<p><strong>The Position:</strong></p><br><p>UNFPA Iraq, in partnership with the Ministry of Planning (MoP), seeks to recruit a qualified national consultant to support the preparation of a strategic national document that will strengthen evidence-based planning and population governance in Iraq: <br> The State of Iraq's Population Report, which will provide an in-depth analysis of Iraq's demographic situation following the 2024 Population and Housing Census and assess progress made in implementing the National Population Policy two years after its adoption. <br> The objective of preparing the State of Iraq's Population Report following the 2024 Population and Housing Census is to provide a clear and comprehensive roadmap for integrated and sustainable development. The report will support the efficient allocation of resources according to population needs and contribute to achieving a better future for all Iraqis. <br> The consultancy aims to produce a high-quality, evidence-based national document that will support policy formulation, sectoral planning, and coordinated implementation across government institutions. <br> </p><br><p><strong>How you can make a difference:</strong></p><br><p>UNFPA is the lead United Nations agency for delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. We need staff who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to delivering excellence in programme results</p><br><p><strong>Job Purpose:</strong></p><br><p>The consultant will lead all demographic and population-related components, including:</p><br><ul> <li>Review national and international literature, demographic studies, census reports and relevant policies.</li> <li>Analyze the 2024 Population and Housing Census.</li> <li>Assess demographic trends, including fertility, mortality, migration, urbanization and age structure.</li> <li>Assess implementation progress of the National Population Policy.</li> <li>Analyze the demographic dividend and future demographic scenarios.</li> <li>Prepare demographic projections.</li> <li>Develop evidence-based policy recommendations.</li> <li>Lead preparation of demographic chapters of the State of Iraq's Population Report.</li> <li>Support the adolescent policy with demographic evidence and projections.</li></ul><p>The consulting team or institution responsible for preparing the report is expected to cover the following proposed chapters: </p><br><ul> <li>Chapter One: General Conceptual Framework of the Report </li> <li>Chapter Two: Population Status in Iraq – An Analysis of Demographic Indicators Based on the 2024 Population and Housing Census </li> <li>Chapter Three: Assessment of the National Population Policy Two Years After Its Launch </li> <li>Chapter Four: Population and Development – Economic and Social Reflections </li> <li>Chapter Five: Iraq's International Commitments in Population and Development Issues: Progress and Challenges </li> <li>Chapter Six: Analysis of the Demographic Dividend and Population Window of Opportunity in Iraq </li> <li>Chapter Seven: Future Population Trends and Projected Scenarios </li> <li>Chapter Eight: Proposed Policies and Strategic Recommendations </li></ul><p><strong>You would be responsible for:</strong></p><br><p>The consultant will: </p><br><p>• Develop an inception report and methodology.<br> • Conduct desk reviews.<br> • Hold consultations with government entities, UN agencies, academia and civil society.<br> • Organize technical workshops if needed.<br> • Prepare presentations.</p><br><p>• Revise drafts following comments.<br> • Prepare final versions of both documents.<br> • Support report layout and design.<br> • Present findings to the Ministry of Planning and UNFPA.<br> </p><br><p><strong>Expected Deliverables:</strong></p><br><p>1. A comprehensive report based on the 2024 Population and Housing Census that provides an updated and reliable population database to support evidence-based policymaking and national development planning.<br> 2. An assessment of the progress made in implementing the pillars of the National Population Policy two years after its launch.<br> 3. Identification of:</p><br><ul> <li>Population size and geographic distribution;</li> <li>Household characteristics;</li> <li>Educational attainment;</li> <li>Occupational status;</li> <li>Income levels;</li> <li>Unemployment rates;</li> <li>Poverty levels; and</li> <li>Health conditions.</li></ul><p>4. Identification of actual population needs across different regions and sectors (education, health, housing, infrastructure, employment, etc.) to enable more efficient allocation of financial and human resources and support sustainable development.<br> 5. An in-depth analysis of demographic, social, and economic transformations, including population growth, youth population trends, fertility rates, and women's participation in the labour force.<br> 6. A monitoring tool to measure Iraq's progress toward achieving the United Nations Sustainable Development Goals (SDGs), including poverty reduction, quality education, gender equality, and other related goals.</p><br><p><strong>Duration and working schedule: </strong></p><br><p>3 months </p><br><ul> <li>Deliverable 1: Inception Report, detailed methodology, workplan, and consultation plan - End of Week 2 </li> <li>Deliverable 2: Comprehensive literature review, review of national and international policies, analysis of the 2024 Population and Housing Census data, and stakeholder consultation report- End of Month 1 </li> <li>Deliverable 3: First draft of the State of Iraq's Population Report and first draft of the National Policy for Adolescent Development submitted for technical review- End of Month 2 </li> <li>Deliverable 4:Validation workshop(s) conducted and revised drafts incorporating comments from UNFPA, the Ministry of Planning, and key stakeholders- Final State of Iraq's Population Report, Final National Policy for Adolescent Development, executive summaries, PowerPoint presentation, and all editable source files submitted- End of Month 3 </li></ul><p><strong>Place where services are to be delivered: </strong></p><br><p>Home-based with frequent missions inside Baghdad and other governorates as required.</p><br><p><strong>Delivery dates and how work will be delivered: </strong></p><br><p>The consultancy will be implemented over a period of four (4) months. All deliverables shall be submitted electronically in editable Microsoft Office formats (Word, Excel and PowerPoint, as applicable) and PDF. Final reports and policy documents shall be submitted in both editable and PDF versions, together with all supporting datasets, analytical tables, presentations, and source files. Hard copies may be requested by UNFPA and the Ministry of Planning for the final approved documents. <br><strong>Deliverables: </strong></p><br><ul> <li>1st deliverable: Draft report no later than 1st October 2026. 1st instalment (50%) of total payment.</li> <li>2nd deliverable: Final draft report no later than 15 November 2026. 2nd instalment (50%) of total payment.</li></ul><p><strong>Monitoring and progress control, including reporting requirements, periodicity format and deadline: </strong></p><br><p>The consultant will work under the overall supervision of the UNFPA Programme Analyst and in close coordination with the Ministry of Planning. <p><h4>Essential responsibilities:</h4>
<p>Aerostat operators/user-level maintainers will participate in the overall, hands-on operation of the aerostat system including launch, in-flight, recovery, and moored activities.</p>
<p>Candidates will perform all functions to operate the PGSS/PTDS, an aerostat mounted intelligence, surveillance, and reconnaissance (ISR) platform, its mobile mooring platform (MMP), sensor payload(s), communications and navigation systems as well as associated support equipment (boom lift, forklift, all terrain vehicles (ATVs), and electrical power generators).</p>
<p>Candidate will perform user-level maintenance functions including performing hands-on preventative maintenance checks and services (PMCS), troubleshooting, removing and replacing line replaceable units (LRUs), and removing and replacing payloads.</p>
<p>Candidate must possess a diverse range of skills with the ability to quickly adapt to new situations. Tasks will be performed under direction of higher classified technicians and/or site personnel.</p>
<h4>Minimum requirements:</h4>
<ul>
<li>High school diploma or equivalent is required.</li>
<li>Two-year associate’s degree in a technical field from an accredited college can substitute for work experience.</li>
<li>Must have an active secret US government clearance or the ability to obtain a secret clearance. Note: US citizenship is required to obtain a secret clearance.</li>
<li>Must have a valid U.S. passport with a minimum of one year remaining.</li>
<li>Must have valid US driver’s license.</li>
<li>Knowledge of and experience in the operations of hardware systems and components.</li>
<li>Experience in fault detection, isolation, and correction of hardware systems and individual components.</li>
<li>Ability to perform routine system maintenance and analysis functions including: hardware configurations; adding, removing and replacing hardware components; use of hardware and software diagnostic testing tools; reading of electronic circuit schematics; and repairing printed circuit boards.</li>
<li>At least one (1) year previous aerostat experience OR two (2) years of experience in the following areas may be substituted in lieu of aerostat experience:</li>
</ul>
<p><strong>1) Electrical maintenance mechanic</strong></p>
<ul>
<li>Possess at least two (2) years aerostat experience as an operator at the 20 series level or greater from Army MOS 35F (Intelligence Analyst), 35G (Geospatial Intelligence Imagery Analyst), 35H (Common Ground System Analyst), 96R (Ground Surveillance Systems Operator), 96U (Unmanned Aerial Vehicle Operator), or military branch equivalent.</li>
<li>Two years of hands-on experience in performing operations and maintenance tasks either on an aerostat system or a related industry/military equivalent is required.</li>
<li>Must be qualified at the 10 series or greater level (via military or civilian technical schools) is required.</li>
<li>Ability to read electronic schematics.</li>
<li>O&M of electro-mechanical equipment to include one or more of the following:
<ul>
<li>Hydraulic/servo valves</li>
<li>Hydraulic actuators, control systems</li>
<li>Test and diagnostic equipment</li>
</ul>
</li>
</ul>
<p><strong>2) Networking, IT & information systems</strong></p>
<ul>
<li>Two years’ experience is required.</li>
<li>Must be qualified at the 10 series or greater level; MOS 25B/F or other military branch equivalent or industry occupational specialties as a CISCO Network Administrator; Army MOS 25L/N or other military branch equivalent or industry occupational specialties as a Network Installation (BICSI or Network + or Comp T Certification) will be considered.</li>
<li>CCIE certification with fiber optic certification is preferred.</li>
</ul>
<p><strong>3) Mechanical maintenance</strong></p>
<ul>
<li>Mechanical maintenance with qualifications at the 10 series or greater from U.S. Army MOS 94D/X and 91/B/S/W or other military branch equivalent, or industry occupational specialties such as National Institute for Automotive Service Excellence (ASE) Certified Truck Mechanic or Federal Aviation Administration (FAA) General Mechanic 1 or greater.</li>
<li>Two years of hands-on experience on an aerostat system or a related industry/military equivalent is required.</li>
<li>O&M of mechanical equipment to include one or more of the following: hydraulic systems, winch systems, tether/cable handling systems, industrial generator sets, power switch gear, HVAC, cranes aerial lift, forklift, industrial generator sets.</li>
</ul>
<h4>Physical requirements:</h4>
<ul>
<li>Requires the ability to regularly lift up to 50 lbs.</li>
<li>Requires the ability to regularly climb extension ladders, roof ladder, stepladders, and stairs at least 10 times during shift.</li>

<p>Must maintain physical and dental requirements for the duration of the deployment.</p>
<h4>Working and living conditions:</h4>
<p>This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to CENTCOM, EUCOM, and AFRICOM for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums.</p></p><p></p>

<h4>Required</h4>
<p><strong>Minimum acceptable experience level:</strong> Two (2) years’ experience with horizontal earthwork and material handling equipment including forklifts, cranes, loaders, bulldozers, skid steers, and semi-tractor trucks.</p>
<p><strong>Knowledge, skills, and abilities:</strong></p>

<p><strong>Education:</strong> A high school diploma or GED.</p>
<p><strong>Passport, licenses and certifications:</strong> As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport with a minimum of 18 months remaining to expiration date with 8 blank pages. Valid drivers’ license from home of record.</p>
<p><strong>Security vetting:</strong> Already possess a US Government issued security clearance or Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification or US Government clearance prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.</p>
<p><strong>Language skills:</strong> Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.</p>
<p><strong>Medical:</strong> Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.</p>

This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.</p></p><p></p>
<p>Job Specification
• Act as the primary liaison and first point of contact for ATC, RFF, Ground Handling Agents, Airlines, Engineering, and external stakeholders on all airside operational matters during the shift, escalating to the Head of Airside Operations where required.
• Ensure strict enforcement of Airside Driving Regulations (ADR), Apron Discipline, and all active Airside Driving Permits (ADP) and Airside Vehicle Permits (AVP) throughout the shift; direct shift inspectors to act on violations and authorize the issuance of Non-Compliance Notices (NCN).
• Coordinate and direct Wildlife Hazard Management activities during the shift, ensuring that wildlife observations are reported, logged, and acted upon in accordance with the Wildlife Hazard Management Plan, and that the runway and movement area remain safe for operations.
• Oversee apron safety and operational discipline across all apron zones, including monitoring of ground handling activities, FOD prevention, fuel safety compliance, and resolution of apron.
• Authorize and oversee emergency and contingency responses for airside-specific incidents during the shift — including runway/taxiway incursions, ground handling accidents, FOD alerts, fuel spills, airside vehicle accidents, and wildlife strikes — in accordance with the Airport Emergency Plan (AEP) and Airside Operations contingency procedures.
• Complete, review, and submit comprehensive shift log reports capturing all significant events, incidents, operational decisions taken, and handover notes for each shift, ensuring accurate and auditable records for the Head of Airside Operations.
• Conduct or delegate shift airside inspections of the movement area, apron, perimeter roads, and active worksites, ensuring compliance with ICAO Annex 14 standards, aerodrome certification requirements, and airport operational procedures.
• Represent Airside Operations in real-time coordination calls, Airside Operations Room meetings, and pre/post-flight briefings during the shift as required.
Human and Technical Resources
• Direct and coordinate the full complement of Airside Operations shift staff across all sections for the duration of the shift, ensuring appropriate task allocation, coverage of all operational zones, and staff welfare.
• Utilize the available management systems, stand planning tools, NOTAM databases, radio communication systems, and CCTV/surveillance platforms to maintain real-time situational awareness and operational control throughout the shift.
• Ensure all shift operational vehicles and equipment are serviceable and deployed effectively; report unserviceable assets to the Head of Airside Operations and Engineering for immediate action.
Planning and Programme
• Review and brief all shift staff on the daily flight programme, scheduled airside works, active NOTAMs, planned closures, and any regulatory or safety advisories at shift commencement.
• Contribute shift-level observations and operational data to the continuous improvement of Airside Operations procedures, SOPs, and contingency plans by providing structured feedback to the Head of Airside Operations.
Core Operational Activities

The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:</p><br><br><ul><li>Site development and non-process facilities.</li><li>Ancillaries and buildings.</li><li>Seawater intake and outfall structures.</li><li>Material off-loading facility.</li><li>Seawater clarification, filtration and deoxygenating processes.</li><li>Chemical addition systems.</li><li>Shipping pumps.</li><li>Power Generation.</li><li>Utilities.</li></ul><p>FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.</p><br><br><p>In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.</p><br><br><br><p><b>Accountabilities</b></p><br><br><ul><li>Accountable for the interfaces and MoC, being internal (between units, disciplines, PMT, One Tech and Specialists) or external (between other CSSP Projects, Contractors, COMPANY, etc…). • Coordinate the preparation, review and approval of all ASO SOPs, and Work Instructions (WIs) for all sections (AMG, SST, PEL and WLS), ensuring alignment with the AOM and applicable regulatory requirements.
• Develop and maintain the ASO Annual Training Programme, covering initial qualification, recurrent and competency-based training for all ASO staff, including airside safety, airside driving, wildlife hazard management and standards, in compliance with ICAA and ICAO SARPS.
• Prepare and maintain the Airside Contingency Plan covering abnormal and disrupted airside operations scenarios, including runway and taxiway closures, FOD events, wildlife strikes, and airside emergencies; ensure alignment with the Airport Emergency Plan (AEP) and that all ASO staff are trained on their respective roles and procedures.
• In coordination with the E&M Department, support the development of the ASO Equipment and Vehicle Maintenance Plan, defining preventive maintenance schedules, inspection cycles and replacement planning for all ASO operational equipment, airside vehicles and specialist tools assigned to the department.
• Prepare and submit the annual ASO Plan, including operational objectives, KPIs, resource needs and CAPEX/OPEX proposals, aligned with airport strategic goals; monitor progress and report to the Airport Operations Director.
Core Operational, Corporate and Compliance Activities
• Develop, implement and review airside operational manuals, procedures and instructions to ensure safe and efficient airside operations at KIA.
• Develop and implement airside operational procedures in compliance with ICAA ICAR 12 and other applicable regulations, and ICAO Annex 14 SARPS;

<li>Conduct formal root cause analysis (RCA) for recurring logistics failures or chronic performance shortfalls; develop, implement, and track written corrective action plans (CAPs) with defined milestones, responsible parties, and completion timelines; report CAP status to program management at defined intervals.</li>
<li>Direct the work of a diverse employee population assigned to the program.</li>
<li>Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.</li>
<li>Identify chronic under-performance within the department workforce; develop and execute performance improvement plans (PIPs) with documented benchmarks, supervisory oversight, and outcome tracking to restore performance standards and prevent recurrence.</li>
<li>Ensure that common supplies, materials, equipment, and services are procured from local and regional supply markets to the maximum extent practicable.</li>

<h4>Required experience</h4>
<ul>
<li>Minimum acceptable experience level: ten (10) years’ progressive experience, including staff management, in a high volume, multi-unit receiving/inventory or supply management environment.</li>
<li>Demonstrated ability to achieve high standards of customer service while representing the company to customers.</li>
<li>Demonstrated experience establishing, implementing, and managing formal performance improvement programs that address department deficiencies, restore contract compliance, and sustain corrected performance over time.</li>
<li>Experience with supply chain management (SCM) systems particularly in relation to accurate inventory management.</li>
<li>Experience developing, implementing, monitoring, evaluating, and driving the adoption of logistics processes as prescribed in the operations plan.</li>
<li>Experience working independently with various functions and disciplines of supply chain and operations.</li>
<li>Experience with business intelligence and data analysis, and research using the MS Office suite of programs.</li>

<p>This position is in an austere environment with harsh and dangerous conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit (50-55 degrees Celsius) during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods.</p>
<p>Work schedules are a minimum of six days per week and ten hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. The role will be responsible for the management and coordination of the Wells QAQC team. The emphasis of this position is to ensure the growing demand for QAQC is met and managers are informed, along with the development of local workforce. This role is integral to our strategy of building and maintaining robust technical and management standards and furthering the commitment to advancing Iraq’s technical infrastructure and expertise to an international level of excellence.<br> <br> The functions to be managed by this position include but are not limited to: QAQC of local machine shops, all premium connections, make up and pressure testing of critical well components, fabrication and other sub-contractor systems and process, failure investigation for the contractor’s equipment, QMS audit for service suppliers, coordination of TPI’s and Support operational requirements where required.
