<p><h4>Duties</h4>
<p>Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.</p>

<p>Develop and maintain the MSDS program and provide access as specified for all EC personnel.</p>
<p>Develop, implement, and enforce a comprehensive safety program for all O&M Contractor staff, including periodic inspections and training programs.</p>
<p>Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.</p>
<p>Review and maintain current information manuals for building operations and repair services and maintain accurate equipment and personnel records.</p>
<p>Act as the Program Manager’s principal operations representative.</p>
<p>Responsible for the management of all O&M functions, including ensuring there are qualified personnel to meet staffing requirements, and the central planning, coordination, control, and actual performance of these functions.</p>
<p>Manage the O&M and other assigned functions on site to ensure overall contract performance, which requires getting information to and from critical operating/supporting elements and directing/coordinating actions to ensure resources are fully utilized to properly perform the mission.</p>
<p>Monitor system readiness, identify problem areas, and respond to mission requirements to perform contract requirements.</p>
<p>Direct and monitor the preventive maintenance program; accept, process, coordinate, and assign work orders, projects, and large task assignments.</p>
<p>Control resources; monitor staff proficiency and qualifications; monitor staff endurance; monitor the location and activities of assets; and coordinate the flow of information to and from O&M staff.</p>

<h4>Required</h4>
<p><strong>Minimum acceptable experience level:</strong></p>
<p>Minimum of 15 years’ experience in operations and maintenance services, with a minimum of 5 years’ experience in large facilities.</p>

<p><strong>Passport, licenses and certifications:</strong> As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport with a minimum of 18 months remaining until the expiration date with 8 blank pages. Valid drivers’ license.</p>
<p><strong>Security vetting:</strong> Must be able to obtain and maintain a Secret US Government Clearance. Note: US citizenship is required to obtain Secret Clearance.</p>
<p><strong>Language skills:</strong> Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.</p>
<p><strong>Medical:</strong> Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.</p>
<h4>Desired</h4>
<ul>
<li>Relevant experience, skills and knowledge of electrical, mechanical/HVAC, power generation, water systems for a large facility are strongly preferred.</li>
<li>Relevant overseas operations management experience.</li>
<li>Previous out of home country experience and previous work experience in harsh environmental conditions are a plus.</li>

<h4>Other responsibilities</h4>

<h4>Working and living conditions</h4>
<p>This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods.</p>
<p>Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors.</p>
<p>This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.</p></p><p></p>
<p>The post holder is responsible for the daily management of the Standards, Quality Assurance & Compliance (SQC) team, and supporting the Head of Security Operations Support (HoSOS). This is a key role and includes ensuring that all Security Business Unit Departments and Sections adhere to external regulations, laws, and internal policies; identifying and rectifying non-compliance issues through audits; ensuring that processes, products, and services consistently meet AvSec quality standards and preventing defects through systematic activities and continuous improvement.
A solid knowledge of compliance, audit and quality assurance systems and processes is vital, along with the ability to forge relationships with other sub departments and when required, the airport directorate, agencies and external stakeholders.
Key Areas of Responsibility:
a) Leadership: Lead and manage the Standards, Quality Assurance and Compliance Section and its team of staff members.
b) Security provision: To ensure the airport’s security operations meet international standards, comply with ICAO Annex 17, IATA security protocols, and ICAA regulations, while embedding quality assurance, and compliance oversight into all security functions.
c) Security Standards Development: Define and maintain security operational standards across passenger screening, baggage handling, cargo security access control. Align security procedures with ICAO, IATA and ICAA requirements. Maintain the library of SEC documentation, and develop and update programs, Manuals, Plans and SOPs for security functions as required.
d) Quality Assurance: Establish & manage a Security Quality Management System. Conduct audits, inspections and performance reviews of security checkpoints, K9 Units and surveillance systems. Monitor security service delivery against Key Point Indicators (KPIs) and international benchmarks. Implement corrective & preventative measures to address deficiencies.
e) Compliance Oversight: Ensure compliance with aviation security regulations, including ICAO Annex 17 and national directives. Liaise with ICAA and international regulators during inspections and certifications. Maintain documentation and evidence for regulatory audits and certifications. Report compliance risks and mitigation strategies to the Security Headquarters.
f) Risk & Incident Integration: Collaborate with the Airport Safety Management System (SMS) and utilize the Security Management System (SeMS) to integrate security compliance findings into risk assessments. Support incident investigations (e.g. security breaches, prohibited items, etc.) and embed lessons learned into revised standards.
g) Training Awareness: Liaise with the Security Training Team and develop training modules on security standards, compliance and quality assurance for airport security staff. Promote a culture of vigilance, compliance and continuous improvement. Undertake training delivery in support of the Security Training Team, as required.
h) SQC Reporting: Prepare structured reports with clear recommendations and highlight compliance risks with mitigation strategies.</p><p>Education: National Level 3 AvSec Manager or equivalent, Quality Assurance, Auditing or a related field, ISO 9001 Quality Management System Certification or equivalent, Managing Safely (IOSH) or equivalent, Possess an AvSec Training qualification.
Experience: Applicant must have an aviation background in quality assurance, compliance & audit roles. Minimum of 2 years in an Aviation security management role with domestic and/or international experience. Experience of operating in post conflict, multicultural & low infrastructure environments. <li>Lead cyber security operations for oil and gas facilities, including remote oil fields and refineries.</li>
<li>Develop and implement security policies tailored to industrial environments and field operations.</li>
<li>Oversee the integration and secure deployment of Chinese technology solutions (e.g., Huawei, Hikvision) within operational networks.</li>
<li>Conduct risk assessments for both IT and OT environments, identifying vulnerabilities specific to oil field equipment and Chinese tech interfaces.</li>
<li>Coordinate incident response plans and forensic investigations for security breaches in field sites.</li>
<li>Manage compliance with international standards (NIST, ISO, IEC) and local regulatory requirements.</li>
<li>Train and mentor cross-functional teams on cyber security awareness and best practices.</li>
<li>Collaborate with vendors and technology partners, including Chinese tech providers, to ensure secure implementation and ongoing maintenance.</li>

<p>Following up all CME (Civil, Mechanical and Electrical) action, activities and modification related to CME tasks in sites Following up site construction, civil, power and telecom works on field and on daily basis with subcontractors. Checking installing all tower types erection (Tower, Mast Tower, Poles, etc.) which will be implemented by subcontractors or Asia cell teams under supervision. Reporting the issues related to site construction to the supervisor on daily basis, in addition reporting all the defects to subcontractors for fixing it. Reporting work progress and construction status for each site on daily basis. Prepare initial site layouts and civil/power/telecom work construction details and getting instruction from his superiors. Addressing each site requirement before implementation and get the required instruction and technical solutions before and during construction. Improving the quality of site work s by controlling implementation on field amending it according to Asia cell specifications. Following up deploying Asia cell technical specification in site construction. Following up applying all necessary technical tests on the materials and works in a professional way and discussing the results with his superiors. Coordination with other department (Acquisition team, RF, TR, Security) for new sites or expansion survey Preparing the actual BOQs for the sites that were constructed by subcontractor. Checking sites before warranty period came to end and monitoring defects till it be fixing.
