Maintain a material tracking log — what was requested, in transit, delivered, and still pending — and circulate weekly.</p><p>▪&nbsp;&nbsp;&nbsp; Identify long lead-time materials at the start of each project, and notify management in writing of any material threatening its planned delivery schedule.</p><p>▪&nbsp;&nbsp;&nbsp; Coordinate transport, hire machinery, and equipment movement between sites, and secure related permits.</p><p>▪&nbsp;&nbsp;&nbsp; Maintain a log of machinery and equipment: location, operating hours, fuel consumption, maintenance dates, and certificate validity.</p><p>▪&nbsp;&nbsp;&nbsp; Control minimum stock levels of consumables and monitor their distribution to sites against signed requests.</p><p><strong>Second: Delegation of works from the technical office</strong></p><p>▪&nbsp;&nbsp;&nbsp; Review drawings, specifications, and BOQs before work starts, raise RFI on any conflict to be resolved at the office, not on site.</p><p>▪&nbsp;&nbsp;&nbsp; Prepare as-built (Shop Drawings) and As-Built drawings, reinforcement schedules, and cutting lists.</p><p>▪&nbsp;&nbsp;&nbsp; Prepare and submit material submittals with their technical data, and maintain a log of their status and dates.</p><p>▪&nbsp;&nbsp;&nbsp; Issue the latest approved edition of each drawing to site, and withdraw obsolete editions from circulation.</p><p>▪&nbsp;&nbsp;&nbsp; Compile quantities from drawings and compare with the BOQ; define additional works before execution, not after.</p><p>▪&nbsp;&nbsp;&nbsp; Prepare method statements, ITPs, and material approval requests.</p><p>▪&nbsp;&nbsp;&nbsp; Review daily and weekly site reports, update progress against the schedule, and raise variances with reasons.</p><p><strong>Third: Measurement, interim payments, and cost control</strong></p><p>▪&nbsp;&nbsp;&nbsp; Prepare interim monthly progress certificates: measurement sheets, quantities, supporting documents, and a pictorial record, submitted on the contractual date.</p><p>▪&nbsp;&nbsp;&nbsp; Verify subcontractor interim payments against actual billed works, and certify only what is proven.</p><p>▪&nbsp;&nbsp;&nbsp; Reconcile material consumption with theoretical quantities from drawings and report waste or loss.</p><p><strong>Fourth: Subcontractors and suppliers</strong></p><p>▪&nbsp;&nbsp;&nbsp; Prepare scopes of work for subcontractors and RFQ packages, and compare bids on a comparable basis.</p><p>▪&nbsp;&nbsp;&nbsp; Maintain approved suppliers and subcontractors lists, with contact details, prices, and past performance records.</p><p>▪&nbsp;&nbsp;&nbsp; Monitor validity of subcontractor insurance and bonds, registrations, and work permits, and provide warnings before expiry.</p><p><strong>Fifth: Planning and reporting</strong></p><p>▪&nbsp;&nbsp;&nbsp; Maintain baseline schedule and update actual progress on agreed dates (MS Project or Primavera P6).</p><p>▪&nbsp;&nbsp;&nbsp; Prepare weekly and monthly progress reports, including the cumulative progress curve (S-Curve), labor and equipment curves, and pictorial log.</p><p>▪&nbsp;&nbsp;&nbsp; Maintain a log of action items arising from client, consultant, and internal meetings, and follow through to closure.</p><p>▪&nbsp;&nbsp;&nbsp; Contribute to preparing tender timelines, method of execution, and resource schedules accompanying bids.</p><p><strong>Sixth: Documentation and correspondences in English</strong></p><p>▪&nbsp;&nbsp;&nbsp; Draft technical correspondences, RFIs, approvals, transmittals, and progress reports in English with sound technical terminology.</p><p>▪&nbsp;&nbsp;&nbsp; Attend meetings with clients and consultants, present the technical position, and prepare meeting minutes.</p><p>▪&nbsp;&nbsp;&nbsp; Arrange on-site attendance during full-airport weak current system trial operation; conduct daily inspections of platform online status, terminal online rate, link connectivity and equipment operating conditions.<br>4. Record a defect ledger during trial operation; continuously rectify issues including system lag, offline devices, false alarms, linkage failures and abnormal video images to ensure stable long-term operation of all weak current systems compliant with airport trial operation standards and support smooth operational transition.<br>5. Relies on experience, interpersonal skills, and a thorough knowledge of the industry to complete tasks in accordance with policies, processes, and corporate strategy.</p> <h4>Responsibilities</h4> <ul> <li>Principal advisor to the program director (projects) / project director on all security related matters and information.</li> <li>Development of the overall security strategy to mitigate security risks.</li> <li>Lead the project crisis management team.</li> <li>Creating emergency response plans.</li> <li>Develop, implement, and test emergency evacuation procedures.</li> <li>Maintain personnel on board, ISOS evacuation manifest lists, and Iraq plans database.</li> <li>Create reports for management of country specific security status.</li> <li>Manage all aspects of contracted private security companies in line with contracted services.</li> <li>Implement security compliance of sub-contractors.</li> <li>Conduct security audits.</li> <li>Security coordination of daily movements for contracted private security companies and fleet of soft skin vehicles.</li> <li>Monitor sub-contractor IVMS system, reporting biweekly data output.</li> <li>Maintain sub-contractor annual security training program.</li> <li>Security consultant and focal point of contact for all other KBR projects within Iraq.</li> <li>Provide and maintain security / hotel risk assessments.</li> <li>Liaise with other KBR projects point of contact based at and outside Rumaila oil field on security-related matters.</li> <li>Ensure regular security toolbox talks are conducted.</li> <li>Maintain a professional, courteous and strong relationship with client security management.</li> <li>Provide input to KBR security management documentation and plans.</li> <li>Undertake interdepartmental liaison to ensure effective communication between staff on matters of EPCM security standards.</li> <li>Assist with assurance audits of EPCM security projects both on Rumaila oilfield and outside to ensure that EPCM security standards are implemented and maintained.</li> <li>Assist with any other tasks, as required by the regional EMEA security manager.</li> </ul> <h4>Experience</h4> <ul> <li>Proven ability with international projects working in high-risk environments and contexts and operating in unsecured environments.</li> <li>High level of experience, ready to learn developing security related technical tools, guidelines and systems as well as able to work under minimal supervision.</li> <li>Understanding of principles and code of conduct associated with a specific sector and/or sub-sector of work.</li> <li>Effective and clear communicator, ability to collaborate across teams and geographies and initiates and skilled in interdisciplinary problem solving.</li> <li>Ability to gain a precise understanding of the various local, regional, country, and international policies, operational positions, and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur.</li> <li>Strong assessment, evaluation, analysis, and strategic planning and project management skills.</li> <li>Excellent interpersonal skills with demonstrated ability to manage and work under stressful conditions.</li> <li>Understanding of the local political, contextual, and ethical issues.</li> <li>Previous experience interacting with local government agencies, and other foreign agencies to implement security strategies and procedures relating to security and safety matters.</li> <li>Oil and gas experience preferred.</li> <li>Full clean driving license.</li> </ul> <h4>Technical skills / knowledge</h4> <ul> <li>Operational management</li> <li>Risk management and risk assessments</li> <li>The ability to communicate effectively at all levels and be able to verbally brief and articulate.</li> <li>Meticulous organizational and time-keeping skills.</li> <li>Ability to function effectively with limited supervision and in high pressure situations.</li> <li>Ability to work in a high pressure and demanding environment.</li> <li>Ability to work cohesively and communicate successfully in multi-cultural teams whilst being aware of and sensitive to cultural differences.</li> <li>Computer literacy.</li> <li>English first language.</li> <li>Proficient in Microsoft Office programs and related software.</li> </ul> <h4>Qualifications / certifications requirements</h4> <p><strong>Essential</strong></p> <ul> <li>Undergraduate degree with ten years of security experience in corporate security, law enforcement or military.</li> <li>Degree may be substituted with 13+ years of security, military or law enforcement experience, 3+ of which should be in management.</li> </ul> <p><strong>Desirable</strong></p> <ul> <li>Military veteran preferred – ex military warrant officer or senior non-commissioned officer.</li> </ul></p><p></p>
