The Employment and Employability project has documented youth unemployment among some IDP groups at 49.6%, female refugee labour-force participation below 3% in Erbil and Duhok, and informality rates around 94% among young displaced men. The Iraqi Government's ongoing closure of IDP camps adds urgency: without a tripartite framework, people leaving camps risk moving into unprotected informal work with no recourse. The first social dialogue session will be based on the Policy Brief, Refugees, IDPs and labour market Integration in Iraq and Kurdish Region of Iraq: Advancing Inclusion through Employment that was commissioned by the GIZ supported project, Promoting Employment and Employability among Refugees, Internally Displaced Persons (IDPs) and Host Communities focusing on Women, PWDs, and Youths in Northern Iraq. That alone gives the session a concrete, ready-to-sign output. The broader discussion on labour market access barriers and active labour market policies adds systemic value.
