<p><b>Purpose for this Service:</b></p><p>The ILO is seeking a qualified event management service provider to deliver the venue, interpretation, catering, printing, media, visibility and logistical services required for the 2 events in Erbil.</p><p>High-level Event: Five Years of Social Protection Reform in the Kurdistan Region – Monday 31 August</p><p>2026, from 09:00 to 13:00.</p><p>The event marks five years of the EU-UN Joint Programme's support to social protection reform in the Kurdistan Region. The standard of delivery expected is that of a national event attended by senior government officials, the diplomatic community and senior ILO representatives.</p><p>The service provider will be responsible for ensuring the smooth organization of the event, including venue arrangements, interpretation services, catering, meeting materials, media and visibility requirements, participant support, and all related logistical coordination in line with ILO standards.</p><p>Registration opens at 08:30 hrs. The date is indicative and may be moved within the contract period by written instruction of the ILO.</p><p>• Facilitate a well-organized high-level launch event on 1 September 2026, from 09:00 to 13:00, for up to 80 participants in a four-star or five-star hotel approved by UNDSS.</p><p><br></p><p>• Provide simultaneous interpretation in Kurdish (Sorani), Arabic and English, with sufficient professional interpreters, booths/equipment and headsets for up to 80 participants, including access to interpretation channels for remote participants.</p><p>• Arrange 2-night accommodation and DSA for eligible participants travelling from Duhok, Sulaymaniyah, Halabja and Baghdad, and arrange round-trip Baghdad-Erbil-Baghdad air tickets for nine Baghdad participants.</p><p>• Provide the materials and setup required for formal validation and adoption of the Forum Terms of Reference, including printed ToR copies, an adoption/signing table and an approved branded backdrop/photo area.</p><p>High-Level Event: Launch of KRI Social Dialogue Forum – Tuesday 01 September 2026, from 09:00 to 11:00</p><p>The launch event seeks at establishing an institutional and formal arrangement for social dialogue within the Kurdistan Region of Iraq (KRI)</p><p>The service provider will be responsible for ensuring the smooth organization of the event, including venue arrangements, interpretation services, catering, meeting materials, media and visibility requirements, participant support, and all related logistical coordination in line with ILO standards.</p><p><br></p><p>• Facilitate a well-organized half-day high-level event in Erbil for up to 60 participants, in a four-star or five-star hotel approved by the United Nations Department of Safety and Security.</p><p>• Support all arrangements for simultaneous English and Kurdish (Sorani) interpretation, hybrid connection, catering, printing, media coverage, visibility materials, and accommodation for participants travelling from outside Erbil.</p><p>• Ensure logistical and technical arrangements for a half-day event are complete, tested and in place before the opening session, in accordance with ILO branding and operational requirements.</p><p><br></p><p>Event date(s) from/to:</p><p>High-level Event: Five Years of Social Protection Reform in the Kurdistan Region – Monday 31 August 2026, from 09:00 to 13:00. Designs are provided or approved by the ILO. No photograph, film or other material produced under this contract may be published or released by the service provider without the prior written approval of the ILO.</p><p>9) 9) The service provider assigns a named focal point who is present at the venue before registration starts on each event day and remains until the venue is cleared, and who is reachable by telephone from the date of signature.</p><p><strong>Desired Candidate Profile</strong></p><p><br></p>

Maintain strong relationships with telecom operators, tower companies, infrastructure partners, suppliers, and strategic customers, acting as the senior point of contact for key accounts and escalations. Monitor operational KPIs, service quality, project performance, manpower utilization, costs, and country profitability, driving continuous operational improvement. Oversee budgeting, forecasting, cost control, P&L performance, procurement, and commercial performance. Support business development and strategic growth of the company's infrastructure and managed services portfolio in Iraq. Establish effective reporting, governance, and performance-management structures across the country operation. Ensure compliance with local regulations, HSE requirements, contractual obligations, and company policies, while managing operational risks and business continuity. Represent the company in senior-level meetings with customers, partners, government entities, and other key stakeholders. Work closely with regional and headquarters management on the strategic development of the Iraq business.</p><p><strong>Desired Candidate Profile</strong></p><p>Qualifications 15+ years of professional experience, with significant experience in the telecommunications infrastructure industry. Proven experience in senior management, country management, infrastructure operations, telecom O&M, managed services, or telecom infrastructure project management. Strong hands-on experience with passive telecom infrastructure and site power, including towers, sites/stations, shelters, generators, batteries, rectifiers, hybrid power systems, and electrical infrastructure. Experience managing large-scale telecom infrastructure maintenance, O&M, and managed services operations, particularly across sites, towers, power systems, and passive infrastructure. Experience overseeing civil, electrical, mechanical, and infrastructure works related to telecom sites. Proven experience managing large teams, geographically dispersed field operations, subcontractors, and suppliers. Experience managing a large portfolio of telecom sites or infrastructure assets is highly preferred. Strong customer-facing experience with telecom operators, tower companies, or major infrastructure clients. Strong commercial understanding, including P&L management, budgeting, cost control, contract management, procurement, and subcontractor management. Proven ability to lead complex country-wide operations and drive operational and commercial performance. Strong leadership, negotiation, stakeholder-management, and problem-solving skills. <p>The post holder is responsible for the daily veterinary care to the K9 Head of Section /Kennel Master of the Airport Canine Explosives & Narcotics Detection Unit. Ensure that K9 Teams are healthy and fit to perform their operational duties efficiently and safely. This is a key Iraqi national role and includes managing the full parameters of the veterinary programs to ensure that the Explosive & Narcotics Detection Canines are ‘Fit for Purpose’ and capable of performing their operational delivery. The incumbent should also possess the ability to forge relationships with peers and stakeholders (primarily the MOI K9 Veterinary and Licensing Directorate). The postholder plays a critical role in the readiness of Canines.
Key Areas of Responsibility:
a) Veterinary Care: Monitor health, nutrition, veterinary care and psychological well-being of all canines.
b) Conduct Physical Examinations: Perform thorough physical exams to assess the overall health of dogs.
c) Diagnose Illnesses and Injuries: Identify and diagnose health issues through various laboratory tests, such as blood tests, urinalysis, biopsies, X-rays, MRI and ultrasounds.
d) Administer Vaccinations: Provide necessary vaccinations to protect dogs from infectious diseases.
e) Perform Surgeries: Conduct surgeries, including routine procedures like spaying and neutering, as well as emergency surgeries
f) Prescribe Medications: Recommend & prescribe medications for treating illnesses and managing chronic conditions.
g) Provide Preventive Care: Offer advice on proper nutrition, exercise, and grooming to maintain dogs' health.
h) Canine Feeding: Ensure that all canines are fed twice daily with the correct amount and quality of foodstuffs required for them to perform their duties. Coordinate with procurement for replenishment and upgrades.
i) Educate K9 Handlers & Kennel Assistants: Guide handlers and Kennel Assistants in how to care for their dogs, including preventive healthcare, parasite control, dietary recommendations & emergency care.
j) Maintain Medical Records: Keep detailed records of each dog's medical history, treatments, and progress.
k) Handle Emergencies: Respond to urgent health issues and provide immediate critical care, stabilization and perform life-saving procedures.
l) Collaborate with Specialists: Work with other veterinary specialists when advanced care or specific expertise is needed.
m) Communication Skills: Proficiency in communicating with K9 Handlers & Kennel Assistants, explaining diagnoses, treatment options, and preventive care measures.

<p>The post holder is responsible for the delivery of Aviation security training programs through courses and workshops, ensuring that all aviation security staff are well-trained and capable of performing their duties efficiently and safely. Additionally, ensuring that other airport workers and stakeholders receive requisite security training and briefings in accordance with mandated international security standards.
All training must be compliant with the Regulatory requirements of ICAO Document 8973 Aviation Security and the ICAA National Civil Aviation Security Training Program (NCASTP).
A solid knowledge of performance management tools, techniques, and utilizing ‘state of the art’ technology, is vital, along with the ability to forge relationships with peers and customers.
Key Areas of Responsibility:
a) Regulatory requirements: Demonstrate excellent knowledge of all pertinent security regulations and standard operating procedures, the training requirements of the ICAO Document 8973 Security Manual and the ICAA National Civil Aviation Security Training Program (NCASTP).
b) Lesson Plans & Courses: Assist in the development, and then deliver comprehensive aviation security training programs, including lesson plans, exercises and instructional materials for all identified training courses – specifically the core regulated security courses for a Certified Security Officer (CSO), the supervisory and specialist courses for the experienced staff, and for

c) Courses, Development & Delivery Security Oversight: Organize and prepare all courses to international standards, quality checked against stated learning objectives, then delivered in the national language of Iraq or, when require, in English. (Ensure all courses, lesson plans, examinations and power point presentations are written in Arabic and English).
d) Instructional Design: Apply instructional design methodologies to improve training effectiveness and job performance.
e) Examinations: Ensure that all courses and examinations are delivered to the standard, content and required level of knowledge; that examination results are properly evaluated & appropriate remedial action initiated where necessary.
f) Course Certification: Issue course certificates to successful candidates after course completion.
