<p>Mission Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect by Armed Groups and De Facto and/or Provisional Authorities (AGDAs) for international humanitarian norms in armed conflict and other situations of violence, in particular those related to the protection of civilians. Geneva Call focuses its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict, working towards the elimination of gender discrimination, protecting civilian infrastructure, and ensuring humanitarian access.</p>
<p>Role The Legal & Policy Officer provides legal and policy support to the Iraq mission, leading the contextualization and adaptation of legal and policy outputs to support programme implementation. The role focuses on ensuring that legal and policy outputs are adapted to local contexts and responsive to a complex and rapidly evolving conflict environment, ensures coherency and quality of locally used and adapted legal and policy outputs, and strengthens the capacity of field teams, partners, and relevant external actors through training and facilitation. The position is based in Baghdad with regular travel to field locations.</p>
<p>Work relations The Legal and Policy Officer reports to Thematic Advisor and has a technical reporting line to the country director, and to the Head of Policy, Research, and Legal Unit (PRL). The role works closely with the Head of programmes, programme staff, MEAL and PRL to ensure alignment with Geneva Call s legal and policy positions, quality standards, and engagement approaches. DRC has been active across Iraq since 2003 and plays a crucial role in addressing the complex humanitarian needs of displaced populations and conflict-affected communities. Operating in collaboration with local partners and authorities and adopting humanitarian, development, and peacebuilding (HDP) approaches, DRC focuses on providing a wide range of services to enhance the resilience and well-being of vulnerable individuals. DRC s work in Iraq has been focused on implementing multi-sectoral programming through an area-based approaches, integrating protection, economic recovery, humanitarian disarmament and peacebuilding programming as well as advocacy. By implementing context-specific solutions, DRC contributes to the stability and recovery of communities in Iraq, striving to create a more sustainable and inclusive future for those affected by displacement and conflict.</p><p>The purpose of this consultancy is to work with DRC in supporting ministry of labor and social affairs (MoLSA) in Kurdistan Region of Iraq (KRI) to modernize their vocational training program to enhance employment opportunities to youth and job seekers. The consultant (consultancy team) will 1) Review the existing solar panel curriculum of MoLSA. 2) in collaboration with DRC and MoLSA Directorate of vocational training in KRI, form a curriculum development technical committee from MoLSA technical trainers representing each governorate. 3) Lead organizing the technical committee meeting reviewing the existing curriculum and identifying the gaps and areas to be updated. 4) collect the inputs from the technical committee members about areas of gaps and improvement and lead combinging them and reflecting them on the curriculum content. 5) ensure effectively updating the existing curriculum as per the competency-based standards (CBT). DRC is looking for a consultancy firm with a technical specialist and a lead consultant to ensure the updated training curriculum matches with the labor market needs,</p><p>Vocational training centres under DoLSA play an important role in supporting youths and job seekers and equip them with the market driven and competency-based skills to prepare them for employment and the labor market. However, due to changes in the labor market, industry demands, and technological development, there may be a need for updated or new vocational training curricula that better align with current workforce needs In order to deliver relevant and effective vocational training to youth and job seekers in general, there is a need to update the solar panel competency-based curriculum that matches with the market changes and development of technologies. Through this consultancy work, DRC is going to support MoLSA to modernize their vocational training program to enhance employment opportunities to youth job seekers including women and people living with disabilities from different population categories of IDPs, refugees and vulnerable host communities.</p><p>The objective of the consultancy is to:</p><ul><li>Conduct a desk review of the existing solar panel curriculum to identify gaps and areas of improvement according to the labor market demand, skills gaps and context evolution. <p>The quality construction inspector will support the U.S. Department of State contract in Iraq. Under specific direction, the inspector will apply knowledge and experience of facility systems in the construction and modification of horizontal and vertical applications and support services for LCC department. They will demonstrate knowledge of setting and meeting key performance indicators, to include the verification of compliance metrics in preliminary laydown, during construction phases and then final and acceptance inspections, utilizing the framework Amentum standards, OBO and DoS policies and regulations, local and international construction codes and standards (ICCS).</p>
<p>This position will be responsible for providing oversight and collaboration of standards at construction sites, with the monitoring of construction teams, providing oversight in mechanical, electrical and plumbing functions, directing inspections and managing work requirements, utilizing skills and knowledge requiring flexibility, adaptability, and responsiveness. <p><strong>The Position:</strong></p><br><p>UNFPA Iraq, in partnership with the Ministry of Planning (MoP), seeks to recruit a qualified national consultant to support the preparation of a strategic national document that will strengthen evidence-based planning and population governance in Iraq: <br> The State of Iraq's Population Report, which will provide an in-depth analysis of Iraq's demographic situation following the 2024 Population and Housing Census and assess progress made in implementing the National Population Policy two years after its adoption. <br> The objective of preparing the State of Iraq's Population Report following the 2024 Population and Housing Census is to provide a clear and comprehensive roadmap for integrated and sustainable development. Identification of actual population needs across different regions and sectors (education, health, housing, infrastructure, employment, etc.) to enable more efficient allocation of financial and human resources and support sustainable development.<br> 5. An in-depth analysis of demographic, social, and economic transformations, including population growth, youth population trends, fertility rates, and women's participation in the labour force.<br> 6. A monitoring tool to measure Iraq's progress toward achieving the United Nations Sustainable Development Goals (SDGs), including poverty reduction, quality education, gender equality, and other related goals.</p><br><p><strong>Duration and working schedule: </strong></p><br><p>3 months </p><br><ul> <li>Deliverable 1: Inception Report, detailed methodology, workplan, and consultation plan - End of Week 2 </li> <li>Deliverable 2: Comprehensive literature review, review of national and international policies, analysis of the 2024 Population and Housing Census data, and stakeholder consultation report- End of Month 1 </li> <li>Deliverable 3: First draft of the State of Iraq's Population Report and first draft of the National Policy for Adolescent Development submitted for technical review- End of Month 2 </li> <li>Deliverable 4:Validation workshop(s) conducted and revised drafts incorporating comments from UNFPA, the Ministry of Planning, and key stakeholders- Final State of Iraq's Population Report, Final National Policy for Adolescent Development, executive summaries, PowerPoint presentation, and all editable source files submitted- End of Month 3 </li></ul><p><strong>Place where services are to be delivered: </strong></p><br><p>Home-based with frequent missions inside Baghdad and other governorates as required.</p><br><p><strong>Delivery dates and how work will be delivered: </strong></p><br><p>The consultancy will be implemented over a period of four (4) months. All deliverables shall be submitted electronically in editable Microsoft Office formats (Word, Excel and PowerPoint, as applicable) and PDF. Final reports and policy documents shall be submitted in both editable and PDF versions, together with all supporting datasets, analytical tables, presentations, and source files.
