and addressed promptly.<br>
Ensure that commissioning requirements remain a focus during construction phases in line with schedule requirements to avoid delays or rework during the pre-commissioning and commissioning stages.<br>
Support and facilitate start-up readiness and assurance including pre-start-up audits and checks (i.e. TIV, PSSR, SUOP, PSUA, SOF, VCR) where applicable.<br>
Support and facilitate communication and coordination with commissioning and operational readiness to ensure a smooth transition through commissioning, ready for start-up (RFSU), start-up and handover; ensuring a collaborated approach with client's project and operations teams.</li>

<li>Hands-on experience with rotating equipment, static equipment, piping, pipeline, packaged units, pumps, compressors, turbines, vessels, heat exchangers, tanks, lifting equipment, and associated auxiliaries.</li>
<li>Experience in large pumping stations, power generation facilities, water treatment plants, or major utility systems is preferred.</li>

<p>Role The Legal & Policy Officer provides legal and policy support to the Iraq mission, leading the contextualization and adaptation of legal and policy outputs to support programme implementation. The role focuses on ensuring that legal and policy outputs are adapted to local contexts and responsive to a complex and rapidly evolving conflict environment, ensures coherency and quality of locally used and adapted legal and policy outputs, and strengthens the capacity of field teams, partners, and relevant external actors through training and facilitation. The position is based in Baghdad with regular travel to field locations.</p>
<p>Work relations The Legal and Policy Officer reports to Thematic Advisor and has a technical reporting line to the country director, and to the Head of Policy, Research, and Legal Unit (PRL).
